CM 1993-03-02 MINUTES OF MARCH 2, 1993
The City Council of the City of Coppell met in Special Called Session on Tuesday,
March 2, 1993 at 6:30 p.m. in the City Council Chambers of Town Center, 255 Parkway
Boulevard, Coppell, Texas. The following members were present:
Mark Wolfe, Mayor
Bill Smothermon, Mayor Pro Tem --
Peyton Weaver, Councilman
David Thomas, Councilman
Tom Morton, Councilman
Lanny Mayo, Councilman
Ron Robertson, Councilman
Jim Garrison, Councilman
Also present were City Manager Alan D. Ratliff, City Secretary Dorothy Timmons and City
Attorney Peter G. Smith.
EXECUTIVE SESSION (Closed to the Public)
A. Article 6252-17, Section 2 (e), consultation with City Attorney concerning special
counsel and the Police Department.
B. Article 6252-17, Section 2 (e), discussion with City Attorney concerning D/FW
Airport.
Mayor Wolfe convened into Executive Session at 6:30 p.m. as allowed under the above-
stated article. Mayor Wolfe adjourned the Executive Session at 7:20 and opened the
Regular Session.
REGULAR SESSION (Open to the Public)
1. Consider appointment of special counsel to the Police Department as recommended
by the City Manager.
Councilman Weaver moved to engage Mr. Ernie Figari to serve as special counsel to the
Police Department as recommended by the City Manager. Councilman Morton seconded
the motion; the motion carried 7-0 with Mayor Pro Tem Smothermon and Councilmen
Weaver, Thomas, Morton, Mayo, Robertson and Garrison voting in favor of the motion.
2. Discussion and brief'mg re: D/FW Airport.
Mayor Wolfe stated that the Public Hearing scheduled for Thursday, March 4, 1993 would
be one hour and fifteen minutes of explanation and discussion from elected officials and
following that would be one hour and fifteen minutes of comments from citizens. The
hearing would begin at 7:30 p.m. and would close promptly at 10:00 p.m. Everyone has
been requested to stay following the meeting for one-on-one questions from the citizens.
Mr. Cooper and Mr. Fegan from the airport will be in attendance at the hearing.
Representatives Ken Marchant and Will Hartnett, or a member of his staff, will also be in
attendance. No action was required on this item.

3. Consider approval of f'mal wording of contract with Billy Clayton of Capital
Consultants and authorizing the City Manager to sign.
Councilman Morton moved to approve the contract with Billy Clayton of Capital
Consultants and authorize the City Manager to sign. Mayor Pro Tern Smothermon
seconded the motion; the motion carried 7-0 with Mayor Pro Tem Smothermon and
Councilmen Weaver, Thomas, Morton, Mayo, Robertson and Garrison voting in favor of
the motion.
There being no further business to come before the City Council, the meeting was
adjourned.
