CM 1990-04-23 Minutes of April 23, 1990 The City Council of the city of Coppell met in special called session on Monday, April 23, 1990 at 7 p.m. in the Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. The following members were present: Mark Wolfe, Mayor Dean Wilkerson, Mayor Pro Tem David Thomas, Councilman Tom Morton, Councilman Bill Smothermon, Councilman Jim Cowman, Councilman (Late arrival) Ron Robertson, Councilman (Late arrival) John A. Nelson, Councilman Also present were city Manager Alan D. Ratliff, City Secretary Dorothy Timmons and City Attorney Lawrence W. Jackson. Item 1 A. Presentation and discussion concerning the Anderson - Kimley Horn Drainage Plan B. Consideration of accepting the results of the Anderson - Kimley Horn Drainage Plan Acting City Engineer Shohre Daneshmand made introductory remarks to the Council on this item and introduced Mr. Ron Morrison of Kimley-Horn and Associates whose firm has prepared Phase One of the Master Drainage Plan. Mr. Morrison presented information to the Council on the process used in developing the Master Drainage Plan and stated that Coppell is in a unique position from other cities in this area as far as a drainage setting. As a result, CoppeI1 will have more drainage conditions and/or problems to address than surrounding cities. This unique setting is that Coppell is bounded on the west by D/FW Regional Airport, on the east by the Elm Fork of the Trinity River, on the north~by Denton Creek and on the South by Grapevine Creek. In addition, the City is transected by Cottonwood Creek with a dozen or more tributaries emptying into one of these major streams. This unique drainage system, together with heavy development pressures, creates a challenging opportunity for floodplain management and drainage planning. Mr. Morrison also outlined procedures to be followed by Staff and Council in addressing drainage conditions in the City. Following the presentation, Staff expressed confidence that the document presented as a result of this study affords a good working document in reviewing drainage for proposed developments within the City. At the request of the City Manager, Mr. Morrison indicated that the transparencies with color markings that had been used in the presentation were available for City records. This information is filed as a permanent part of City records under a file titled "Master Drainage Plan". Following discussion on this item, Councilman Morton moved that the City accept the results of the Anderson-Kimley Horn Drainage Plan. Councilman Nelson seconded the motion; motion carried 7-0 with Mayor Pro Tem Wilkerson, Councilmen Thomas, Morton, Smothermon, Cowman, Robertson and Nelson voting in favor of the motion. Discussion of City Manager's performance evaluation and compensation City Council convened in Executive Session at 7:58 p.m. on Monday, April 23, 1990 as allowed under the above stated articles. Council adjourned the Executive Session on Monday 23, 1990 at 10:00 p.m and opened the public session.
