CM 1985-07-02 Minutes of July 2, 1985
The City Council of the City of Coppell met in special called session at
6:30 p.m. for Executive Session in the Coppell High School Administra-
tion Building and at 7:30 p.m. for Open Session in the Coppell High
School Cafeteria. The following members were present: Lou Duggan, Mayor
Bunny Thompson, Mayor Pro Tem
Dale Ware, Councilman
John Bailey, Councilman
Walter PettiJohn, Councilman
Bill Smothermon, Councilman
Also present were City Secretary Dorothy Timmons, City Water Superinten-
dent Steve Goram, and City Attorney Larry Jackson.
The meeting was called to order and immediately went into Executive
Session as allowed under Article 6252-17, Section 2 (e) discussion with
City Attorney and Article 6252-17, Section 2 (g) discussion concerning
personnel.
Following the executive session, the meeting was opened to the public.
Councilman Smothermon moved that two of the three part-time positions in
the Streets and Parks Department be transferred to full-time positions
and that John Trunzler and Robert Compost be hired to fill those
positions; Councilman PettiJohn seconded and motion carried 5-0. Mayor
Pro Tem Thompson moved that the accumulated comp time for full-time
firemen be authorized for payment; Councilman Bailey seconded and motion
carried 4-1 with Councilman Ware voting against the motion.
ITEM 3: Consider approval of authorization to advertise for bids for
the construction of Moore Road between Sandy Lake Road and Beltline Road
City Engineer Wayne Ginn made the presentation to the Council. He
stated that the street was originally planned for a forty-five foot wide
street, but has been reduced to thirty-seven (37) feet. Bids will
include specifications for an architecturally lighted and designed
birdge, brick pavers and sidewalks closer to the curb. Following the
presentation, Mayor Duggan opened the meeting to the public and asked
for comments and questions. Those persons present who spoke in favor of
the project were Mr. David Alexander who indicated that he wanted the
sidewalks directly adjacent to the curbs. Those persons who spoke
against the project were Mrs. Elsie Edwards who indicated that the
wanted the wider street as was originally intended. Those persons who
spoke who had questions were Mr. Charles Lambert who was concerned with
the fill at his property which is located near the bridge on Moore Road.
Discussion was then held by the Council. Following discussion, Mayor
Pro Tem Thompson moved that the City authorize the advertisements for
bids for the construction of Moore Road between Sandy Lake Road and
Beltline Road; Councilman Bailey seconded and motion carried 4-I with
Councilman Ware voting against the motion.
ITEM 4: Consider authorization to advertise for bids for the
construction of an elevated Water Storage facility to be located at
Southwestern Boulevard and Coppell Road
City Engineer Wayne Ginn again made the presentation to the Council. He
answered questions from the Council concerning the located of the
proposed overhead tank and the capabilities it would provide for service
to the industrial areas of the City. Following discussion, Councilman
PettiJohn moved that the City authorize the advertisement for bids for
the construction of an elevated Water Storage facility; Councilman -"~
Bailey seconded and motion carried 4-0. Councilman Ware was not present
in Council chambers during this vote.
ITEM 5: Public hearing to consider approval of amendments to the
Subdivision Ordinance
City Engineer Wayne Ginn made this presentation to the Council. Mayor
Duggan declared the public hearing open and asked for those persons who
wished to speak for the proposed changes. There were none. He then
asked for those persons who wished to speak against the proposed
changes. Again, there were none. The public hearing was declared
closed. City Attorney Larry Jackson advised the Council that approval
of this item should be tabled until his office has had adequate time
for review. Following discussion by the Council, Councilman Bailey
moved that this item he tabled; Mayor Pro Tem Thompson seconded and
motion carried 5-0.
ITEM 6: Consider approval of Change Order No. 1 on the Municipal
Complex (tabled from June 25, 1985)
Mr. Mike EenJum of O'Brien, O'Brien, Nyfeler and Callaway made the
presentation to the Council. He stated that this Change Order adds
$1,920.00 to the total price of the project. Following discussion,
Councilman Ware moved that Change Order be approved; Mayor Pro Tem
Thompson seconded and motion carried 4-1 with Councilman PettiJohn
voting.against the motion.
ITE~ 7: Presentation and discussion of a Master Thoroughfare Plan and
proposed truck routes through the City
City Engineer Wayne Ginn made the presentation to the Council. Be
stated that this project is being prepared and presented the Council
with preliminary plats of both the proposed thoroughfare plan and a
proposed truck route. The plan will limit truck traffic through the
City to those areas that will be designated "truck routes" unless they
have a destination point within the City. No action was required of the
Council on this item.
ITEM 8: Report from O'Brien, O'Brien, Nyfeler and Callaway, architects,
on the progress of the Municipal Complex (Towne Center)
Mr. Tony Callaway made the presentation to the Council. He informed the
Council of a problem with some of the piers that have been poured.
Tests have shown that some of these piers have "honeycombed" or that the
concrete is "soft". Futher tests are being conducted and a report and
recommendation will be issued to the Council at a later date.
ITEM 9: City Engineer's Report
City Engineer Wayne Ginn informed the Council of the effects that the
Lomas and Nettleton project (Vista Ridge) will have on the City of
Coppell. This project is located immediately north of the existing City
limits. Some of the criteria included in this project are (1) an open
channel on the north side of the creek to take the 100-year storm
through their project; (2) that the creek will be maintained in its
natural state; and (3) the construction of a major bridge on the
northern side of Denton Creek will be constructed to tie into the
extension of MacArthur Boulevard at a future date. Mayor Duggan then
asked if there were questions from any persons in the audience. Those
people speaking were Mrs. Nettle Long, Mrs. Elsie Edwards, Mrs. Violet
Cobb, Mr. Lynn Kadleck, and Mr. Chris Chisolm. During discussion by the
Council, Mayor Pro Tem ~ompson proposed that the City protest the
construction of the levees in order to be able to take a look at the
Vista Ridge plans and see how it will impact the City of Coppell. Other
questions indicated view through the foliage of the open channel and the
City's need to implore the City of Lewisville to require landscaping
along this area and the request to the City Engineer to see that all
correspondence from FEMA and the Corps of Engineers be copied to the
City of Coppell. City Engineer Wayne Ginn stated that he would obtain
answers on these questions and present the information to the Council at
a later Council date.
Mr. Ginn then provided the Council with a Quarterly Status Report of
projects in the City and a request to table a recommendation on the
replacement of the 2" water lines until the next Council meeting.
ITEM 10: Mayor's Report
Mayor Duggan presented the Council with information on the following
items: (i) a letter from DART concerning a change of subscription
service to regular express service; (2) a letter from David A. Dillard,
Architects updating the renovations to Fire Station No. 1; (3) a final
draft of the Management Letter from Arthur Andersen and Company; (4) a
letter from Worth Blake concerning the North Texas Commission; (5) a
letter from George T. Reynolds, III concerning billboard signs; (6) a
letter from Jack Hatchel! concerning the potential closing of the Denton
Tap/Sandy Lake Road intersection during renovation of this intersection;
and (7) information on Board members and their respective terms.
Dicussion was held by the Council concerning the construction of the
Sandy Lake Road intersection. It was the consensus of the Council that
this intersection include the pavers and adhere to the City's
Streetscaps Plan.
