BM 2006 10-19 KCB Keep Coppell Beautiful Minutes of Meeting October 19, 2006 The Keep Coppell Beautiful Board met on October 19, 2006, at 7:03 p.m. in the Conference Room at the Coppell Service Center, 816 South Coppell Rd., Coppell, Texas. The following members were present: John Dobson, Chairman; Chris Reed, Cheryl Colmery; Brent Wooten; Tom Hudon, and Student Advisors; Zach Flores, James Halpin and Janice Kim, and Amanda Vanhoozier, City Liaison and Community Programs Supervisor. Item 1:Call Meeting to Order ? John Dobson called meeting to order at 7:03 p.m. Item 2:Consider Approval of September 21, 2006, Minutes ? Brent Wooten made a motion to approve the minutes. Cheryl Colmery seconded the motion. Vote: 4-0, approved. Item 3:Citizen’s Forum ? No citizens present. Item 4:Welcome and Introductions of Board Members ? Members and student advisors introduced themselves. Item 5:Consider Approval of 06-07 Chair and Co-Chair ? Tom Hudon made the motion to approve Brent Wooten as Chairman and Chris Reed as Co-Chairman. John Dobson seconded the motion. Vote: 5-0, approved. ? John Dobson turned chair over to Brent Wooten. Item 6:Consider Approval of 06-07 Meeting Calendar ? Hold November 16 meeting ? Cancel December, June and July meetings ? Hold August meeting third Thursday ? Chris Reed made a motion to approve calendar. Tom Hudon seconded the motion. Vote: 5-0, approved. Item 7:Orientation for KCB Board—Responsibility, Structure, Affiliations, and Programs ? Amanda Vanhoozier briefed the board: ? Responsibility : To uphold the KCB Mission: To involve individuals throughout the community to promote education and activities that encourage waste reduction, litter prevention and beautification. KCB is an extension of the City Council. The Keep Coppell Beautiful chairman gives a report to Council twice a year. Minutes and agendas are posted monthly so Council is abreast of what we are doing. Attendance is important for a quorum and missing three consecutive meetings will result in the relief of duties by City Council. ? Structure : Amanda Vanhoozier, City Liaison, works for the Coppell Parks Department, and Keep Coppell Beautiful is overseen by this department. We have a chair and co-chair, and a secretary who works for the department. Keep Coppell Beautiful does not need a treasurer as funds are handled by city staff. ? Affiliations: KCB is an affiliate of Keep America Beautiful, Keep Texas Beautiful and Texas Commission of Environmental Quality (TCEQ). TCEQ has a program called Clean Texas, and KCB is a partner. We keep documentation of everything we do to report to these affiliations. State code requires boards and commissions under city councils for local governments to hold open meetings. We will be viewing a video at the next meeting regarding this open meeting act. A certificate showing that you viewed the video is required. The Code of Conduct states that board members cannot gain anything of monetary value personally and cannot be a spokesperson to the press for the board. ? Programs : We won the Governor’s Community Achievement Award of $95,000 for improvements in Coppell by TXDOT. We did retail strip mall surveys and made recommendations to reduce litter. Each meeting throughout the year we will focus on each program. Item 8:Consider Approval for 06-07 Community Improvement Funds ? Keep Coppell Beautiful Community Improvement Agreement is an agreement with Coppell Community Garden to maintain the gardens and the farmers market programs. Twenty five thousand dollars from the KCB Fund was allocated for the agreement. ? John Dobson made a motion to approve contract. Cheryl Colmery seconded the motion. Vote 5-0, approved. Item 9:Community Programs Report ? KCB committees NOW FORMING! Two - Clean Coppell Planning Committee and Governors Award Landscape Committee. Need at least one board member on each. ? Coppell Community Garden - The CCG Board had the board training and all Directors, except one was able to be there. They spent the last meeting looking at the issues of the by-laws to update them. The Share the Harvest program has donated over 7000 pounds to date to Metrocrest Social Services and Coppell Senior Center. Recently they produced the Fall Newsletter. Educational programs this month were Iris Society at the Senior Center, Helping Hands Meeting. ? Coppell Farmers Marke t - The CFM Committee will be running the market until November 18, then will open Dec. 9 and 16 for the Holidays at the Coppell Farmers Market. The Fall Festival will be October 28 featuring the Chamber Business Expo and Old Town Days. Need volunteers to help with parking or in the garden booth. ? Master Composters of Coppell - Master Composter Seminar on Oct. 26-28. Register Now. 972-462-5100. Great way to get involved! ? Texas Recycles Day - Nov. 11- Mulch Day, 9am-11am, at Freeport and Ruby Rd. and Computer Recycling Collection, 9am-Noon, Town Center parking lot. ?th Coppell Recycles at the Ballfields in 7 week. Each week the number of bags collected increase so we are progressing. Will be another email to the CBA and the CSA coaches to update them on progress. Looking into purchasing 10 more recycling bottles to put in the remaining dugouts at MacArthur and Andy Brown East. ? Recycling Promotion in Motion project is starting with the purchase of the 5’x10’ enclosed trailer. New Business to be placed on next meeting agenda: ? Board Orientation Part 2: View Video ?
