CM 1990-01-31 Minutes of January 31, 1990
The City Council of the City of Coppell met in special called session at
6:00 p.m. on Wednesday, January 31, 1990 in the Council Chambers of Town
Center, 255 Parkway Boulevard, Coppell, Texas. The following members
were present:
Mark Wolfe, Mayor
Dean Wilkerson, Mayor Pro Tam
David M. Thomas, Councilman
Tom Morton, Councilman
Bill Smotharmon, Councilman
Jim Cowman, Councilman (late arrival)
Ron Robertson, Councilman
John A. Nelson, Councilman
Also present with City Manager Alan D. Ratliff, City Secretary Dorothy
Timmons and City Attorney Larry Jackson.
Mayor Wolfe asked everyone to stand while Councilman Nelson gave the
invocation. Following the invocation Mayor Wolfe led those present in
the Pledge of Allegiance.
Item 3: Discussion, consideration and approval of a Ordinance calling
the Bond Election for March 3, 1990 and authorizing the Mayor
to sign.
Deputy City Manager/Finance Director Frank Trando and Bond Counsel Peter
Tart made the presentation to the Council concerning the proposed
ordinance calling for a Bond Election. Council's discussion on this
item centered on guidelines for raises in tax amount and the maximum
number of years for the sale of Bonds. The proposed ordinance states
that the tax incurred for payment of the principal and interest on the
Bonds at the time of issuance will not be anticipated to exceed $0.15
per 100% valuation on the City's tax rolls over the five (5) year period
beginning with the issuance of the Bonds. It furthermore states that in
each of the propositions the Bond issued would be set to mature serially
within a time period not to exceed forty (40) years from their date of
issuance. Concerns expressed by the Council were that this Council, as
well as future Councils, attempt to not raise taxes more than a set
amount for each year as well as decreasing the maturity date of Bonds to
twenty (20) years rather than forty (40) years. Consensus of the
Council on both proposals was to leave the Ordinance as written.
Following discussion on this item Councilman Smothermon moved that
Ordinance 90464 be approved and the Mayor be authorized to sign.
Councilman Robertson seconded the motion; motion carried 6-0 with Mayor
Pro Tam Wilkarson, Councilmen Thomas, Morton, Smothermon, Robertson and
Nelson voting in favor of the motion.
Item 4: Discussion and consideration of the appointment of any alternate Municipal Court Judge.
Mayor Wolfe stated that this item had been dispensed with at the special
meeting held on Monday, January 29, 1990.

Council convened in Executive Session at 6:28 p.m. on Wednesday, January
31, 1990 as allowed under the above stated articles. Mayor Wolfe
adjourned the Executive Session a£ 7:04 p.m. on Wednesday, January 31,
1990 and opened the public session.
Councilman Cowman arrived during the Executive Session.
There being no further to discuss, the meeting was adjourned.
