The City Council of the City of Coppell met in Regular Called Session on Tuesday, June 27,
1995 at 6:00 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard,
Coppell, Texas. The following members were present:
Tom Morton, Mayor
Ron Robertson, Mayor Pro Tem
Norm Alexander, Councilmember
Chuck Sturges, Councilmember
Danny L. Watson, Councilmember
Marsha Tunnell, Councilmember
Lanny Mayo, Councilmember
Candy Sheehan, Councilmember
Also present were City Manager Jim Witt and City Secretary Linda Grau. City Attorney
Peter G. Smith arrived during Work Session.

1. Call to order
Mayor Morton called the meeting to order and adjourned into the Work Session.
WORK SESSION (Open to the Public)
2. Convene Work Session A. Review of proposed Library Bylaws.
B. Presentation by Telecommunications Board with regard to adult
programming.
C. Report on Accessibility.
D. Review of City's fee schedules.
E. Discussion of proposed YMCA Joint Use Agreement, and existing CISD
Joint Use Agreement.

4. Invocation.
Councilmember Mayo led those present in the Invocation.
5. Pledge of Allegiance.
Mayor Morton led those present in the Pledge of Allegiance.
6. Citizen's Appearances.
A. Terry Norris, 128 Highland Meadow, President of Coppell Girls Softball Association,
addressed the Council concerning the lighting of the ball fields at Andrew Brown East.
B. Bill York, 140 Deann, representing the Coppell Sports Council, urged Council to
consider the lighting of the ball fields at Andrew Brown East and to consider the growth
and the need for more fields. Mr. York presented a petition concerning the lighting
issue.
C. Ed Caldwell, 601 Shadowcrest, stated he had still not received any return phone calls
from members of Council and discussed the way money is spent in Coppell and the lack
of services.
CONSENT AGENDA
7. Consider approval of the following consent agenda items:
A. Minutes of: June 13, 1995
B. Consideration of accepting the resignation of Ms. Amy Spicer Smith
from the Park and Recreation Board.
C. Consideration to officially request that Paragon Cable work with the
City to develop a promotional video as outlined in the Franchise
Ordinance, Section 11, F. and authorizing the City Manager to
immediately make this request in writing.
D. Consideration and approval of the City of Coppell report on
accessibility.

Mayor Pro Tem Robertson moved to approve Consent Agenda Items A, B, C, and D.
Councilmember Watson seconded the motion; the motion carried 7-0 with Mayor Pro Tem
Robertson and Councilmembers Alexander, Sturges, Watson, Tunnell, Mayo, and Sheehan
voting in favor of the motion.
8. PUBLIC HEARING: Discussion and consideration of proposed amendments
to the City of Coppell Home Rule Charter (to be continued to July 11, 1995
or another date set by the City Council).
Councilmember Mayo moved to hold the Public Hearing open and continue until the City
Council meeting of July 11, 1996. Councilmember Alexander seconded the motion; the motion
carded 7-0 with Mayor Pro Tem Robertson and Councilmembers Alexander, Sturges, Watson,
Tunnell, Mayo, and Sheehan voting in favor of the motion.
9. Consideration and approval to officially adopt the William T. Cozby Public
Library Board of Trustees bylaws.
Mayor Morton announced that the Council had decided during Work Session to table this item
for further action.
10. Consideration and approval of a recommendation by the Telecommunications
Board requesting Council to communicate written objection to Paragon Cable
regarding bleedover of transmission programming without subscribers'
consent that depicts sexual or excretory activities or organs in a patently
offensive manner.
Mayor Morton announced that a letter would be coming forward from the City Attorney to
Paragon asking them to comply. If Paragon does not comply, the City could then consider
appealing to the FCC. No further action was necessary on this action.
11. Consideration and approval to award Bid # Q-0395-02, for the construction
and installation of lighting for five (5) athletic fields located at Pinkerton
Elementary School and Coppell Middle School West Campus, to Dean
Electric, Inc. in the amount of $160,000.00, and authorizing the Mayor to
sign.
Rick Wieland, Parks Development Coordinator, made a presentation to Council. Mayor Pro
Tem Robertson moved to approve Bid # Q-0395-02, for the construction and installation of
lighting for five (5) athletic fields located at Pinkerton Elementary School and Coppell Middle

School West Campus, to Dean Electric, Inc. in the amount of $160,000.00. Councilmember
Mayo seconded the motion; the motion carried 7-0 with Mayor Pro Tem Robertson and
Councilmembers Alexander, Sturges, Watson, Tunnell, Mayo, and Sheehan voting in favor of
the motion.
12. City Manager's Report. A. Presentation on Coppell Funfest.
B. Role of City Manager.
A. City Manager Jim Witt reported that Coppell Funfest has grown to the point where it has
outgrown its volunteers. The representatives of the Funfest operations have requested
that the City take the lead in planning and operating the Coppell Funfest. Mr. Witt
asked for volunteers to look at the possibilities and bring this issue back for review.
Councilmember Tunnell and Mayor Pro Tem Robertson volunteered to research this
issue.
B. City Manager Jim Witt discussed the powers and duties of the City Manager as defined
by the Home Rule Charter.
13. Mayor's Report.
A. Mayor Morton discussed the request of Carter-Crowley to temporarily close Bums and
Freeport Parkway for the next 30 to 45 days to several months.
B. Mayor Morton announced the City is seeking of volunteers to serve on the City's
Boards/Commissions/Committees.
14. Liaison Reports.
Dalhoma Trail -- Councilmember Watson stated he and Dennis Slayton, from the Parks
Department, had attended a meeting on June 24, 1995.
Councilmember Watson announced that Staff had scheduled a meeting for July 6, 1995 at 4:00
p.m. on the Hike & Bike Master Plan and he urged Couneilmembers to attend.
City/Coppell ISD Liaison -- Councilmember Sturges advised that the school was interested in
obtaining any video that might have been shot of the State Championship victory of the Coppell
High School baseball team. If anyone has any video, please contact Robert Key.
Councilmember Sheehan stated she had attended the school board meeting of June 26, 1995
where the baseball team was honored.

Mayor Morton stated he and City Manager Jim Witt were the featured readers at the Children's
Hour at the library.
Mayor Morton also urged everyone who had not done so to get a copy of the June 25, 1995
Sunday Dallas Morning News and read the article concerning the industrial development of
Coppell.
City Attorney Pete Smith announced he would be speaking at the Southwest Legal Foundation
on June 28, 1995 regarding Planning and Zoning for public officials.
There being no further business to come before the City Council, the meeting was adjourned.
