CM 1980-07-08146 Minutes of July 8, 1980 The City Council of the City of co~pell met in regular ses$1~.~ on July 8, 1980 at 7:30 p.m. in the Coppell High School Cafeteria. The following members were present: Andrew Brown, Jr., Mayor David Phillips, Mayor Pro Tem Orville Mayo, Councilman Glen White, Councilman Dale Ware, Councilman Councilman Roy Brock was not present. Also present were City Administrator James Elium, City Attorney Larry Jackson, and Secretary Debbie Shanks. The meeting was called to order and everyone asked to stand while Mayor Pro Tem Phillips gave the invocation. Following the invocation, Councilman White moved that the reading of the minutes be waived; Councilman ~layo seconded and motion carried 4-0. Councilman Mayo then moved that the minute~ be approved as submitted; Councilman White seconded and motion carried 4-C. The first item to be considered was calling a public hearin~ ~'- ~Jly 22, 1980 on the intended use of Revenue Sh~ring.' The purpose cf ~ 7~blic hearing would be so that citizens of th~ City can express ~:!_i,' ::inions on how they want tc see the Revenue Sharing monies used. The next item on the agenda was a presentation by Mr. George McVay on an interchange at !~25. George McVay, representing Hunt Investment Corp., was present along ~_' %n ?ichards and John DeShazo to make a presentation on how an interch~: e a~ ~75 and Esters Rd. would be an asset to the development of the City of O, o~lI. Ron Richards stated that all of the right-of-way for this intercha~ W~I lm~ provided at .nc cost to the City, including the ad- justment of ~+i~-~ i~ ~ecessary. Following discussion, Councilman Ware mc'~,ed that the~.$~l ~! of the City of Coppell hereby requests that the State Highway~)ep~. j;~'mw}~l~ for the planning and construction of an inter- change at the,~,~I~;~ ~',.~:".~.ay 635--Esters Rd. intersection; Councilman White seconded and m~.~m~ ca-'~-ied 4-0. The next item mc~sidered by the Council was consideration of approval of drainage plans L_ress the St. Louis SW Railroad property. City Administrat- or ,~ames Eliu~ · 'a]ented the final construction plans of the drainage and stated that t!,~ :ould start construction on July 15, 1980. Following dis- cus~;ion, Councilman White moved that we approve the drainage plans across the St. Louis SI~ Railroad Property; Councilman Mayo seconded and motion carried 4-0. Next, was consideration of approving an ordinance regulating fences. Follow- ing discussion by the Council, Councilman Mayo moved that Ordinance No. 220 regulating fences be adopted; Councilman Ware seconded and motion carried 4-0. The City Administrator's report was the next item on the agenda. City Ad- ministrator Elium told the Council that there was a problem last Saturday on garbage pick-up. Texas Waste Management took their holiday July 5, and their public relations firm failed to notify the Coppell Star. As a result, garbage was scattered and dragged out by dogs, and there were many complaints by the citizens. The Council decided that Texas Waste s'-Jld send a clean-up crew out with their truck on their next pick-up and clea, up everything that was left scattered. City Administrator Elium also stated that he will be in Austin Thursday, July 10, to discuss with the director if the Texas Dept. of ¥1ater Resources a low interest loan for the City. The next item to be considered by the Council was ap?[ of the bills. Councilman ~are moved that the bills in the amount of ~- .921.07 be approved; Councilman White seconded and motion carried 4-0.
