CM 1984-07-19 Minutes of July 19, 1984 The City Council of the City of Coppell met in special called session at 7:00 p.m. on the 19th day of July, 1984 at the Coppell High School Administration Building. The following members were present: Andrew Brown, Jr., Mayor Bunny Thompson, Mayor Pro Tem Dale Ware, Councilman Lou Duggan, Councilman John Bailey, Councilman Walter Pettijohn, Councilman Also present were City Manager Ron Ragland, City Secretary Dorothy Timmons and City Engineer Wayne Ginn. The meeting was called to order and everyone asked to stand while Councilman Bailey gave the invocation. ITEM NO. 3: Public hearing to consider annexation to the City of Coppell of approximately 129.1049 acres of land located at the southwest corner of the intersection of Beltline Road and Cowboy Drive on request of Connell Development · :~ Company. Mr. Mark Connell representing Connell Development Company was present to discuss this item with the Council. Mayor Brown declared the public hearing open and asked for those persons who wished to speak for the proposed annexation. There were none. Mayor Brown then asked for those persons who wished to speak against the proposed change. Again, there were none. The public hearing was declared closed and discussion was held among Council members. Following discussion, Mayor Brown stated that the second public hearing would be heard on Tuesday, July 24, 1984 at the regularly scheduled Council meeting. ITEM NO. 4: Consider awarding a contract to install a w~ter line on DeForest Road. City Engineer Wayne Ginn made the presentation to the Council. Basically, this item is being requested because the Council has received requests that there were some residents in this area that were experiencing water difficulties because of the construction immediately to the south. Mr. Ginn stated that a temporary water line could be laid to serve these residents until the permanent line could be installed within approximately 6-12 months and that no additional right-of-way would be required from the citizens living in this area. Approximately 50% of the citizens living along DeForest Road were present and advised the Council that they had no serious water problems at this time and their preference would be to wait for the permanent water line and fire service rather than have a temporary line installed. Following discussion on this item, Councilman Bailey moved that the water line not be installed at this time due to the request of the citizens present that lived in this area; Mayor Pro Tem Thompson seconded and motion carried 5-0. ITEM NO. 5: Executive Session (Closed to the Public) The meeting was then closed for an executive session allowed under Article 6252-17, Section 2 (g) discussion concerning personnel. Following the executive session, the meeting was declared open to the public. Mayor Pro Tem Thompson moved that Mr. Mark Sweeney be hired as Administrative Assistant at an annual salary of $23,519 with a car allowance of $4,200 annually effective July 23, 1984; Councilman Bailey seconded the motion which carried 4-1 with Councilman Ware voting against the motion. City Council Minutes July 19, 1984 Page 2 Mayor Pro Tem Thompson then moved that Dean Youngblood be hired as Building Official with an annual salary of $31,303 and a car allowance of $4,200 annually effective July 23, 1984; Councilman Bailey seconded and motion carried 5-0.
