The City Council of the City of Coppell met in Special Called Session/Public Forum Re:
D/FW Expansion on Thursday, March 4, 1993 at 7:30 p.m. at the Coppell Middle School
Auditorium, 1301 Wrangler Circle, Coppell, Texas. The following members were present:

Also present were City Manager Alan D. Ratlfff; City Secretary Dorothy Timmons; City
Attorney Peter G. Smith; Representative Ken Marchant; Brinn Sessom from Representative
Will Hartnett's office; D/FW Airport Director of Planning Jeff Fegan; Outgoing Chairman
of D/FW Airport Board William Cooper; Incoming Chairman of D/FW Airport Board Bert
Williams and Karen Robinson, Senior Noise Planner.

4. City Council Airport Expansion Committee address to the Council and audience
concerning the Dallas/Ft. Worth International Airport potential expansion.
Mayor Wolfe introduced the City Council, Airport Officials and State Representatives.
Letters previously received by the City of Coppell, representing both pro and con, were
read into the record. The Mayor presented an overview on the expansion issue.
Councilman Morton addressed the history of the airport as it relates to the City of Coppell,
the proposed expansion and recent legislative action.
Councilman Weaver discussed the Noise Forum Committee and the Coppell Hot Line.
Mayor Wolfe introduced Representative Ken Marchant who commented regarding the
Austin perspective on the D/FW Airport expansion.
Mayor Wolfe introduced Jeff Fegan, Director of Planning of D/FW Airport. Mr. Fegan
spoke to the forum regarding the airport perspective. He stated the airport guaranteed a
permanent installation of a noise monitoring system within the City of Coppell. Mr. Fegan
also stated that the airport would be willing to discuss with the City of Coppell and
introduce an interlocal agreement restricting the type of development the airport would
build within the City Limits of the City of Coppell.
Mayor Wolfe provided a recap on the presentations and set out the guidelines for speakers.
5. Citizen input regarding Dallas/Ft. Worth International Airport potential expansion.

Erwin Marks, 621 Pheasant Lane, questioned the stance of the legislature on the airport
issue and also why there is no Noise Abatement Plan such as in Washington, D.C. Robert
Key, 204 Steamboat, asked who or which authority would enforce the glidepath or flyways
violations and also why the public has not been made aware of the fuel contaminations in
the EIS and could there be a supplemental study in the EIS regarding that problem. Mark
Stanger, 122 Allecrest, asked whether flight patterns had changed over the last few months
and whether this was the fh'st legislation which would affect municipalities' zoning laws.
Mr. Stanger also questioned why the present discussion was needed if American Airlines
was cutting back activity at D/FW. Dick Belke, 445 Dillard, asked if the City Council
could support the position of asking the airport to have the outbound aircraft on the north
flow cross the outer marker regardless of altitude. Mr. Belke stated that the prop aircraft
were turning immediately after takeoff. Carey Westbrook, 125 Meadowcreek, inquired
whether the D/FW Airport had any plans to require that noise abatement equipment be
used by the engine test facility. Lou Duggan, 517 Rocky Branch, discussed a more
restrictive standard of departure and asked if there had been progress in this regard.
Johnny Thompson, 1780 East Beltline, stated that there was no restriction for flaps and
landing gear. David Hoover, 629 Autumnwood Lane, stated there is no way they are flying
at 4,000 feet before the planes turn and inquired as to who is going to monitor the
restrictions. Glenn Gillen, 722 Beal Lane, expressed concerns regarding flyovers over his
subdivision and asked if the land is useless to the airport maybe it could be donated to the
City of Coppell. Walter Pettijohn, 525 Oak Grove, stated his belief that at one time there
was an Airport Zoning Board chaired by Bob Powers. He asked if the board was still in
existence and if so, what is the board's stance on the issue. Nancy Blake, 429 Cozby
Avenue, stated that it seemed as if the airport didn't know where their planes were flying
now and how could they guarantee noise contours in the future. Trevor Wills, 640
Autumnwood Lane, inquired as to terminals, runways and restrictions. John Bellamy, 141
Meadowcreek, asked about the ability to control schedules. Dominic Borgialli, 636 Burning
Tree Lane, asked about the possibility of instituting procedures similar to that of John
Wayne Airport. Jim Arnet, 603 Sandalwood Court, stated that the economic development
issue sounded to him like a short term, high pay and then the jobs disappear. Hank
Ascher, 509 Edinburg, asked why the planes couldn't just stay on 121. Tim Trotter, 217
Beechwood Lane, inquired as to whether the noise level had increased in the past three
months. Vivian Checkley, 812 Howell Drive, asked if there was going to be anything in
writing regarding takeoffs after 10:00 p.m. Rebecca Watson, 203 Meadow Run, inquired
as to what citizens can do to impact the legislation and capitalize on the emotion and
concerns of the people of Coppell.
6. Discussion of the issues by the City Council and Council discussion of issues raised
by comments received from citizens attending the meeting.
Mayor Wolfe made closing remarks to sum up the items that were discussed.
There being no further business to come before the City Council, the meeting was
adjourned.
