CM 1991-02-04 MINIJTES OF FEBRUARY 4, 1991 The City Counc'fl of the City of Coppell met in special called joint CISD/City Council work session on Monday, February 4, 1991 at 6:30 p.m. for dinner and 7:30 p.m. for a special called joint work session in the Commons of Coppell High School, 185 Cowboy Drive, Coppell, Texas. The following Council members were present: Mark Wolfe, Mayor Bill Smothermon, Mayor Pro Tern Peyton Weaver, Councilman David Thomas, Councilman Tom Morton, Councilman Jim Cowman, Councilman Ron Robertson, Councilman John Nelson, Councilman Also present were City Manager Alan D. Ratliff and City Secretary Dorothy Timmons. Those present from the school board district were Judi Baggett, School Board President and School Board members Deena Reeve, Roy Brock, Mike Clements, Paula Lavelle and Lannie Jackson. CISD Superintendent Buddy Echols and Superintendent secretary Brenda Vannatta were also present. Item 1 Call to order Mayor Wolfe and School Board President Judi Baggett called the respective entities to order. SPECIAL CALLED JOINT WORK SESSION (Open to the Public) Item 2 Invocation School Board Member Lannie Jackson gave the invocation. Item 3 Pledge of Allegiance Mayor Wolfe led those present in the Pledge of Allegiance. Item 4 Discussion regarding drainage problems along: A. Bullock and Howell Street, in the vicinity of Pinkerton Elementary School B. Samuel Boulevard/North side of Lee Elementary School Acting City Engineer Shohre Daneshmand gave the presentation to the City Council and School Board. She discussed drainage problems along Bullock and Howell in the vicinity of Pinkerton Elementary School and at Samuel Boulevard on the north side of Lee Elementary School. It was the consensus of the entities that the City and School Staff would meet to discuss and work on common drainage problems in these areas. Item 5 General report and discussion regarding D/FW International Airport Expansion, and appointment of School Board representative to assist ad hoc committee in evaluating potential noise from runway expansion. 0u,,023 Director of Planning and Community Services Gary Sieb made the presentation. Mr. Sieb presented information to the School Board on the proposed expansion to the runway and possible noise problems which would affect the City of Coppell. Additionally, the City has asked that a School Board member be appointed to serve on an ad hoc committee which has been created to study and evaluate potential noise problems in Coppell. The School Board member appointed was Dena Reeve. Item 6 Presentation by Park Board Chairman Michael Cooper regarding joint efforts '-~ between the City of Coppell and the Coppell Independent School District in parks and recreation activities. Mr. Larry Wheeler, Co-Chairman of the Park Board and Parks and Recreation Manager Rick Wieland made the presentation to the City Council and School Board. Mr. Wheeler addressed various activities in joint efforts between the City and School District. Mr. Wieland advised Council'and School Board of the matching fund grant which the City has applied for through the Texas Parks and Wildlife Department and outlined various dates which would be followed in obtaining these matching grants. Additionally, the Council was asked for a consensus for the award of bid # Q0191-04 relating to sprinkler system/irrigation of the Middle School ball fields. Bids were opened on February 1, 1991 and will be formally presented to the City Council at the regular February 12, 1991 City Council meeting. Five bids were received with the low bid being Artisan Landscape, Incorporated in the amount of $17,975. Staff recommendation at the meeting of February 12 will be that this bid be accepted; however, a consensus is requested of the Council at this point in an effort to not delay the construction process. Consensus of Council was given that the recommendation of Staff would be followed at the regular City Council meeting. Item 7 General discussion and status report on YMCA facility Councilman Robertson and School Board member Mike Clements made the presentation to ~ Council. Also present to discuss this item with Council was Laura Slane. She stated that a community has to be in favor of and want a YMCA in order for one to succeed. Some of the programs which are to be considered for a Coppell YMCA are a teen recreation, pre-teen recreation, fitness and health awareness, youth leadership and substance abuse and prevention. The YMCA Steering Committee is presently looking at a lease to open a store-front operation in Coppell. Funding, staffing, and volunteers are needed to make this project work. Item 8 Overview and presentation of the "Learn Not to Burn" program Fire Chief Wesley Kilcrease and Captain John Foster made the presentation to the Council and School Board. Chief Kilcrease stated that the "I.earn Not to Burn" program was founded by the NFPA (National Fire Protection Association) and can be implemented in school districts either as part of the every day school program or as a stand alone program. It is geared to the various grade levels at which it would be taught. The proposed incremental project would require $8,000 to $10,000 as a start up program in grade kindergarten through grade two. Full implementation of the program would cost approximately $25,000. Funding of this project would be considered at a later date by the School Board. Item 9 Briefing on city-wide Recycling Program Councilman Peyton Weaver made the presentation to the Council. Councilman Weaver reviewed "-' the methods used to bring the City to its present status in the Recycling Program and stated that the Recycling Committee anticipates bringing forth a recommendation to the City Council at the February 26, 1991 meeting for implementation of a city-wide recycling program. Item 10 General discussion on State legislation which may affect the City or schools. School Superintendent Buddy Echols reviewed a recent Supreme Court Ruling concerning school financing and requested Council assistance in contacting Coppell's Legislative representatives to voice our opinions on school financing. Councilman Morton also presented information on the recent legislative session he had attended in Austin earlier in the day. Councilman Morton indicated that the legislature anticipates 5,000 bills to be introduced during this legislative session, with approximately 1,600 which will affect City Governments.
