CM 1984-02-28 Minutes of February 28, 1984
The City Council of the City of Coppell met in regular session on Tuesday,
February 28, 1984, in the Coppell High School Administration Building.
The following members were present:
Orville Mayo, Mayor Pro Tem
Glen White, Councilman
Dale Ware, Councilman
Bunny Thompson, Councilman
Lou Dug§an, Councilman
Mayor Andrew Brown was not present. Also present were City Manager Ron Ragland,
City Secretary Dorothy Timmons and City Attorney Larry Jackson.
The meeting was called to order and everyone asked to stand while Councilman
White gave the invocation. Following the invocation, Councilman White moved
that the reading of the minutes be waived and they be approved as submitted;
Councilman Ware seconded and motion carried 5-0.
ITEM NO. 4: Approval of bills
Councilman Duggan moved that the bills be approved for payment; Councilman
Thompson seconded and motion carried 5-0.
ITEM NO. 5: Consider approval of a proclamation designating the week of
March 4-10, 1984 as Students Against Chemical Killers (S.A.C.K.) Week
Following discussion on this item, Councilman Thompson moved that this
proclamation be approved; Councilman Duggan seconded and motion carried 5-0.
ITEM NO. 6: Consider approval of an order callingthe 1984 Municipal
Officer's Election and order appointing election officials
Councilman White moved that the order calling the election and appointing
Mrs. Evelyn Ottinger as Election Judge and Ms. Marcy Hempel as Alternate
Judge be approved; Councilman Thompson seconded and motion carried 5-0.
ITEM NO. 7: Presentation by Coppell Cablevision, Inc.
Mr. Joseph Driscoll and Mr. Bill Barnhart made the presentation to the Council.
Mr. Barnhart addressed problem areas that the Cable Company is experiencing in
installation of lines in the subdivisions and the current problems that the
Independent School District is experiencing with the Regional Instructional
Television programming. Mr. H. H. Bobell with the Regional Instructional T.V.
Programming was present and offered the services of his company to Coppell
Cablevision to help try to solve their problems concerning the intermittancy
problems at both the High School and Middle School as well as at the Elementary
School (Lee). Concern brought up by the Council included lag time between sign
up and hook up time, burial of the cable, the placement of the boxes in the
subdivisions, the coordination between the temporary and the permanent drop
lines as well as the continuing problems with the Instructional T.V. channels
at the school. Mr. Barnhart assured the Council that he would personally
supervise the handling of the problem at the schools and see that it was
taken care of.
ITEM NO. 8: Consider approval of an amendment to the Industrial Waste Ordinance
City Attorney Larry Jackson stated that the existing Industrial Waste Ordinance
of the City needs to be changed only slightly so as to conform to the federal
requirements in order for the Trinity River Authority to acquire federal
government funds. He stated that our ordinance is essentially more strict
than those requirements. Following discussion on this item, Councilman Ware
moved that this ordinance No. 151-A-1 be approved; Councilman White seconded
and motion carried 5-0.
ITEM NO. 9: City Manager's Report
City Manager Ron Ragland informed the Council of the upcoming City Auction
which is to be held on April 14. He also informed them that the Resolution
declaring the intent of interest for the Community Development Block Grant
funds is no longer valid since this program has been discontinued.
ITEM NO. 10: Executive Session (Closed to the Public)
The meeting was then closed for an Executive Session allowed under Article
6252-17, Section 2 (e) discussion with City Attorney and Article 6252-17,
Section 2 (g) discussion concerning personnel.
Following the Executive Session, the meeting was adjourned.
