RESOLUTION REQUESTING ACTION TO PROVIDE COMMUNITY
DEVELOPMENT FUNDS FOR SMSA DISCRETIONAR Y BALANCE APPLICA~TS
WHEREAS, the Housing and Community Development Act of 1974 provides
funds for use by local governments in a wide range of community development
activities; and
WHEREAS, the Act establishes categories of eligible applicants including
hold-harmless, metropolitan city, urban county, SMSA Discretionary Balance.
and n'letropolitan Di s cretionary Balance; and
WHEREAS, a series of n'liscalculations and misjudgernents have occurred
which result in a total depletion of SMSA Dis cretionary Balance funds; and
WHEREAS, the City of Coppell is among fourty-three cities and one
county in the Dallas-Fort Worth SMSA which have submitted preapplications for
SMSA Discretionary Balance funds; and
WHEREAS, the City of Coppell request for $39,000 will help meet urgent
local community developn1ent needs and preserve Coppell as a viable urban
coummunity;
NOW, THEREFORE, BE IT RESOLVED:
Se ction 1.
That the City Council of the City of Coppell hereby calls
upon the Secretary of the U. So Department of Housing
and Urban Developrnent to utilize nlaximunl flexibil ity
possible to shift funds fronl the "transition or urgent needs
fund" and 'IHUD Secretary's Discretionary fundll to meet
the needs of SMSA Discretionary Balance applicants during
FY 1975.
Section 2.
That the City Council of the City of Coppell urges Senators
Lloyd Bentsen and John Tower, Congressn1an Jin1 Collins
and the other men1bers of Congress to consider passage
of a special emergency Conununity Development approp-
riation earmarked for SMSA Discretionary Balance areas.
Section 3.
That this Resolution should in no case be misinterpreted
as re comn'lending any action which would reduce the funding
currently available to hold-harmless, metropolitan city,
urban county, and non-nletropolitan dis cretiona ry lJalance
applicants.
Section 4.
That this resolution shall take effect irnnlediately upon its
adopti on.
