Minutes of Ju~e, 8, 1982
The City Council of the City of Coppell met in regular session on June 8,
1982, at 7:00 p.m. in the Coppell High School Administration Building.
The following members were present:
Andrew Brown, Jr., Mayor
Orville Mayo, Mayor Pro Tem
Walter Pettijohn, Councilman
Bunny Thompson, Councilman
Glen White, Councilman (Late Arrival)
Dale Ware, Councilman
Also present were City Administrator Jim Elium, City Secretary Dorothy
Timmons, and City Attorney Larry Jackson.
The meeting was called to order and everyone asked to stand while Councilman
Pettijohn gave the invocation. Following the invocation, Mayor Pro Tem Mayo
moved that the reading of the minutes be waived; Councilman Pettijohn seconded
and motion carried 4-0. Councilman Pettijohn then moved that the minutes
be approved as submitted; Councilman Thompson seconded and motion carried 4-0.
ITEM NO. 4: Citizen's appearance by Ms. Pat Krueger to discuss the need for
tighter deed restrictions & enforcement in the Northlake Woodlands area
Ms. Krueger who lives at 533 Arbor Brook petitioned of the Council to enforce
deed restrictions in her neighborhood. Ms. Krueger was informed by the City
Attorney that the City has no jurisdiction in enforcing deed restrictions, that
it is the property owner's responsibility to see that these deed restrictions
are carried out. Following further discussion, the Mayor instructed the City
staff to send a memo to the Police Dept. to check on any illegal parking in
that area, a memo to the Building Inspector to check on the placement of the
metal buildings in that area, and to contact Steve Parsons who is in charge of
the development of that property and request and see what he can do as far as
enforcing the deed restrictions.
ITEM NO. 5: Public hearing to consider amendment to the zoning ordinance.
Mayor Brown declared the public hearing open and asked for those persons who
wished to speak for the proposed change. Mr. Glen Hinckley spoke in favor.
Mayor Brown then asked for those persons who wished to speak against the
proposed change. There were none. The public hearing was then declared closed.
Following considerable discussion and negotiation on this amendment, Councilman
Thompson moved that the amendment be approved with those changes that were
interlined in the preliminary presentation; Councilman Ware seconded and motion
carried 5-0. This amendment will De numbered 204-A-15. Councilman White
arrived during this discussion.
ITEM NO. 6: Consider approval of Change Order No. 4 from Stolaruk Corp.
requesting an extension of time for completion of Sections II & III Water
Improvements Project.
Following discussion 3n th~s item, Councilman Pettijohn moved that the Change
Order No. 4 be approved; Councilman Ware seconded and motion carried 4-1 with
Mayor Pro Tem Mayo against.
ITEM NO. 7: Consider corrections to the 1981 tax roll
These corrections and deletions are for those persons who received statements
in error or have moved out of the City and cannot be located. The total amount
to be deleted is $1,262.95. Councilman Thompson moved that these personal
property taxes be deleted from the 1981 tax roll; Councilman Ware seconded and
motion carried 5-0. A copy of those to be deleted is attached as a permanent
part of these minutes.
The meeting'was then recessed for a presentation made by the Univest Development
Company on a proposed development within the City.
Follow4ng the presentation, the meeting was declared back in session.

ITEM NO. 3: Con~ider purchase o~ radios for the ~ire Dept.
City Administrator Jim Elium stated that the City has received approval for
a separate frequency for use by the Fire Dept. This frequency is 155.430
Mhz. Mr. Elium also stated that the City of Cedar Hill has agreed to purchase
the old radio equipment presently in use in the Fire Dept. for a total price
of $2,600. Total costs for the purchase of new equipment for the Fire Dept.
is approximately $10,539.50 plus app. $1,200.00 to change the pagers.
Following discussion on this item, Mayor Pro Tem Mayo moved that it be tabled
for further consideration; Councilman White seconded and motion carried 5-0.
ITEM NO. 9: City Administrator's Report
City Administrator Jim Elium stated that he had been info,ed that Mr. Jack
Richardson will not be selling fireworks at his firecracker stand at the
northern edge of the City limits this year. Mr. Elium also stated that he
has collected approximately $9,000 towards a $12,000 goal for the Industrial
Fund for the Chamber of Commerce.
ITEM NO. 10: Approval of bills
Councilman White moved that all bills be approved for pa~ent; Councilman
Ware seconded and motion carried 5-0.
The meeting was then closed for an Executive Session allowed under Article
6252-17, Section 2 (e) discussion with Ci~ Attorney, and Section 2 (g),
discussion concering personnel. Following the Executive Session, the meeting
was adjourned.
