CM 1991-09-28 MINUTES OF SEPTEMBER 28, 1991 The City Council of the City of Coppell met in a special called session on Saturday, September 28, 1991 at 9:30 a.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. The following members were present: ~ Mark Wolfe, Mayor Bill Smothermon, Mayor Pro Tem David Thomas, Councilman Jim Cowman, Councilman Rob Robertson, Councilman John Nelson, Councilman Councilmen Peyton Weaver and Tom Morton were absent from the meeting. Also present were Alan D. Ratliff, City Attorneys Lawrence W. Jackson and Bruce Stockard, end Assistant City Secretary Linde Grau. SFECIAL CALLE~. SESSION (Open to the public) Item i Call to order Mayor Wolfe called the meeting to order. Item 2 Consider an order calling an election for Tuesday, November 5, 1991 to consider amendments to the Home Rule Charter of the City of Coppell, and appointing the City's Election Judges. Following discuss by Council, Mayor Pro Tem Smothermon moved to approve Ordinance 91531 calling an election for Tuesday, November 5, 1991 to consider amendments to the Home Rule Charter of the City of Coppell, and appointing the City's Election Judges with the following changes: 1. Change Proposition No. 1 Section 6.16 to reed: .... this article." ADD- .... this article unless ot.herwise require, d by law." 2. Change Proposition No. 5 Section 8.04F to read: .... co~ission or committee does not have regular meetings, an absence.... ADD- .... commission or co-~,ittee meets by a called mestin~ only, 3. Change Proposition No. 7 to read: Proposition No. 8. MINUTES 092891 PAGE 1 OF 2 4. Change Proposition No. 8 to read: Proposition No. ~. 5. ADD a new ProPosition No. 7 to read: Proposition No. 7 Shall the last sentence of Section 8.04F, be amended to read as follows: "Ordinances creating any board, commission or committee shall provide that if any member is absent from three consecutive regular meetings, or by his absence causes a re8ular meeting to be cancelled because of lack of a quorum, his position shall be declared vacant and the vacancy may be filled for the remainder of the unexpired term by the City Council within 30 days after the vacancy occurs." Councilman Robertson seconded the motion. Motion carried $-0 with Mayor Pro Tem Smothermon and Councilmen Thomas, Cowman, Roberteon and Nelson voting in favor of the motion.
