The City Council of the City of Coppell met in special called session on
Tuesday, May 7, 1991 at 6:45 p.m. in the Coppell High School - Art Room
#1, and in special called work session on Tuesday, May ?, 1991 at 7:00
p.m. in the Commons of Coppell High School, 185 W. Parkway Boulevard,
Coppell, Texas. The following members were present:
Mark Wolfe, Mayor
Bill Smothermon, Mayor Pro Tem
Peyton Weaver, Councilman
David Thomas, Councilman
Tom Morton, Councilman
Jim Cowman, Councilman
Ron Robertson, Councilman
John Nelson, Councilman
Also present were City Manager Alan D. Ratliff, City Secretary Dorothy
Ttmmons and City Attorney Lawrence W. Jackson.
Item 1: Call to order.
Mayor Wolfe called the meeting to order.
Item 2: Canvass of returns of May 4, 1991 City Officer's Election,
approval of an order declaring the results of the election and
authorizing the Mayor to sign.
Lawrence W. Jackson, City Attorney read the Canvass of Returns and
Declaration of Results of Election into the record with the following
candidates receiving the following votes cast:

Bill Smothermon, Councilman/Place 4 487
Ron Robertson, Councilman/Place 6 498
Councilman Morton moved to approve the Canvass of Returns and
Declaration of Results of Election held May 4, 1991. Councilman Thomas
seconded the motion; motion carried 7-0 with Mayor Pro Tem Smothermon
and Councilman Weaver, Thomas, Morton, Cowmam, Robertson and Nelson
voting in favor of the motion.
Item 3: Swearing in Ceremony of Officials elected at the May 4, 1991 City Officer's Election.
City Secretary Dorothy Timmons administered the Oath of Office to Mark
Wolfe, Mayor. Mayor Wolfe then proceeded to administer the Oath of
Office to the following elected Council members:
David Thomas, Councilman/Place 2
Bill Smothermon, Councilman/Place 4
Ron Robertson, Councilman/Place 6
No further action was required on this item.

Item 4: Consider approval of a resolution of the City of Coppell,
Texas, endorsing and supporting the nomination of Councilman
Tom Horton as a Dtte~t~r;0n'~the Executive Board of the North
Central Texas Council of Governments and authorizing the Mayor
to sign.
Mayor Pro Tem Smothermon moved to approve Resolution 050791.1 endorsing
and supporting the nomination of Councilman Tom Horton as a Director on
the Executive Board of the North Central Texas Council of Governments.
Councilman Nelson seconded the motion; motion carried 7-0 with Mayor Pro
Tem Smothermon and Councilmen Weaver, Thomas, Morton, Cowman, Robertson
and Nelson voting in favor of the motion.
Item 5: Review and discussion of City of Coppell development policies
and practices.
Council adjourned to the Commons at Coppell High School to meet with the
Coppell Chamber of Commerce, Chairmen of the various Boards and
Commissions, members of Coppell lSD, and developers and landowners of
light industrial property in the City of Coppell. The topic of
discussion was the City's development policies and practices.
Following this discussion, and there being no further business to come
before the Council, the meeting was adjourned.
