CM 1982-03-23 237 Minutes of March 23, 1982 The City Council of the City of Coppell met in regular session on March 23, 1982, at 7:30 p.m. in the Coppell High School Cafeteria.. The following members were present: Andrew Brown, Jr., Mayor David Phillips, Mayor Pro Tem Walter Pettijohn, Councilman Orville Mayo, Councilman Glen White, Councilman Dale Ware, Councilman Also present were City Administrator Jim Elium, City Secretary Dorothy Timmons, and City Attorney Larry Jackson. The meeting was called to order and everyone asked to stand wh~le Mayor Pro Tem Phillips gave the invocation. Following the invocation, Councilman White moved that the reading of the minutes be waived; Councilman Ware seconded and motion carried 5-0. A correction was noted on Item No. 12 that the vote for the approval of Ordinance No. 257 was 4-1 with Councilman Pettijohn voting against. Councilman White moved that the minutes be approved as corrected; LO Councilman Ware seconded and motion carried 5-0. ITEM NO. 4: Consider approval of an ordinance prohibiting trash being left on streets and curbs. Following discussion by the Council, Councilman Ware moved that Ordinance No. 259 he approved; Councilman White seconded and motion carried 5-0. ITEM NO. 5: Consider changing the date of the first regularly scheduled Council meeting in April from April 13, 1982 to April 15, 1982 Following discussi6n, Councilman Mayo moved that the meeting date for the first regular scheduled Council meeting in April be changed from April 13 to April 15, 1982; Councilman White seconded and motion carried 5-0. ITEM NO. 6: Consider calling a joint meeting on April 15, 1982 with the Planning and Zoning Commission. Following discussion by the Council, Councilman Ware moved that a joint meeting with the Planning and Zoning Commission be held on April 15 for discussion on updating the comprehensive master plan for the City~ Councilman White seconded and motion carried 5-0. ITEM NO. 7: City Administrator's Report City Administrator Jim Elium stated that the County has been notified as well as Jim Jackson and will be doing the restriping at the intersection of Coppell Road and Denton Tap as soon as possible. The report on the water lines will be reviewed by the Council and discussed at the next meeting. Also to be discussed at the next meeting will be the report and discussions concerning the recommendations from Arthur Andersen & Co. Mr. Elium also stated that he had checked the possibility of providing sewer to Mrs. Nettie Long's property on DeForest Road and that it would not be possible to provide this service without a lift station. The next item that Mr. Elium reported on was that he had checked into the classification for Moore Road and had found that it is a.Class B road. The last item reported on concerned the selling of fire- works within the City. Mr. Elium stated Commissioner Jackson had been informed and Mr. Jackson indicated that he was very unhappy with the situation. ITEM NO. 8: Approval of bills Councilman White moved that the bills be approved for payment; Councilman Ware seconded and m~t~on carried 5-0. The meeting was then closed for an Executive Session allowed under Article 6252-17, Section 2 (6), discussion with City Attorney, and Article 6252-17, Section 2 (g), discussion concerning personnel.
