Minutes of February 24, 1981
The City Council of the City of Coppell met in regular session on February
24, 1981, at 7:30 p.m. in the Coppell High School Cafeteria.
The following members were present:
Andrew Brown, Jr., Mayor
David Phillips, Mayor Pro Tem
Roy Brock, Councilman
Orville Mayo, Councilman
Glen White, Councilman
Dale Ware, Councilman
Also present were City Administrator Jim Elium, City Secretary Dorothy
Timmons, City Financial Advisor Boyd London, and City Bond Attorney Bob
Dransfield.
The meeting was called to order and everyone asked to stand while Mayor
Pro Tem Phillips gave the invocation.
The first item .to be considered was an ordinance authorizing the issuance
of $300,000 worth of Certificates of Obligation. Mr. Boyd London of First
Southwest Company stated that no bids had been received on this project;
however, he felt that his firm could probably place these bonds within the
next month within the private sector. Following discussion on this item,
Councilman Ware moved that First Southwest try to place the bonds; Council-
man Brock seconded and motion carried 5-0.
The next item considered by the Council was an ordinance authorizing the
issuance of 1.2 million Water and Sewer System Revenue Bonds. Mr. London
stated that no bids had been received on these bonds also, and it was his
recommendation that the City 9o to the Water Development Board in Austin
again and request assistance from them. Following discussion on this item,
it was decided that a resolution would be passed at the next Council meeting
requesting assistance from the Water Development Board on these bonds.
The next item considered was the amended agenda item to consider awarding
the bids on the Esters Road project. Since the bonds were not sold, this
bid will not be awarded at this time. Councilman White moved that this
item be tabled until the Certificates of Obligation are sold; Councilman
Brock seconded and motion carried 5-0.
The meeting was then adjourned.
