CM 1985-08-15 Minutesof August 15-18, 1985
The City Council of the City of Coppell met in special called session
and work session on Thursday, August 15, 1985 through Sunday, August 18,
1985 at 6:00 p.m. in the Rayburn Country Club in Sam Rayburn, Texas.
The following members were present:
Lou Duggan, Mayor --~
Bunny Thompson, Mayor Pro Tem
Dale Ware, Councilman
John Bailey, Councilman
Walter PettiJohn, Councilman
Bill Smothermon, Councilman
Also present were City Secretary Dorothy Timmons, City Water
Superintendent Steve Goram, City Attorney Larry Jackson, City Engineer
Wayne Ginn, and various department heads of the City.
The meeting was called to order by Mayor Lou Duggan and immediately went
into Executive Session as Allowed under Article 6252-17, Section 2 (e)
discussion with City Attorney and Article 6252-17, Section 2 (g)
discussion concerning personnel.
Following the executive session, the meeting was recessed for the
evening. The work session for the upcoming 1985-86 fiscal budget hegan
in open session at 7:15 a.m. on Friday, August 16, 1985, was recessed at
4:00 p.m. on that same day, a~d reconvened on Saturday, August 17, 1985
at 7:15 a.m. Following the work session, the meeting was closed to the
public for an executive session as allowed under the two above stated
articles.
Following the executive session, the meeting was declared open to the
public. Mayor Duggan informed the public present that the City had
narrowed the applicants for city administrator to five applicants and ~
that those five individuals would be contacted for a personal interview.
He also informed the public that the Home Rule Charter Committee had
been discussed and appointments to this committee would be made at the
August 27, 1985 Council meeting. Councilman Ware then moved that Steve
Goram be appointed to the position of Public Works Director and that the
duties of the Streets, Parks, Animal Control, Inspections, Vechile
Maintenance, Water Field Services, and Water Utility Billing be directly
responsible to the Public Works Director; Councilman Smothermon seconded
and motion carried 3-2 with Mayor Pro Tem Thompson and Councilman Bailey
voting against the motior. Councilman Ware than moved that the City
contract with Texas Appraisal (Jim Beach) for tax services and that a
proposal for tax services, based on quarterly increments, for the
upcoming fiscal year be presented at the next Council meeting;
Councilman Bailey seconded and motion carried 5-0. The meeting and work
session was then adjourned.
