CM 1980-08-26 Minutes of August 26, 1980
The City Council of the City of Coppell met in regular session on August
26, 1980 at 7:30 p.m. in the Coppell High School Cafeteria.
The following members were present:
Andrew Brown, Jr., Mayor
David Phillips, Mayor Pro Tem
Roy Brock, Councilman
Orville Mayo, Councilman
Glen White, Councilman
Dale Ware, Councilman
Also present were City Administrator James Elium and City Secretary Dorothy
Timmons.
The meeting was called to order and everyone asked to stand while Mayor Pro
Tem Phillips gave the invocation. Following the invocation, Councilman
Brock moved that the reading of the minutes be waived; Councilman White
seconded and motion carried 5-0. Councilman Brock then moved that the minutes
be approved as submitted; Councilman White seconded and motion carried 5-0.
Mayor Brown stated that the Citizens Appearance by Mrs. Elsie Edwards had
k{') been deleted from this agenda.
The first item to be considered by the Council was a resolution providing
for tax relief exemptions for senior citizens, social security disability
and veterans exemptions. This resolution would provide $15,000 for persons
over 65, a $10,000 exemption for persons disabled under social security,
and up to $2,500 for persons qualifying under the veterans exemption.
Following discussion on this item, Councilman White moved that the resolution
be approved; Councilman Brock seconded and motion carried 5-0. A copy of
this resolution is attached as a permanent part of these minutes.
The next item on the agenda was the City Administrator's Report. City Ad-
ministrator Jim Elium stated that he has contacted the county and made
arrangements for them to pse their labor to pave the maintenance facility.
The approximate cost for the City buying the materials and labor from the
county would be $6,000. M~. Elium also stated that the Homelite Company
presently has skid-mounted generators on sale that the City can purchase with
their discount for $1,000. The original price of these generators is $1,895.
There is money in the Water Dept., Account 512, to purchase this generator.
It was the consensus of the Council that the generator be bought.
Approval of the bills was the next item on the agenda. Councilman Brock
moved that the bills in the amount of $12,906.41 be approved for payment;
Councilman Ware seconded and motion carried 5-0.
The Council then held a work session on the proposed 1980-81 budget. During
the work session, the meeting was closed for an Executive Session allowed under
Article 6252-17, Section 2 (g), discussion concerning personnel to discuss
the proposed salaries in the budget~×
Following the executive session, the meeting was adjourned.
