CM 1991-06-10 MINUTES OF JUNE 10, 1991 The City Council of the City of Coppell met in special called work session on Monday, June 10, 1991 at 6:00 p.m. in the Executive Conference Room of the Town Center, 255 Parkway Boulevard, Coppell, Texas. The following members were present: Mark Wolfe, Mayor Bill Smothermon, Mayor Pro Tem Peyton Weaver, Councilman David Thomas, Councilman Tom Morton, Councilman Jim Cowman, Councilman Ron Robertson, Councilman Councilman John Nelson was not present at the meeting. Also present were City Manager Alan D. Ratliff and City Secretary Dorothy Timmons. Other Staff present were Deputy City Manager/Finance Director Frank Trando, Assistant City Manager/Personnel Director Vivyon Bowman, Planning and Community Services Director Gary Sieb, Acting City Engineer Shohre Daneshmand, Director of Public Works Steve Goram and Consulting Engineer Wayne Ginn. Present from the Dallas County Commissioners Court were County Commissioner Jim Jackson and Director of Public Works J.W. Bryan. WORK SESSION (Open to the Public) Item 1 Call to Order Mayor Mark Wolfe called the meeting to order. Item 2 Work Session to discuss with County Commissioner Jim Jackson items on road and other prioritization for possible fall Dallas County Bond Referendum and consider taking any appropriate action. County Commissioner Jim Jackson gave a presentation of a proposed bond election for Dallas County which it is anticipated will be held on September 7, 1991. Items which are proposed, prior to any cuts, include $175,000,000 for transportation needs; $5,000,000 for park and open space projects; $16,500,000 for improvement to existing county buildings; $38,000,000 for construction of a juvenile justice center, health department, and other major facilities and $36,000,000 for world cup, cotton bowl stadium, and other building and ground improvements at Fair Park. He stated that there would be a possible tax increase of 1.6 cents if the bond issues passed. Dallas County Director of Public Works J.W. Bryan reviewed the proposed transportation projects to be included in the bond election and the proposed order of priority for the projects. He stated that it is anticipated that $10,000,000 will be cut from the proposed thoroughfare funds. Dallas County has put the order of priority for Coppell projects as follows: 1) Denton Tap Road (Denton Creek to Dallas County Line) 2) Sandy Lake Road (MacArthur to Coppell East City Limits) 3) Belt Line Road (Denton Tap Road in Coppell - MacArthur Boulevard in Irving). After some discussion, City Council stated that the order of priority they would prefer to see is: 1) Sandy l_ake Road 2) Beltline Road 3) Denton Tap Road.
