CM 1993-03-31 MINUTES OF MARCH 31, 1993
The City Council of the City of Coppell met in Special Called Session on Wednesday,
March 31, 1993 at 6:00 p.m. in the City Council Chambers of Town Center, 255 Parkway
Boulevard, Coppell, Texas. The following members were present:
Mark Wolfe, Mayor
Bill Smothermon Mayor Pro Tem
Peyton Weaver, Councilman
Tom Morton, Councilman
Lanny Mayo, Councilman
Ron Robertson, Councilman
Councilmen Thomas and Garrison were absent from the meeting.
Also present were Interim City Manager Frank Trando, City Secretary Dorothy Timmons
and City Attorney Peter G. Smith.
REGULAR SESSION (Open to the Public)
1. Call to Order
Mayor Wolfe called the meeting to order. Mayor Wolfe adjourned the Regular Session and
opened the Executive Session.
EXECUTIVE SESSION (Closed to the Public)
2. Convene Executive Session
A. Article 6252-17, Section 2 (e), discussion with City Attorney.
1. Discussion of revised settlement agreement re: Scott L. Baird et al vs.
City of Coppell et al
B. Article 6252-17, Section 2(g), discussion concerning personnel.
1. Appointment of and contract with Interim City Manager.
Mayor Wolfe convened into Executive Session at 6:01 p.m. as allowed under the above
stated article. Mayor Wolfe adjourned the Executive Session at 6:57 p.m. and opened the
Regular Session.
REGULAR SESSION (Open to the Public)
- 3. Appointment of Interim City Manager and consider approval of contract with
Interim City Manager.
Mayor Pro Tem Smothermon moved to appoint Mr. Frank Trando as Interim City
Manager in accordance with the contract as submitted. Councilman Robertson seconded
the motion; the motion carried 5-0 with Mayor Pro Tem Smothermon and Councilmen
Weaver, Morton, Mayo and Robertson and voting in favor of the motion.

4. Consider approval of revised settlement agreement re: Scott L. Baird et al vs. City
of Coppell et al.
Councilman Morton moved to approve revised settlement agreement re: Scott L. Baird et
al vs. City of Coppell et al. Mayor Pro Tem Smothermon seconded the motion; the motion
carried $-0 with Mayor Pro Tem Smothermon and Councilmen Weaver, Morton, Mayo and
Robertson and voting in favor of the motion.
5. Potential action resulting from the Executive Session.
Mayor Wolfe requested a formal consensus from the Council concerning the search
committee for City Manager. Consensus was received from the Council to appoint
Councilmen Weaver, Mayo, and Robertson, and Police Chief Neil McKinney and City
Secretary Dorothy Timmons to serve as the search committee for City Manager.
Councilman Weaver will be the contact person. Mayor Wolfe requested that the necessary
advertisements be placed in the TML, ICMA and other places as needed as soon as
possible. The agenda for the April 13, 1993 meeting should contain an item to look into
hiring a consulting f'wm or head hunter to assist in the search for a new City Manager.
There being no further business to come before the City Council, the meeting was
adjourned.
