The City Council of the City of Ccppell met in special cai]ed sessio~on
Thursday, Mmrch 26, 1981, at 6:30 p.m. in the Coppell High School Cafeteria.

Mayor Andrew ~e~m, Jr. was not p~esent. Also present were City Administrarcv
Jim Elium and City Secretary Dorothy Timm~ons.
The meeting was called to order and everyone asked to stand while Council-
~an Brock gave the invocation.
Following the invocation, tb~ f~rst item to he considered by the Council w~s
an ordinance authorizing the issuance of $300,000 ~0rth of "City of Ceppell,
C:r~ination Ia× and Revenue Certificates of Obligation." These bonds will
be for the City's portion of improvements on Esters Road. Mr. Boyd London
of First Southwest and Mr. Bob Dransfleld of Hutchison, Price, Boyle & Brooks
were present to discuss this item with the Council. Mr. London stated that
the bonds have been sold at a net effective interest rate of 9.71, that the
annual pa>-ments will be approximately $39,000 a year with the first coupon
being due March 1, 1982. The final pa>~ent will be due in 1997. Following
discussion on this item, Councilman White moved that the ordinance No. 234
be a~¥rcved; Councilman Brock seconded and motion carried 4-0. Work is
art~cipated to begin on Monday, March 30, 1981 on this project, and it is
anticipated tc, take 280 calendar days until finished.
The r~ext item tc be considered by the Council was approval of Invoice No.
207 to Hogan & }~asor, Inc. in tLe amount of $31,~98.40 for engineering
design services on the Esters Road Project. Du~ing discuasion on this i~m,
Councilman Ware had to leave. Following discussion, Councilman ~ite moved
t~at thi~ ir:voice he approved for pab~nt; Councilman Brock seconde~ and
motion carried 4-0.
