CM 1992-09-17 MINUTES OF SEPTEMBER 17, 1992
The City Council of the City of Coppell met in a Special Called Joint City Council/CISD Work
Session on Thursday, September 17, 1992 at 7:00 p.m. at Wilson Elementary School, 200 S.
Coppell Road, Coppell, Texas. The following members were present:
Mark Wolfe, Mayor
Bill Smothermon, Mayor Pro Tem
Peyton Weaver, Councilman
David Thomas, Councilman
Tom Morton, Councilman
Lanny Mayo, Councilman
Ron Robertson, Councilman
Jim Garrison, Councilman
Also present were City Manager Alan D. Ratliff and City Secretary Dorothy Timmons.
The following members present of CISD were:
Deena Reeve, School Board President
Randy Thompson, School Board Member
Barb Schmidt, School Board Member
Dianne Miller, School Board Member
Paula LaValle, School Board Member
Robert Key, School Board Member
Also present were Superintendent Buddy Echols and Secretary Brenda Vanetta.
SPECIAL CALLED JOINT WORK SESSION (Open to the Public)
1. Call to Order
Mayor Wolfe called the meeting to order.
2. Invocation
Councilman Mayo led those present in the Invocation.
3. Discussion of plans for Parks of Coppell, Tract III, located at the southwest corner of
Parkway Boulevard and Denton Tap Road.
Bill Anderson, developer of the Parks of Coppell, Tract III, addressed the members present.
He stated that the Homeowners Association would maintain both sides of the wall that separates
the school property from this subdivision. He also stated that he would make the commitment
to the Council that if the wall was not maintained to the school's satisfaction, then the School
Board could contact the Homeowners Association for assistance.
4. Discussion of joint usage of CISD and City facilities and property.
Parking problems at the new library site and possible parking at the adjoining school site was
discussed. Councilman Weaver suggested having some form of a resolution so that future School
Boards and City Councils will have something to look at. It was decided that Councilman
Weaver and the liaisons would work together on a resolution.

5. Discussion of YMCA swimming pool.
The school members suggested the possibility of putting the swimming pool on the high school
site. Councilman Robertson stated that is would be more feasible for the City/CISD to work
together as a joint project rather than the YMCA because of the time frames involved. It was
also stated that the YMCA could possibly become involved at a later time.
6. Discussion of signalization and traffic impact due to school site selection; i.e., Heartz
and Parkway, MacArthur and Village Parkway, Coppell Road
Deena Reeve, School Board President, introduced this item. She stated that the question from
the School Board was why there has been a change in City policy concerning payment for traffic
signalization at the school sites. Previously the City has not assessed these charges, and, for the
first time, the School Board has been asked to participate. Discussion followed between the City
Council and the School Board concerning the platting and planning process. The consensus of
Council was that the City should pay for all signalization and that the school should pay for the
traffic study to determine if signalization was needed.
7. Discussion of charges for impact fees.
Following discussion regarding a survey of surrounding cities on fees charged to the school
districts, it was the consensus of the Council to charge impact fees via Water and Sewage to the
schools. The City will provide a copy of the impact fee ordinance for the school. The school
indicated consultation with their attorney would be needed to determine if they had a legal
obligation to pay. After further discussion, the school representatives stated they opposed to an
impact fee charge.
There being no further business to come before the City Council, the meeting was adjourned.
