Minutes of May 16, 1978
The City Council of the City of Coppell met in a special cat~ed session on
May 16, 1978.
The meeting was called to order and everyone asked to stand while Councilman
Brock gave the invocation.
The first item to be considered by.the Council was a discussion of the pro-
posed public hearing on the rate structure which will be held on the May 23,
1978 council meeting. Councilman Grant stated that he felt the public need-
ed to be made aware of the proposed hearing. It was noted that the Coppell
Star will provide 100 copies of this week's addition of the newspaper to be
distributed. They will also ru~.~a story of the proposed.hearing on the front
page. Mayor Pro Tem Brown stated that he felt a format needed to be set out
in order for the hearing to go off smoothly. It was decided that the format
would consist of the following items:
1. A presentation by Seth Stevens
2. A statement by City Administrator James Elium
3. Comments from the audience
4. Comments from Council members
A report on the MUD was the next item to be considered by the Council. City
Administrator James Elium stated that a meeting had been held earlier in the
day to discuss the proposed agreement between the MUD and the City. It was
decided that the Council would discuss this matter with the City Attorney at
the next regular council meeting.
The meeting was then. closed to the public for an Executive Session allowed
under Article 6252-17, Section 2 (g), discussion concerning personnel. Council-
man Grant stated that he wished his vote to show that he would abstain from
voting, and he requested to be excused from the rest of the meeting.
Following the Executive Session, the meeting was declared open to the public.
Councilman Brock moved that Thomas Rainey, Larry Wells, and Foy Layton be a~-
pointed to serve on the Planning and Zoning Board for a two year term. Council-
man Phillips seconded and motion carried 4-0-1 with Councilman Grant abstain-
ing. Councilman White then moved that Scott I. Barnett be hired as a laborer
in the Wa:er 9epartmen~ to be paid under Title I funds from the Manpower Pro-
gram anc s,JpDiemented with a SI.5O from the City payroll. Councilman Brock
seconcec and mo~ion carried 4-0-1 with Councilman Grant abstaining. Council-
man Brock moved that Michael V. Kirst be hired as a relief dispatcher in the
Police Department. His salary will be paid entirely by the Manpower Program.
Councilman White seconded and motion carried 4-0-1 with Councilman Grant ab-
staining.
The meeting was then adjourned.
