CM 1998-04-28 MINUTES OF APRIL 28, 1998
The City Council of the City of Coppell met in Regular Called Session on Tuesday,
April 28, 1998, at 6:00 p.m. in the City Council Chambers of Town Center, 255
Parkway Boulevard, Coppell, Texas. The following members were present:
Marsha Tunnell, Mayor Pro Tern
Norm Alexander, Counci]member
Chuck Sturges, Councflmember
Danny L. Watson, Councilmember
Lanny Mayo, Councilmember
Larry Wheeler, Councilmember
Bill York, Councilmember
Mayor Sheehan was absent from the meeting. Also present were City Manager Jim
Witt, City Secretary Kathleen Roach and City Attorney Peter G. Smith.

1. Call to order.
Mayor Pro Tem Tunnell called the meeting to order and adjourned into Work
Session.

3. Convene Work Session
A. Discussion of naming park land on MacArthur Boulevard.
B. Review of Daily Water Use Plan.
C. Discussion of Agenda Items.
REGULAR SESSION (Open to the Public)
4. Invocation.
Councilmember Mayo led those present in the Invocation.
5. Pledge of Allegiance.
Mayor Pro Tern Tunnel] led those present in the Pledge of Allegiance.
Mayor Pro Tern Tunnell advised that the meeting would be an abbreviated agenda
because the meeting was not posted in accordance with the Texas Open Meetings
Act 72 hours before the meeting. There would be no action items considered, but
Council would be hearing the presentations and presenting the Proclamations.
Mayor Pro Tern Tunnel] stated that Items 12 and 13 and Items 15 through 21
would be considered at the special meeting on Thursday, April 30, 1998 beginning
with Executive Session at 6:30 p.m. and Regular Session to begin at 7:30 p.m.
Item 7 was considered at this time. See Item 7 for minutes.
7. Presentation to Kroger for sponsoring the Bunny Brunch held
on April 11, 1998, and presenting a plaque.
Mayor Pro Tern Tunnell made a presentation of a plaque to Steve Hudspeth, Kroger
Store Manager, and Jeanne Zachary, Director of Kroger Human Resources, in
appreciation of the donations made by Kroger's for the Annual Bunny Brunch.

Gary Sims, Director of Leisure Services, discussed the Bunny Brunch and showed
some slides of the event.
8. Presentation to Minyard Food Store for donation of candy for
10th Annual Easter Egg Hunt, and presentation of plaque.
Mayor Pro Tern Tunnell made a presentation of a plaque to Scott Collins, 1Vfinyard
Store Manager, in appreciation of the donations made by Minyard Food Store for
the Annual Easter Egg Hunt. Gary Sims, Director of Leisure Services, discussed
the Easter Egg Hunt and announced that 1998 was the eleventh year that 1V[inyard
Food Store had sponsored the event.
9. Presentation by Amanda Vanhoozier regarding the progress of
the Coppell Community Garden.
Amanda Vanhoozier made a presentation to the Council regarding the Coppell
Community Garden and stated that the area was being plotted and an irrigation
system, which was donated by X-IMTEK Corporation, would be put in soon.
10. Quarterly presentation to Council by the Keep Coppell
Beautiful Committee.
Rhonda Brothers, Coordinator for the Keep Coppell Beautiful Committee, made a
presentation to Council stating that the three major goals of the committee are: 1)
to implement public education; 2) to enhance the quality of life and economic
development; and 3) to change citizen behavior regarding natural resource
conservation. Councilmember Sturges inquired about a wildflower plantings. Ms.
Brothers advised that the Texas Department of Transportation would supply the
seeds for that type of project. Councilmember Wheeler commended the work of
Rhonda Brothers and Richard Murphy on this committee and also expressed his
desire to see some planting of wildflowers.
11. PROCLAMATIONS:
A. Consider approval of a proclamation recognizing the
Coppell Amateur Radio Operators (RACES) for their
significant contributions to and vital roles in the City of
Coppell, and authorizing the Mayor Pro Tern to sign.

B. Consider approval of a Proclamation proclaiming May 6-
12, 1998 as National Nurse Appreciation Week, and
authorizing the Mayor Pro Tern to sign.
C. Consider approval of a Proclamation recognizing the
week of May 3-9, 1998 as Municipal Clerks Week, and
authorizing the Mayor Pro Tern to sign.
A. Mayor Pro Tern Tunnell read the proclamation for the record and presented
the same to Don Thomas and members of the Coppell Amateur Radio
Operator who were present. Bob Kruse, Fire Chief, advised that this group
provided a lot of assistance to the Fire Department.
B. Mayor Pro Tern Tunnell read the proclamation for the record.
C. Mayor Pro Tern Tunnell read the proclamation for the record and presented
the same to Kathleen Roach, City Secretary. City Manager Jim Witt advised
that the City Secretary Department performed many behind-the-scenes
duties and expressed his appreciation.

14. Consider selection of Coppell Woman of the Year for 1998.
Vickie Oldenbuttel, representing the Selection Committee, advised that the
Committee would recommend Heidi Milosevich to be named Coppell Woman of the
Year and stated that Heidi had directed the attention of the Coppell Women's Club
to be a more service oriented club by sponsoring Senior Adult Services, Mobile
Meals, Make a Child Smile, Y.M.C.A., Whitey's Place, the Metrocrest Service
Center and the Family Place. Heidi also brought in the Partner's Card which
supports the Family Place. Mayor Pro Tern Tunnell congratulated Heidi on behalf
of Council.
Mayor Pro Tem Tunnel] advised that the Public Hearing for Item 15 had been
advertised by Dallas County and asked if anyone was present to speak on that item.
No one was present to speak.

22. City Manager's Report.
A. City Manager Jim Witt advised that some very competitive bids had been
received for Wrangler Drive and that Denton Tap would be bid on Thursday.
B. City Manager Jim Witt recognized Councilmembers Alexander and Watson
and thanked them on behalf of himself and staff for supporting the buildup
of the public safety sector of the city, expansion of the park system,
supporting the City staff, work on Kid Country, and support of the
infrastructure maintenance fund. Councilmember Wheeler commended
Councilmembers Watson and Alexander for their work on Council. Mayor
Pro Tem Tunnell stated that every one of the Councilmembers brought
something different to the Council and that they depended on each other to
consider the various items. Councilmembers Mayo and Sturges thanked
Councilmembers Alexander and Watson for their service. Couneilmember
York wished the best to Councilmembers Alexander and Watson.
Councilmember Watson thanked everyone for their kind words and
expressed his appreciation for the opportunity to have worked with them.

Councilmember Alexander thanked everyone and stated that everyone on
Council should stand up for the things they believe, but to always leave
unified.
23. Mayor's Report.
A. Mayor Pro Tem Tunnell announced that Pigfest was a great success and
$74,400 was collected through admissions and ticket sales. She thanked all
the volunteers, committee members and community groups that made the
event a success.
B. Mayor Pro Tern Tunnell advised that Students in Government would be
May 13th in the Council Chambers with the CMS East seventh grade class.
C. Mayor Pro Tem Tunnel] stated that she, along with Councilmember Sturges
and City Manager Jim Witt, would be attending the Texas Challenge State
Summit on Friday, May 8th in Houston.
D. Mayor Pro Tem Tunnell announced that Mayor Sheehan and Gary Nix,
Interim Police Chief, attended a Coalition of Police Chiefs and advised that a
speeding crackdown would begin May 1st for a three-month project in north
Texas comprising of 14 communities.
E. Mayor Pro Tem Tunnell advised that a DFW Task Force meefng would be
held on Thursday, May 21st at 5:30 and the Mayor and City Manager would
be meefng with the FAA on Monday, May 4th to discuss overflights.
F. Mayor Pro Tern Tunnell advised that the Council retreat would be May 15-16
at the Hohday Inn on Esters.
G. Mayor Pro Tern Tunnell stated that the state championship for lacrosse
would be held at the Coppel] High School stadium on Saturday, May 9th for
the girls championship game and Sunday, May 10th for the boys
championship game.
H. Mayor Pro Tern Tunnel] stated there had been a wonderful turnout for the
Victim's Candlelight Vigil put together by Lori Walker, Victim's Assistance
Counselor.
I. Councilmember Mayo complimented City staff for their assistance and
m contributions to the Pigfest event.

J. Councilmember Sturges reminded everyone that Saturday, May 2nd would
be election day and urged everyone to get out and vote. Mayor Pro Tern
Tunnell advised that early votng had ended and anyone wishing to vote
would need to come to Town Center on Saturday, May 2nd. Mayor Pro Tern
Tunnell stated that the canvass would be held May 5th at 6:00 p.m.
There being no further business to come before the City Council, the meeting was
adjourned.
