AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE
CODE OF ORDINANCES BY AMENDING ARTICLE 15-2 TO ADOPT THE
UNIFORM ADMINISTRATIVE CODE PROVISIONS FOR THE NATIONAL
ELECTRICAL CODE, 1993 EDITION, AND THE NATIONAL ELECTRICAL
CODE, 1993 EDITION, AS THE CITY OF COPPELL ELECTRICAL CODE;
PROVIDING AMENDMENTS; PROVIDING A REPEALING CLAUSE;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS
CLAUSE; PROVIDING FOR A PENALTY FOR VIOLATION OF THIS
ORDINANCE NOT TO EXCEED THE SUM OF FIVE HUNDRED
DOLLARS ($500.00) FOR EACH OFFENSE, EXCEPT, WHERE A
DIFFERENT PENALTY HAS BEEN ESTABLISHED BY STATE LAW FOR
SUCH OFFENSE, THE PENALTY SHALL BE THAT FIXED BY STATE
LAW, AND FOR ANY OFFENSE WHICH IS A VIOLATION OF
PROVISION OF LAW THAT GOVERNS FIRE SAFETY, ZONING OR
PUBLIC HEALTH AND SANITATION, INCLUDING DUMPING OF
REFUSE, THE PENALTY SHALL BE A FINE NOT TO EXCEED THE SUM
OF TWO THOUSAND DOLLARS ($2,000.00) FOR EACH OFFENSE; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL,
TEXAS:
SECTION 1. That the Code of Ordinances of the City of Coppcll, Texas, be and the
same is hereby amended by amending Chapter 15, Article 15-2, in part, to adopt the
Uniform Administrative Code Provisions for the National Electrical Code, 1993 Edition, and
the National Electrical Code, 1993 Edition, with amendments to read as follows:
"ARTICLE 15-2 ELECTRICAL CODE
Sec. 15-2-1 ELECTRICAL CODE - ADOPTED
There is hereby adopted the Uniform Administrative Code Provisions for the
National Electrical Code, 1993 Edition, and the National Electrical Code,
1993 Edition, with amendments, and made a part hereof for all purposes, the
same as if fully copied in full herein, with the exception of such sections
hereof, which are hereafter deleted, modified or amended. If any conflict
exists between or among any of the Codes or Standards, adopted herein, the

Code of Ordinances or any other ordinance of the City, the most restrictive
Code, Standard, ordinance or regulation shall apply.
Sec. 15-2-2 AMENDMENTS
The following sections of the Uniform Administrative Code Provisions for the
National Electrical Code, 1993 Edition, are hereby amended to read as
follows:
1. The Uniform Administrative Code Provisions for the National Electrical
Code, 1993 Edition, is hereby amended by amending Section 103 "General",
under Definitions of Chapter 1 "Title and General" to add the following
definitions:
Electrical Construction: All work and materials used in installing,
maintaining, or extending a system of electrical wiring and all appurtenances,
apparatus, or equipment us in connection therewith, inside of or attached to
any building, structure, lot or premises.
Electrical Contractor: Any person engaged in the business of installing or
altering, by contract, electrical conductors or equipment. It will include any
authorized person who subcontracts to do such work, but does not include
bona fide employees employed by such contractor to do or supervise such
work.
Electrical Wiring: The installation of electrical wires, fixtures, appliances, or
apparatus, or the addition to any wires, fixtures or apparatus used or to be
used on or in any building for the purpose of transmitting electrical current
for electric light, heat, house power, lighting fixtures, or for any purpose, of
any kind, nature, or description.
Journeyman Electrician: Any individual who possess the necessary
qualifications, training, and technical knowledge to install, maintain and
extend electrical conductors and equipment. Further, such person shall be
capable of doing such work in accordance with plans and specifications
furnished to such person and in accordance with standard rules and
regulations governing such work.
Licensed: When used with the words "electrical contractor", "electrician", or
the like, shall mean that the person has made application to the Building and
Standards Commission and has satisfied the Commission that applicant is
qualified to do the work stated in the application, that applicant has paid the
necessary registration fees to date, and that applicant's name is carried in the
records of the Building Inspections Department as a person authorized to do

electrical work as defined in this article.
Master Electrician: Any individual who possesses qualifications, training, and
technical knowledge to plan, lay out, and supervise the installation,
maintenance and extension of electrical conductors and equipment.
Qualified Person: One familiar with the construction and operation of the
apparatus and the hazard involved and one who has satisfactorily passed
examination of the Building and Standards Commission.
2. The Uniform Administrative Code Provisions for the National Electrical
Code, 1993 Edition, Section 210 (e) "Authority to Disconnect Utilities in
Emergencies", under Powers and Duties of Building Official of Chapter 2
"Organization and Enforcement" is hereby amended to add a second
paragraph as follows:
In cases of emergency, when necessary for safety to persons or when electrical
equipment may interfere with the work of the fire department, the senior
officer of the fire department at the site shall have the authority to
immediately cause the disconnection of any electrical equipment.
3. The Uniform Administrative Code Provisions for the National Electrical
Code, 1993 Edition, Section 203 under Board of Appeals of Chapter 2
"Organization and Enforcement" is hereby amended to change the term
"Board of Appeals" to "Building and Standards Commission".
4. The Uniform Administrative Code Provisions for the National Electrical
Code, 1993 Edition, Section 303(a) "Issuance" under Permits Issuance of
Chapter 3 "Permits and Inspections" is hereby amended to add a fourth
paragraph as follows:
Permits will be issued only to contractors who are licensed with the City and
to qualified homeowners as defined in this ordinance. Permit validations for
new construction will be issued only to electrical contractors who are licensed
with the City as provided in this ordinance.
5. The Uniform Administrative Code Provisions for the National Electrical
Code, 1993 Edition, Section 304(a) "Permit Fees" under Fees of Chapter 3
"Permits and Inspections" is hereby amended as follows:
Sec. 304(a) Permit Fees. The fee for each electrical permit shall be
established by resolution of the City Council.
6. The Uniform Administrative Code Provisions for the National Electrical

Code, 1993 Edition, Sections 304(b) "Plan Review Fees" and 304(c)
"Expiration of Plan Review", under Fees of Chapter 3 "Permits and
Inspections" are hereby deleted.
7. The Uniform Administrative Code Provisions for the National Electrical
Code, 1993 Edition, Section 306 under Connection Approval of Chapter 3
"Permits and Inspections" is hereby amended to add sections (c) and (d) as
follows:
c. Electrical Utility Company to Notify of Change in Responsible Party
for Electrical Service. When the responsible party, as listed by the
electrical utility company, for a non-dwelling electrical service
relinquishes that responsibility and another party assumes the
responsibility for that electrical service, the electric utility company
shall notify the Building Official by written notice within ten (10)
calendar days of the date of such change giving the name of the party
assuming responsibility and the address of the electrical service.
d. Electrical Utility Company to Make Permanent Connection of Service.
Only authorized employees of the electric utility company will be
permitted to make the connection which will energize the customer's
service entrance conductors except in an unforeseen emergency
involving an existing service connection. In such emergencies, the
Building Official shall be notified within twenty-four (24) hours after
the service entrance conductors are energized.
8. The Uniform Administrative Code Provisions for the National Electrical
Code, 1993 Edition, Table No. 3-A - Electrical Permit Fees of Chapter 3
"Permits and Inspections" is hereby deleted.
9. The requirements for qualification and registration of electricians under the
Uniform Administrative Code Provisions for the National Electrical Code,
1993 Edition, is hereby amended to provide as follows:
A. Registration Required; Exceptions.
1. No person, firm or corporation shall engage in the business of
electrical construction or cause to make any repairs, alterations,
additions, or changes to an existing system of electrical
conductors, wiring, apparatus, or equipment within the city
unless:
a. the person, firm or corporation is registered as a
qualified contractor or electrician in accordance with the

provisions of this Code.
b. the person, firm or corporation is registered in a
classification as stated in subsection (2) below:
c. a person who is an employee of an electrical utility
company and who is conducting work described in
Section J (3) below; or
d. a person who is engaged in work described in Section J
(1) and (2) below.
2. Electrical registration shall be in the classification listed below:
a. Electrical Contractor
b. Master Electrician
c. Journeyman Electrician
3. A person registered in a classification stated in subsection (2)
above shall be permitted to perform the work of that
classification as defined in this chapter.
4. To secure a certificate of registration as a qualified electrician
in any of the classes designated in subsection (2) above, a
person shall apply in writing to the building official upon a form
furnished by the building inspection department.
5. Applicants for a certificate as electrical contractor, shall file
w/th the application an affidavit setting for the name or names
of the persons who are responsible for the business. Applicants
shall appear in person if requested by the Building and
Standards Commission and be examined as provided in this
Code.
B. Prerequisites for Electrician's License.
1. New applicants for a certificate as a master electrician shall be
at least 21 years of age and:
a. have been registered for at least one year as a
journeyman electrician with the city, or
b. file with the application, affidavits from past or present
employers showing no less than five years experience in

the installation, alteration,and maintenance of electrical
equipment.
2. Applicants for a certificate as a journeyman electrician shall be
at least 20 years of age and:
a. have been registered with the city as an electrician i__n
any classification for at least four years, or
b. file with the application, affidavits from past or present
employers showing not less than four years experience in
the installation, alteration, or maintenance of electrical
equipment.
Evidence required in subsection (2) above may be waived by a vote of the
Building and Standards Commission. One half of the time spent in
attendance at an electrical technical school may be considered toward
satisfaction of the required four years experience.
C. Examination and Issuance.
1. Applicants for a certificate as a master electrician or
journeyman electrician, shall appear in person before the
Building and Standards Commission and be examined as
prescribed by the Building and Standards Commission except as
provided in Section J (3) below.
2. After an applicant has been certified by the Building and
Standards Commission and has paid the required registration
fee, the building inspection department shall register the name
of the applicant in the records and shall issue to the applicant
a certificate of registration.
D. Recognition of Licenses of Certificate of Registration From Other
Cities.
1. An electrician holding a currently valid license or certificate of
registration in another city may apply for and receive a similar
license or certificate or registration in this city without taking an
examination if the applicant:
a. submits evidence satisfactory to the Building and
Standards Commission that:
1) the applicant's license or certificate of registration
was issued under conditions not less restrictive
that required by this Code for issuance of a
similar license or certificate or registration, and
2) an electrician holding a certificate of registration
issued by this city would be permitted to apply
for and receive a similar certificate of registration
or license in the other city under reciprocal
conditions; and
b. show proof of being currently licensed or registered:
1) in a reciprocal city which participates in the
Dallas or Tarrant County electrical examinations;
or
2) for at least one year in the same capacity in a
reciprocal city which does not participate in the
Dallas or Tarrant County electrical examinations;
and
3) pays the registration fee required and complies
with all other requirements of this Code.
2. The Building and Standards Commission shall approve all such
reciprocal electrical licensing agreements.
E. Transferability: Display of Certificate
A person shall not lend, rent, or transfer their certificate or registration
to any other person. It is unlawful for a person other than the building
official or any electrical inspector to alter a certificate or registration
in any manner. Every holder of a certificate as an electrical contractor
shall display their certificate in a conspicuous place in their principal
place of business. Every holder of a certificate as registered master or
journeyman electrician, shall carry their registration card or certificate
on their person at all times while doing electrical work and shall
produce and exhibit it when requested by an inspector or officer of the
city.
F. Renewal: Expiration.
1. Except for renewal licenses issued starting December 1 for the

coming year or new licenses issued from December 1 through
December 31 of the present year, a certificate or registration
required by this Code expires at midnight December 31 of any
year shall be dated to expire December 31 of the next year. In
any event, all licenses shall be renewed annually by the building
inspections department upon application and payment to the
city of the required renewal fee; provided, however, that if
during the preceding year the certificate holder has been
convicted of a violation of this Code or no longer meets the
original certification requirements, building official shall require
the application for renewal be reviewed by the Building and
Standards Commission.
2. A certificate of registration that has expired for more than one
month but less than one year may be renewed upon application
and payment of the required renewal fee, plus a penalty equal
to the registration fee established by resolution of the City
Council for the classification of electrician in which the
certificate holder was registered. A certificate that has expired
for one year or longer is not renewable. A new certificate may
be obtained by complying with the requirements of subsection
A, B and C of this Code.
3. An electrician renewing a license must submit satisfactory
evidence that their license or certificate of registration was
issued under conditions that were not less restrictive than those
required by the Code. A waiver of this evidence or
requirement may be given by a vote of the Building and
Standards Commission.
G. Suspension or Revocation of Certificate.
1. The Building and Standards Commission shall have the power
to suspend or revoke the certificate of registration of any class
of electrician who is found guilty of:
a. the practice of any fraud or deceit in obtaining a
certificate of registration;
b. intentionally violating any provisions of this Code;
c. any gross negligence, incompetency, or misconduct in the
performance of electrical work within the city.

2. In considering charges under this section, the Building and
Standards Commission shall proceed upon sworn information
furnished by an official of the city, or by some person aggrieved
by the action of an electrician in the performance of electrical
work for which an electrical permit is required. Such
information shall be in writing and shall be duly verified by the
person familiar with the allegations made. The Building and
Standards Commission, if it deems the information sufficient to
support further action on its part, shall issue an order setting
the matter for hearing at a specified time and place, the
building official, with the advice of the City Attorney, shall
cause a copy of the Building and Standards Commission's order
and the information to be served upon the electrician by
certified mail, return receipt requested, at least fifteen days
before the date set for the hearing. The electrician may appear
in person or by counsel, at the time and place named in the
order and present their defense to the Building and Standards
Commission. The City Attorney shall provide counsel for the
Building and Standards Commission. If the electrician fails or
refuses to appear, the Building and Standards Commission may
proceed to hear and determine the charge in their absence. If
they plead guilty, or if, upon a hearing of the charge, the
Building and Standards Commission finds any of the charges to
be true it may enter an order suspending or revoking the
certificate of registration of the electrician.
3. When the Building and Standards Commission has completed
the hearing, it shall cause a record of its finding and decision to
be filed with the City Secretmy and shall cause a certified copy
to be forwarded to the electrician.
4. The Building and Standards Commission shall, in reciting its
decision make provision for reinstatement based upon written
notice by the Building and Standards Commission at the
expiration of a specified period, or by the suspended person
satisfactorily passing an examination given for the same grade
of electrician from which they are suspended. An order of
reinstatement shall be filed as a part of the record and a copy
shall be made and given or mailed to the electrician concerned.
5. Any person who may feel themselves aggrieved by any action or
decision of the Building and Standards Commission may, within
30 days after receiving notice of the Building and Standards
Commission's final order, file suit in the district court of Dallas

County, to correct any error of law in the decision. The suit
shall be filed against the Building and Standards Commission
as defendant and service of process may be made upon the
Building and Standards Commission by serving the City
Secretary.
6. A person whose rights under a certificate of registration have
been suspended or revoked by the Building and Standards
Commission, shall not engage in electrical construction for
which a permit is required.
H. Examination and Registration Fees.
1. In addition to an annual registration fee, new applicants or
those required to take an examination shall pay the examination
fee established by resolution of the City Council, which must be
submitted with application to the building inspections
department. An applicant who fails to take the first
examination following the date of their application forfeits the
examination fee unless the applicant notifies the building
inspections department before the examination date and unless
the applicant files a new application before the next scheduled
examination.
2. After an applicant has been certified by the Building and
Standards Commission, the annual registration fee shall be paid
by the applicant. The fee, which is due by January 1 of each
year, must be paid at the building inspection department before
the issuance of a certificate of registration. Renewal
applications will be accepted starting December 1 of the
preceding year.
3. A person desiring to take an examination at a time other than
at the scheduled examination time may file an application for
a special examination with the Building and Standards
Commission with a nonrefundable special fee paid to the
Building Inspection Department in addition to the registration
fee to offset the increased expense of conducting a special
examination. A license issued under the terms of a special
examination cannot be reciprocated.
4. Examinations:
a. The Building and Standards Commission shall prescribe

a reasonable examination of a uniform, fair and
impartial nature, testing the knowledge and skill of each
applicant to do electrical work, involving the installation,
alteration, repair, and maintenance of electrical
conductors and equipment.
b. Examinations shall be in writing.
c. The Building and Standards Commission shall conduct
examinations with utmost fairness and patience. Should
any applicant fall an examination, the Building and
Standards Commission shall, so far as it may be
practicable, apprise the applicant wherein they are
deficient, or fails to meet in a reasonable manner the
requirements of the examination.
d. An unsuccessful applicant may make application for re-
examination at such time as may be prescribed by the
rules adopted by the Building and Standards
Commission. No applicant, however, may be re-
examined before the expiration of two months from the
date of his previous examination. An applicant that is
unsuccessful in two successive examinations shall be
required to wait six months before being allowed to
make application for re-examination. An applicant that
is unsuccessful in three successive examinations shall be
required to wait twelve months before being allowed to
make application for re-examination.
e. An applicant shall not be denied an examination or
certificate on account of their affiliation with any person
or any unlawful organization, union, or association.
f. The Building and Standards Commission shall be
diligent and tolerant in aiding and assisting all applicants
by enlightening them concerning the rules prescribed by
the Building and Standards Commission for examination.
g. The Building and Standards Commission shall authorize
the building inspections department to issue each
applicant who passes the examination a certificate of
registration.

5. Records:
The building official shall keep a record of all persons qualified
by the Building and Standards Commission to whom certificates
of registration have been issued and shall not be responsible for
the record of any person whose registration has not been
renewed for a period of one year.
I. False Representation as to Registered Class of Electrician and
Registration and Regulation Generally.
1. A person shall not represent themselves as a registered
electrician of any class set out in this chapter or use the works
of similar import or meaning on signs, cards, stationary, or by
any other manner, unless the person is the holder of a valid
certificate or registration in the class for which they are
representing themselves as being registered.
2. A person shall not engage in the business of electrical
contracting without being registered in the manner required by
this section.
3. An electrical contractor shall not establish, maintain, or
advertise a place of business at any location within the city
under any name other than that registered with the building
official.
4. Any person desiring to engage in the business of electrical
contracting shall make application for registration at the
building inspections department office. After the application
has been approved by the Building and Standards Commission,
and upon payment of the registration fee, the building official
shall register the applicant and issue to the applicant a
certificate of registration. The certificate of registration must
include the proper address of the applicant's established place
of business.
Upon request, the building official may grant permission for an
applicant for electrical contractor's license to begin work on a single
project before approval of their electrical contractor's license by the
Building and Standards Commission if, in the opinion of the building
official, the applicant meets all the requirements of the provisions of
this Code. An applicant for contractor's license temporarily qualified
by this method shall at the time of the application submit a

nonrefundable fee in the form of a cashier's check or money order
with their application which shall be made payable to the City of
Coppell in the amount established by resolution.
5. An electrical contractor's certificate shall entitle the holder to
engage in the business of, and to secure permits for, the
installation, addition, alteration, devices, and equipment.
6. An electrical contractor shall not engage in an electrical
contracting business within the city unless the business is
qualified by a master electrician; and
a. is an owner or full-time employee of the business; and
b. actively supervises the dally operation of the business;
and
c. is not engaged in or employed by any other electrical
business at the same time that the electrical contracting
business is registered to perform electrical work within
the city unless the master is an owner/operator; and
d. is authorized to order employees of the business to
correct defects, errors, and deficiencies in electrical work
installed or performed by the business.
7. The building official is authorized to withhold inspections from,
and the issuance of permits to, any registered contractor who:
a. falls to correct a defect, error, or deficiency in work
installed under the authority of an electrical permit
within 10 calendar days after written notification from
the office of the building official and/or
b. fails to pay any indebtedness to the city for inspection
fees or permits obtained.
8. Master Electrician
a. A person who has been employed as a master electrician
by a registered electrical contractor shall register with
the building official in writing on a form to be furnished
by the building inspection department. When an
applicant has complied with the requirements of this

Code, the building official shall certify them as a master
electrician for a specific registered electrical contractor
by placing their name on the contractor's registration
certificate and by identification card issued to the
registered master electrician.
b. When a master electrician has not acted in the capacity
of a master electrician or in a supervisory position on
electrical work in the city for a continuous period of two
(2) years, the building official may require them to be
re-examined before they are certified as a registered
master electrician.
c. A master electrician who qualifies an electrical
contracting business assumes responsibility for the
business complying with the provisions of this Code in its
entirety, including payment for indebtedness to the city
of permit fees.
d. Whenever a master electrician leaves or is discharged
from the employ of a person who is required by this
Code to employ a master electrician, a notice in writing
shall be given immediately by both the employer and the
master electrician to the building official, and the permit
privileges of the employer shall, without further order or
action, be suspended until the employment and
qualifying of another master electrician.
e. A master electrician shall not qualify more than one
electrical contracting business at one time.
f. A master electrician shall not knowingly permit their
name to be used or themselves to be held out as the
master electrician who qualifies a specific electrical
contracting business unless they:
1) are an owner or full-time employee of the
business; and
2) actively supervise the daily operation of the
business; and
3) are not engaged in or employed by any other
business at the same time that the electrical

contracting business is registered to perform
electrical work within the city unless the master
is an owner/operator; and
4) is authorized to order employees of the business
to correct defects, errors, and deficiencies in
electrical work installed or performed by the
business; and
5) resides within the trade area of the city in which
the electrical contracting business is located.
9. Journeyman Electrician. A journeyman electrician's certificate
or a temporary journeyman's certificate shall entitle the holder
to engage themselves in the employ of any person registered
under the provision of this Code as an electrical contractor.
10. Supervision. An electrical contractor may have laborers or
apprentices on any of such contractor's jobs, but they must at all
times be under the direct supervision of a licensed journeyman,
maintenance or master electrician, until such time as they pass
the examination. Direct supervision shall mean that a licensed
electrician shall be on the job site or project site at all times
when electrical installations are being made or maintained.
There may be no more than four (4) laborers or apprentices
supervised by a licensed journeyman electrician.
J. Certain Work Exempt From Registration Requirements.
1. The following classes of work may be carried out by persons
who are not registered electricians:
a. The replacement of lamps, fuses, and the connection of
portable devices to suitable receptacles which have been
permanently installed;
b. The installation, alteration, or repairing of any wiring
devices or equipment for the operation of signals or the
transmission of intelligence, where such wiring, devices,
appliances, or equipment operates at a voltage not
exceeding 25 volts between conductors and does not
include generating or transforming equipment;
c. The installation, alteration, or repair of electric wiring,

devices, appliances, and equipment installed by or for an
electrical public service corporation operating under a
franchise from the city, when for the use of the
corporation in the generation, transmission, distribution,
or metering of electrical energy;
d. Any work involved in the manufacture or test of
electrical materials, devices, appliances, or apparatus,
but not including any installation of wiring other than
that required for testing purposes if the equipment is
approved by the building official before it is installed or
used within the city.
e. The installation, alteration, or repair of any wiring
devices or equipment installed by or for a cable
television company operating under a franchise from the
city when such devices or equipment is used solely for
the transmission or distribution of a television signal.
2. A homeowner may personally install electrical conductors of
equipment with that person's own home if the owner files with
the building official approved plans and specifications, has
satisfied the building official as to that person's ability to install
electrical wiring, applies for and secures a permit, pays required
fees, does work in accordance with this Code, and applies for
inspection. Work performed by a homeowner under the
provisions of this section must be done by such homeowner on
premises owned and occupied by such homeowner, without
compensation. A homeowner shall not employ another person
to assist such homeowner in any way on the work.
3. The provisions of this Code shall not apply to the installation,
alteration, or repair of electrical equipment installed for or by
an electric utility company for the use of such company in the
generation, transmission, distribution, or metering of electricity.
10. The National Electrical Code, 1993 Edition, Article 210-4(d) "Identification
of Ungrounded Conductors" under Article 210-4 "Multi-wire Branch Circuits"
of Article 210 "BRANCH CIRCUITS" shall be amended to read as follows:
'210-4(d) Identification of Ungrounded Conductors. Where more than one
nominal voltage system exists in a building, each ungrounded system
conductor shall be identified by phase and system. For existing installations,
this applies only to new circuits, extension, or alterations. This means of

identification shall be permanently posted at each branch-circuit panel
Building and Standards Commission (FPN). The means of identification of
each system phase conductor, wherever accessible, may be by separate color
coding, masking tape tagging, or other equally effective means. See Sections
215-8, 230-56 and 384-3(e) for high leg marking.
11. The National Electrical Code, 1993 Edition, Article 210-5(a) "Grounded
Conductor" under Article 210-5 "Color Code for Branch Circuits: of Article
210 "BRANCH CIRCUITS" shall be amended to read as follows:
"210-5(a) Grounded Conductor. The grounded conductor of a branch circuit
shall be identified by a continuous white or natural gray color. Where
conductors of different systems are installed in the same raceway, box,
auxiliary gutter, or other types of enclosures, one system grounded conductor,
if required, shall have an outer covering of white for low voltage and gray for
high voltage."
12. The National Electrical Code, 1993 Edition, Article 210-63 "Heating, Air-
Conditioning, and Refrigeration Equipment Outlet" under Article 210
"BRANCH CIRCUITS" shall be amended to read as follows:
"210-63. Heating, Air-Conditioning, and Refrigeration Equipment Outlet. A
125-volt, single-phase, 15- or 20-ampere-rated receptacle outlet shall be
installed at an accessible location for the servicing of heating, air-conditioning,
and refrigeration equipment on rooftops and in attics and crawl spaces. The
receptacle shall be located on the same roof level and within 25 feet of the
heating, air-conditioning, and refrigeration equipment, as required by the 1994
Uniform Mechanical Code. The receptacle outlet shall not be connected to
the load side of the equipment disconnecting means."
13. The National Electrical Code, 1993 Edition, Article 300-4(d) "Cables and
Raceways Parallel to Framing Members" under Article 300-4 "Protection
Against Physical Damage" of Article 300 "WIRING METHODS" shall be
amended to read as follows:
"300-4(d) Cables and Raceways Parallel to Framing Members. In both
exposed and concealed locations, where a cable- or raceway-type wiring
method is installed parallel to framing members, such as joists, rafters, or
studs, the cable or raceway shall be installed and supported so that the
nearest outside surface of the cable or raceway is not less than 11/4 inches
(31.8 mm) from the nearest edge of the framing member where nails or
screws are likely to penetrate. Where this distance cannot be maintained,
the cable or raceway shall be protected from penetration by nails or screws
by a steel plate, sleeve, or equivalent at each support location at least 1/16

inch (1.59 mm) thick. This measurement requirement is from the exposed
edge only."
14. The National Electrical Code, 1993 Edition, Note 3 of "Notes to Ampacity
Tables of 0 to 2000 Volts" (page 70-165) shall be amended to read as
follows:
120/208 Volts, 3-Wire, Single-Phase Dwelling Services. In dwelling units,
conductors, as listed below, shall be permitted to be utilized as 120/208
volt or, 3-wire, single-phase service-entrance conductors and feeder
conductors in raceway or cable with or without an equipment grounding
conductor. The grounded conductor shall be permitted to be not more
than two AWG sizes smaller than the ungrounded conductors for
application of this note, provided the requirements of Sections 215-2, 220-
22, and 230-42 are met.
15. The National Electrical Code, 1993 Edition, Note 8(a) "More than Three
Conductors in a Raceway or Cable" under Note 8 "Ampacity Adjustment
Factors" of "Notes to Ampacity Tables of 0 to 2000 Volts" is amended to
add at the bottom of the table (page 70-166) the following:
Column A is applied when only 1/2 of the conductors are energized at the
same time.
Column B is utilized when all conductors carry full load at the same time.
16. The National Electrical Code, 1993 Edition, "Installation Requirements"
are hereby amended to provide as follows:
A. Unlawful to interfere with Wiring.
It shall be unlawful for any owner, contractor or workman, other than an
authorized electrician, in any manner to interfere with any electrical wiring
being installed in or on any building. If in the course of construction of a
building, the wiring is in such a position as to interfere with its erection or
completion as called for by plans, notice shall immediately be given to the
person installing the wiring, or the electrical contractor, and the needed
change shall be made by such persons.
B. Service Requirements.
1. Location of Disconnection Device. The disconnecting means
for Group R, Division 3, occupancies shall be located on a
wall of the garage. If located on the inside of the garage, the

box must be located directly opposite the meter. If the
disconnect is located on the outside of the garage, the inside
circuit box must be located opposite the outside disconnect
box. All disconnecting means must be direct from service to
disconnect. Any variances from the above will require
approval of the Building and Standards Commission.
C. General Specifications.
The following general specifications shall apply to all wiring
installed in the city:
1. Any addition to, alteration of, or any building or structure
hereafter erected and used for other than single family,
duplex, or multi-family uses, shall have all wiring installed in
rigid metallic conduit, steel tube or metal molding system
above the ground or slab level.
Exception: Approved cable tray and busways shall not be
prohibited.
Exception: Underground installation of polyvinyl chloride
conduit containing feeder or branch circuit conductors shall
be permitted to extend above ground level or floor grade to a
maximum length of five (5) feet where not subject to
mechanical injury or prohibited by the Building Code.
2. Ground Clamps. All clamps for wiring system grounds shall
be placed so as to be readily accessible at all times.
3. Underground Conduit. All conductors installed underground
except those suitable for direct burial shall be installed in
rigid metal conduit, or rigid nonmetallic conduit (PVC).
4. Aluminum Conductors. Aluminum or copper-clad aluminum
conductors shall not be used or installed in the city as a
wiring method. This requirement shall not limit the use of
materials of the Electrical Utility Company.
Exception: Aluminum conductor material may be used as
service entrance conductors provided that the nominal size of
the conductor is Number 2 AWG or larger and the conductor
material is an AA-8000 series Aluminum Alloy. All
aluminum conductors shall terminate with approved

compression connectors.
5. Armored Cable. Type A/C armored cable, bx shall not be
installed in the city as a wiring method without a full-size
ground conductor.
Sec. 15-2-3 APPEALS BOARD
SECTION 2. That should any word, sentence, paragraph, subdivision, clause,
phrase or section of this ordinance, or of the Code of Ordinances, as amended hereby,
be adjudged or held to be void or unconstitutional, the same shall not affect the validity
of the remaining portions of said ordinance or the Code of Ordinances, as amended
hereby, which shall remain in full force and effect.
SECTION 3. That all provisions of the Code of Ordinances of the City of
Coppell, Texas, in conflict with the provisions of this ordinance be, and the same are
hereby, repealed, and all other provisions not in conflict with the provisions of this
ordinance shall remain in full force and effect.
SECTION 4. An offense committed before the effective date of this ordinance is
governed by the prior law and the provisions of the Code of Ordinances, as amended, in
effect when the offense was committed and the former law is continued in effect for this
purpose.
SECTION 5. That any person, firm or corporation violating any of the provisions
of this ordinance or of the Code of Ordinances, as amended hereby, shall be deemed
guilty of a misdemeanor and, upon conviction in the municipal court of the City of
Coppell, Texas, shall be subject to a fine not to exceed the sum of five hundred dollars

($500.00) for each offense, except however, where a different penalty has been
established by state law for such offense the penalty shall be that fixed by state law, and
for any offense which is a violation of any provision of law that governs fire safety,
zoning, or public health and sanitation, including dumping of refuse, the penalty shall be
a fine not to exceed the sum of two thousand dollars ($2,000.00) for each offense; and
each and every day said violation is continued shall constitute a separate offense.
SECTION 6. That this ordinance shall take effect immediately from and after its
passage and the publication of the caption as the law and charter in such cases provide.
