The City Council of the City of Coppell met in regular session on
Tuesday, March 26, 1985 in the Coppell High School Administration
Building. The following members were present:
Andrew Brown, Jr., Mayor ~-~
Bunny Thompson, Mayor Pro Tem
Dale Ware, Councilman
Lou Duggan, Councilman
John Bailey, Councilman
Walter Pettijohn, Councilman
Also present were City Manager Ron Ragland, City Secretary Dorothy
Timmons, City Attorney Larry Jackson, and Administrative Assistant Mark
Sweeney.
The meeting was called to order and everyone asked to stand while
Councilman Bailey gave the invocation.
PUBLIC HEARINGS
1. Zoning Application ~84-05-18 to consider a zoning change request of
George Chadick (tabled from February 26, 1985)
City Manager Ron Ragland informed the Council that the City has received
a written request from this applicant to table this item until the May
14, 1985 City Council meeting. Mayor Brown stated that the public
hearing, which was left open from the February 26, 1985 City Council
meeting, would continue open and asked if there were persons present in
the audience that would like to speak for the proposed change. There
were none. Mayor Brown then asked if there were persons present who
wished to speak against the proposed change. Again, there were none.
Following discussion by the Council, Councilman Bailey moved that the
public hearing continue open and that this item be tabled to the May 14,
1985 City Council meeting; Councilman PettiJohn seconded and motion
carried 5-0.
2. Zoning Application ~85-10-01 to consider a zoning change request of
Duane McClurg (Windance) (Tabled from March 12, 1985)
Mr. Duane McClurg was present and addressed the Council on this item.
Following the presentation, Mayor Brown stated that this public hearing,
which was left open from the March 12, 1985 Council meeting, would
continue and requested those persons from the audience who wished to
speak for the proposed change to be recognized. There were none~ Mayor
Brown then asked for those persons who wished to speak against the
proposed change. Those persons speaking were Mr. Michael Lee. The
public hearing was then declared closed. If approved, this development
would reduce the density of units per acres from twenty-two (22) to just
under sixteen (15.9) units per acre. Following discussion, Mayor Pro
Tem Thompson moved Chat this zoning change be approved; Councilman
Peccijohn seconded and motion carried 5-0.
BIDS
3'. Approval of Bid to purchase a police motorcycle
City Manager Ron Ragland made the presentation to the Council. He
stated that it is the recommendation of Police Chief Tom Griffin that
the bid be awarded co Kawasaki City in the amount of $5,375.00.
Following discussion, Mayor Pro Tem Thompson moved thac the
recommendation of the police chief be accepted; Councilman Duggan
seconded and motion carried 5-0.

7. Ordinances and Resolutions:
A. Consider approval of a resolution supporting HB2092,
recognizing the Texas Municipal Clerks Certification Program
B. Triland - Lakes of Coppell (Lakeside Village Zoning Ordinance
approval)
Councilman Ware moved that the Consent Agenda be approved with Item No.
7-A showing Resolution No. 032685 and Item No. 7-B showing Ordinance No.
297-A-22; Councilman Bailey seconded and motion carried 5-0.
STAFF REQUESTS AND CITY MANAGER'S REPORT
8. City Manager's Report
City Manager Ron Ragland informed the Council of problems that have been
encountered with the converseiou of the utility billing from the old
computer system Co the new one. It is anticipated that these bugs will
be worked out shortly.
EXECUTIVE SESSION (CLOSED TO TME PUBLIC)
9. Article 6252-17, Section 2 (e) discussion with City Attorney
10. Article 6252-17, Section 2 (g) discussion concerning personnel
The meeting was then closed to the public for an executive session
allowed under the above stated statutes. Following the executive
session, the meeting was declared open to the public.
Councilman PettiJohn moved that Ms. Phyllis McClanahan be hired as meter
reader in the Water Department; MayOr Pro Tem Thompson seconded and
motion carried 5-0.
