CM 1983-05-31 Minutes of May 31, 1983
The City Council and the Planning and Zoning Commission of the City of Coppell
met in special called session on Tuesday, May 31, 1983, at 7:30 p.m. in the
Coppell High School Administration Building. The following Councilmembers
were present:
Andrew Brown, Jr., Mayor
Orville Mayo, Mayor Pro Tem
Dale Ware, Councilman
Bunny Thompson, Councilman
Glen White, Councilman
Lou Duggan, Councilman
The following Planning and Zoning Commissioners were present:
R. W. Smedul, Chairman
Geren Burton, Co-Chairman
Gary Adams, Commissioner
Peyton Weaver, Commissioner
Commissioner Frank Pope was not present. Also present were City Manager, Ron
Ragland, City Secretary Dorothy Timmons, City Attorney Larry Jackson and City
Planning Consultant J. T. Dunkin.
The meeting was called to order and everyone asked to stand while Councilman
White gave the invocation.
ITEM NO. 1: Joint public hearing of the City Council and the Planning and
Zoning Co~ission to consider amendments to the Basic Comprehensive ~oning
Ordina~ce of the City of Coppell.
Mayor Brown stated the purpose of the meeting is to make certain addition and
corrections to the Comprehensive Zoning Ordinance of the City. He then
declared the public hearing open and asked for those persons who wished to
speak for any proposed changes. There were none. He asked if there were any
persons who wished to speak aqainst any proposed changes. Again, there ~ere
none. lhe p~blic hearinQ was then declared closed. Discussion was held by
the Comlcil and Planning and Zoning Commission concerning the proposed changes
in the Multi-Family and Townhouse District classifications. Following dis-
cussion on this item, Planning and Zoning Commission Chairman Ray Smedul asked
if there was a recnn~endation to be made to the Council. Commissioner Weaver
moved that if a de~eloper uses the progressive element of the Comprehensive
Zoning Ordinance, ~ben the requirements of that classification ~hat is~to
be built will be used rather than the requirements of the".zoned property and
furthermore, that if the progressive element of the Comprehensive Zoning Ord-
inance is used, that a site plan will be submitted at the same time as the
zoning change req,~ost; [o~issioner Adams seconded the motion which carried 4-0.
Mayor Rr~)wn then a~..ed for a motion from the Council on the Planning and Zoning
Co~m~ission's ~'eco,qmendation. Councilman Thompson moved that the reco~endat~on
of the Planning and /oning Commission be accepted; Mayor Pro Tem Mayo seconded
and motion carried 4-0. Councilman White was not in the Council chambers at
the time the vote was taken. Discussion was then held on the specifics of the
proposed zoning changes which will be considered at a later date. Following
this discussion, the meeting was adjourned.
