CM 1981-02-27 171 Minutes of Januams 27, 1981 The City Council of the City of Coppell met in regular session on January 27, 1981 at 7:30 p.m. in the Coppell High School Cafeteria. The following members were present: Andrew Brown, Jr., Mayor David Phillips, Mayor Pro Tem Roy Brock, Councilman Orville Mayo, Councilman Glen White, Councilman Dale Ware, Councilman Also present were City Administrator Jim Elium, City Secretary Dorothy Timmons, and City Attorney Larry Jackson. The meeting was called to order and everyone asked to stand while Mayor Pro Tem Phillips gave the invocation. Following the invocation, Council- man Mayo moved that the reading of the minutes be waived; Councilman White seconded and motion carried 5-0. Councilman Mayo then moved that the minutes be approved as submitted; Councilman Ware seconded and motion carried 4-0-1 with Councilman Brock abstaining. The first item to be considered was appointments to the Planning and Zoning Commission. Following discussion by the Council, Mayor Pro Tem Phillips moved that Foy Layton be reappointed and that Jim Kershaw and Frank Pope be appointed as new members to this Commission; Councilman Ware seconded the motion which carried 5-0. Next, the Council considered appointments to the Park Board. Following discussion, Councilman Ware moved that Johnny Weger and Wheelice Wilson, Sr. be reappointed and Jerry Don Ballard and Jay Mitchell be appointed as new members to this Board; Councilman White seconded the motion which carried 5-0. Approval of an ordinance on the zoning change for Mr. Aubrey Brothers which was held at the previous council meeting was then discussed by the Council. Councilman Ware moved that the ordinance No. 204-A-8 be approved with the correction to show that the houses would be 75% masonry; Councilman Mayo seconded and motion carried 4-0-1 with Councilman Brock abstaining. A request by Mr. Chris Wise of Waste Management for a rate increase in solid waste collection rates was then discussed by the Council. Mr. Wise is requesting a 16.1% increase based on the most recent statistics from the Dept. of Labor. The commercial rates would go up approximately 25%. Following a lengthy discussion by the Council, Councilman Ware moved that the rate request be granted; Councilman White seconded and motion carried 5-0. Approval of an ordinance directing the giving of notice of intention to issue $300,000 worth of City of Coppell, Texas, Combination Tax and Revenue Certificates of Obligation, Series 1981 was then considered by the Council. The bid date for these CO's would be February 24, 1981. Following discussion, Councilman White moved that the bids be advertised; Councilman Brock seconded and motion carried 5-0. This ordinance would be numbered 230. Approval of an ordinance directing the giving of notice of intention to issue $1,200,000 City of Coppell, Texas, Water and Sewer Revenue Bonds, Series 1981 was discussed by the Council. This Bond issue would be for Water and Sewer improvements and ground storage facilities. Following discussion, Councilman Ware moved that this ordinance No. 231 be approved; Councilman Mayo seconded and motion carried 5-0. Item No. 10 Consideration of hiring a Park Consultant will be discussed in the Executive Session. The City Administrator's Report was the next item on the agenda. City Ad- ministrator Jim Elium stated that the building at the maintenance center which was donated by Mr. Bob Minyard had been completely sided with aluminum siding. He also stated that the Fire Insurance Board of Austin had contacted the developers on the Shell Oil Company property and that the problem with the Fire Coverage on that property had been corrected. 172 Approval of the bills was then discu~s~z.b~the Council Councilman Brock moved tha the bills in the amou~6~$22,176.94 be approved; Councilman Ware seconded and motion carried 5-0. The meeting was then closed for an Executive Session allowed under Article 6252-17, Section 2 (e) discussion with the City Attorney and Article 6252-17, Section 2 (g) discussion concerning personnel. Following the Executive Session, the meeting was declared open to the public. Councilman Brock moved that Robert William Howell be hired as a patrolman effective February 1, 1981 in the Police Dept; Councilma~ White seconded and motion carried 5-0. Councilman White then moved that the firm of Schrickel, Rollins and Associates be hired as a Park Consultant for the City of Coppell; Councilman Brock seconded and motion carried 5-0.
