The City Council met in Joint session with the Planning and Zoning Commission
in special session on Thursday, December 8, 1983, at 7:30 p.m. in the Coppell
Middle School Cafeteria.
The following members were present:
Andrew Brown, Jr., Mayor
Orville Mayo, Mayor Pro ?em' i.~
Dale Ware, Councilman
Bunny Thompson, Councilman
Lou Duggan, Councilman
Also present were City Manager Ron Ragland, City Secretary Dorothy Timmons and
City Planning Coordinator Scott Barnett.
Mayor Brown called the meeting to order and everyone was asked.to stand while "
Commissioner Pope gave the invocation. He then stated that the zoning change
regulations are being considered in order to strengthen and update the current
zoning district regulations. At this time, there are no changes betflg'made
to the Comprehensive Zoning Map.
The meeting was then declared open to the public and those persons~who had
questions concerning the changes or who wished to speak for or against were
recognized. Those persons speaking were Mr. Velton Nisbett with a question'.
concerning the use of stucco in residential areas, Mr. Jim Moore who had question
concerning the density factor, Mrs. Martha Jo Cozby who had a questions con-
cerning availability of the ordinances, MrJ Tim House who had a question concerning
the front setbacks in the Commercial district and adjoining Agricultural land,
· ~ Mr. Glen Hinckley who had a question concerning the density factor and specific
,o use permits, Mr. Sam Wyse representing General Homes who had a question concerning
'the cumulative effect from one district to another and Mr. Ray Warren who had a
question concerning the density factor. There were no people present who spoke
strictly, in favor or against the proposed changes.. The public hearing was then
'.declared closed.
Mr. Dan Sefko and Mr. J. T. Dunkin of J. T. Ounkin and Associates reviewed the
list of questions with the Commission and the Council More specifically he ·
stated that:
1, All cOrrent MF-1 zoning would be converted to MF-2 which Would result in
a 22-24 unit per acre density.
2. The setback in Commercial areas is not appropriate when the I-1 use is next
to an Agricultural use. Agricultural is a temporary zoning, therefore, the
setback is required and is similar to an estate district.
· 3.. The density question in the Town Center District can be settled with a planned
development or a change in the density for this one particular district.
.4. Stucco is included in the Office District regulations and has been specifically
left out of residential in order for the Council and P & Z to review the plats.
. 5. The 80% masonry requirement is for that portion that is below the top plate '.' of the building, regardless of the number of stories in the building.
6. The 8 story requirement in MF-1 and MF-2 has been reduced to 3 stories in
order to be in conformance with Dallas and the surrounding areas.
'7. If a developer has already received plat approval, they would have vested '~
rights under the previous zoning regulations.
8. The cumulative factor from one district to another is still included~ in the
new ordinance ~xcept for Town Center District.
-~ "~ Following the adjournment ~nd the recommendation of the Planning and Zoning
Commission, the Council re-convened in special session. Following discussion
by the Council, Councilman Thompson moved that the Comprehensive Zoning Ordinance
be approved with the proposed changes as recommended by the Planning and Zoning
Commission which are as follows:
1. That the 60 feet front yard be left as is in the I-1 and I-2 zoning districts.
2. That the density per acre be computed on the net acreage as opposed to gross
acreage.
3. That Sections 16.1 (2) and 17.1 (3) be changed to read three or more single
family attached units per acre as opposed to two or more single family units
per acre.
Motion died for lack of second. Following further discussion, Councilman Duggan
moved that the Comprehensive Zoning Ordinance be approved as recommended by the
Planning and Zoning Commission with the exception that the density per acre will
be computed on gross acreas as opposed to net acres; Mayor Pro Tem Mayo seconded
and motion carried 4-0. This ordinance will be numbered 297.
The City Council then adjourned.
