Minutes' of AUgust 18, 1981
The City Council of the City of Coppell met in special called session on
August 18, 1981.
The following members were present:
David Phillips, Mayor Pro Tem
Walter Pettijohn, Councilman
Glen White, Councilman
Orville Mayo, Councilman
Mayor Andrew Brown and Councilman Dale Ware were not present. Also present
were City Administrator Jim Elium and City Secretary Dorothy Timmons.
Mayor Pro Tem Phillips called the meeting to order.
ITEM NO. 4
Consider approval of contract with St. Louis Southwestern Railroad Co. for
installation of signals on Esters Road. This item concerns the installation
of signals at the crossing of Esters Road and the railroad which the Railroad
Co. has previously requested that the City pay for. However, after further
discussions with the Railroad, they have stated that if the City could not
get any funding participation from the surrounding property owners, the Rail-
road will fund the costs of these signals. Following discussion, Councilman
Pettijohn moved that the City enter into a contract with the Railroad with
the understanding that it will not be forwarded to the Railroad until the
City has the $112,505 for the actual cost either from the property owners or
from the Railroad (Spidco), which is a subsidiary of St. Louis and Southwestern
Railroad and with the understanding that the City will not pay any portion of
this amount; Councilman White seconded the motion which carried 4-0. Council-
man Pettijohn then moved that the City Administrator be authorized to sign
the agreement in the absence of the Mayor; Councilman Mayo seconded and motion
carried 4-0.
ITEM NO. 2
Discussion concerning the agreement between the cities of Coppell and Grapevine
for utility services
Mr. Don Peevles, Mr. Sam Wyse, Mr. Tom Stewart, representing Connell Development
Corp., were present to discuss this item. Also present was Mr. Jim Baddeker of
Grapevine (City of). The original agreement includes serving:approximately 85
acres in Grapevine with sewer from the City of Coppell and Grapevine serving
approximately 73 acres in Coppell with water. Following further discussion on
this item, it was the consensus of the Council that Mr, Baddeker would discuss
with the City'of Grapevine the possibility of amending the resolution (Section 2)
to state that each City would be served acre per acre for the next 5 years. This
in effect would mean that if Coppell serves 500 acres in Grapevine with sewer
services, Grapevine, in turn, would serv6 500 acres in Coppell with water serv-
ices. The resolution would also be amended to state that the City would take
over the water services in a time period not to exceed 7 years.

Work session on the proposed 1981-82 Municipal and Revenue Sharing Budget
A work session was then held on the proposed upcoming budget.
The meeting was then adjourned.
