CM 1990-06-19 Minutes June 19, 1990 The City Council of the City of Coppell met in special called work session on Tuesday, June 19, 1990 at 7:00 p.m. in the Council Chambers of Town Center 255 Parkway Boulevard, Coppell, Texas. The following members were present: Mark Wolfe,Mayor Bill Smothermon, Mayor Pro Tem Peyton Weaver, Councilman David Thomas, Councilman Tom Morton, Councilman Jim Cowman, Councilman Ron Robertson, Councilman John A. Nelson, Councilman Also present were City Manager Alan D. Ratliff, City Secretary Dorothy Timmons, Deputy City Manager/Finance Director Frank Trando and various department directors. Mayor Wolfe called the meeting to order. EXECUTIVE SESSION (Closed to the Public) ES-1 A. Article 6252-17, Section 2 (e) and Senate Concurrent Resolution Number 83, discussion with City Attorney concerning matter involving privileged communications between attorney and client. OPEN SESSION (Open to the Public) Item 3 Workshop on Five Year Capital Improvement Program with emphasis on prioritization of the projects approved at the March 3, 1990 Bond Election. Deputy City Manager/Finance Director Frank Trando made the presentation to the Council. Mr. Trando reviewed the Ad Valorem Tax history for the City and anticipated rates to the year 1994, presented figures on an issuance on a 1.559 million bond issue, the effect the issuance of bonds would have on the tax rate, and a recap of the debt service balance sheet as it would be affected by the issuance of bonds. Discussion was held by Council concerning prioritizing those projects which were approved at the recent bond election and the possibility of increasing the first years issue to approximately two million as opposed to the 1.5 million. Following discussion and consideration by Council, it was the unanimous consensus that the tax rate for the coming year would be considered at approximately 62 cents plus issuing costs of the bonds. It was also the unanimous consensus of the Council that the following projects be included in the first year sale of the bonds. City Manager Alan D. Ratliff also informed the Council that the City may possibly want to consider a bond rating trip to New York to present information to raise the City's bond rating.
