CM 1983-03-22 Minutes of March 22, 1983
The City Council of the City of Coppell met in regular session on Tuesday,
March 22, 1983, at 7:30 p.m. in the Coppell High School Administration
Building.
The following members were present:
Andrew Brown, Jr., Mayor
Orville Mayo, Mayor Pro Tem
Walter Pettijohn, Councilman
Bunny Thompson, Councilman (Late Arrival)
Dale Ware, Councilman
Glen White, Councilman ([ate Arrival)
The meeting was called to order and everyone asked to stand while Councilman
Pettijohn gave the invocation. Following the invocation, Councilman Thompson
moved that the reading of the minutes be waived; Mayor'Pro Tem Mayo seconded
and motion carried 4-0. Councilman Thompson then moved that the minutes be
approved as submitted; Mayor Pro Tem Mayo seconded and motion carried 4-0.
ITEM NO. 4: Citizens Appearance
A. Craig Nisbett to request a temporary mobile home at J. ¢. Nisbett residence
off of Coppell Road for one year
Mr. Craig Nisbett made the presentation to the Council. He stated that he and
his wife are requesting permission to leave the mobile home on his grandparent's
property for a period of one year. He presented the Council with a petition
of consent from all adjoining property owners. Following discussion on this
item, Councilman Pettijohn moved that the request be granted and approved for
a one year time period; Councilman Ware seconded and motion carried 4-0.
ITEM NO. 5: Consider approval of final estimate and partial payment of
retain~ge to Contract Builders on the Ground Storage Tank
Mr. Tom Owen, representing Contract Builders, was present for discussion on
this item. The physical structure for the Ground Storage Tank is complete.
It has been approved by the State. Two items that are unfinished at this time
are the fencing and the hydromulching. Councilman White arrived during this
discussion. Following discussion, Councilman Ware moved that the final estimate
be approved and that 50% of the retainage in the amount of $27,720.73 be re-
leased and that the additional 5% be held by the City at this time; Councilman
White seconded and motion carried 5-0.
ITEM NO. 6: Consider acceptance of bid for a water utility truck
Water Superintendent Jack White made the presentation to the Council. A copy
of the bid tabulation is attached ~s a permanent part of these minutes. Follow-
ing discussion on this item, Councilman White moved that the bid from GMC Truck
and Coach in the amount of $9,550.00 be accepted; Councilman Ware seconded and
motion carried 5-0.
ITEM NO. 7: Consider approval of replat on Woodridge, Section II
Mr. Bert Elsey made the presentation to the Council. He stated that they would
be installing the fence according to City specifications on Sandy Lake Road and
that the alley would be on the inside of the fence where it would not be viewed
from the street. Following discussion on this item, Councilman White moved that
the replat of Woodridge, Section II be accepted; Councilman Thompson seconded
and motion carried 5-0.

There was not a report at this time.

ITEM NO. 9: Approval of Bills
Following discussion, Councilman Ware moved that the bills be approved for
payment; Councilman White seconded and motion carried 5-0.
The meeting was then closed for an Executive Session allowed under Article
6252-17, Section 2 (e), discussion with City Attorney and Article 6252-17,
Section 2 (g), discussion concerning personnel.
Following the Executive Session, the meeting was declared open to the public.
Councilman Ware moved that David John Parker, Jr. be hired as a patrolman in
he Polid~ Department at a salary of $1,099.00 per month effective March 21,
1 983; Councilman White seconded the motion which carried 4-1 with Councilman
Petti~dhn voting against the motion.
The meeting was then adjourned.
