The City Council of the City of Coppell met in special celled session on
Thursday, September 5, 1985 at 6:00 p.m. in the Coppell High School
Administration Building. The following members were present: Lou Duggan, Mayor
Bunny Thompson, Mayor Pro Tem
Dale Ware, Councilman
John Bailey, Councilman
Walter PettiJohn, Councilman
Bill Smothermon, Councilman
Also present were City Secretary Dorothy Tim~ons, City Attorney Larry
Jackson, and City Engineer Wayne Ginn.
The meeting was called to order by Mayor Duggan.
ITEM NO. i: Consider approval of a contract with Epsey, Huston, &
Associates,Inc. for an Environmental Impact Study on land adjoining the
Denton Creek area and east of Denton Tap Road
Councilman Bailey stated that he had been in contact with Hershel Lindly
of Schrickel, Rollins, & Associates concerning their firm conducting the
above study. Mr. Lindly indicated that their firm does not conduct this
type of study and, after contacting Mr. Tim Hogsett of the Texas Parks
and Wildlife Department, recommended the above mentioned firm to perform
the study for Coppell. Areas proposed to be included in the study are
as follows: (1) Perform preliminary environmental review of proposed
mitigation channel, being a part of the Gateway Reclamation Project
proposed by the Denton County Levee Improvement District No. 1; (2)
Conduct an environmental site reconnaissance of areas adjacent to Denton
Creek in the area of the Parks of Coppell; (3) Contact the U.S. Army
Corps of Engineers to determine their involvement in the permitting of
the Gateway Reclamation Project; (4) Prepare a letter report outlining
the results of EH&A's preliminary findings; and (5) Other services when
authorized by the City of Coppell in writing. Following discussion on
this item, Mayor Pro Tem Thompson moved that the City enter into an
agreement with the Epsey, Huston, & Associates, Inc. for an
environmental impact study on the above mentioned land and that the
Mayor be authorized to sign the contract for performance of the study
which will be presented to the Texas Water Development Board on
Wednesday, September 11, 1985; Councilman Bailey seconded and motion
carried 5-0.
ITEM NO. 2: Consider approval of a contract with Ginn, Inc. fora water
and sewer study on land north of the Denton Creek area and east of
Denton Tap Road
City Engineer Wayne Ginn informed the Council that the above mentioned
project can be conducted for an amount not to exceed $2,000.00. This
study would include the feasibility of the City providing utilities to
the above indicated land. Following discussion, Councilman PettiJohn
moved that the City enter into an agreement with Ginn, Inc. for a water
and sewer feasibility study on the above mentioned land under the terms
of the existing contract with Ginn, Inc. in an amount not to exceed
$2,000.00; Councilman Smothermon seconded and motion carried 5-0.
Following further discussion on the project proposed in the above
mentioned land area (Lomas and Nettleton's Vista Ridge Project),
Councilman Smothermon further moved that the City Attorney draft a
letter to be sent to the City of Lewisville indicating Coppell's intent
to pursue our extraterritorial Jurisdiction rights in this area; Mayor
Pro Tem Thompson seconded and motion carried 5-0.
The meeting was then adjourned.
