PLANNING AND ZONING COMMISSION
The Planning and Zoning Commission of the City of Coppell met in pre-session at 6 p.m.,
and in regular session at 6:30 p.m., on Thursday, August 30, 2007, in the Council
Chambers of Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The
following members were present:

Secretary, Juanita Miles.

Staff briefed the Commission on the cases.

2. Call to Order.
Vice Chairman Edmund Haas called the meeting to order.
3. Approval of minutes dated July 19,2007.
Commissioner Reese made a motion to approve the minutes of July 19,2007, as
written. Commissioner Frnka seconded; motion carried (6-0) with Commissioners
Borchgardt, Frnka, Kittrell, Haas, Fox, and Reese voting in favor; none opposed.
4. PUBLIC HEARING: Consider approval of the AmberDoint Business Park at
CODDell. Lot 2R-1 R and Lot 2R-3, Block A. ReDlat, being a replot of 55.69 acres of
property into two lots, Lot 2R-1 R, containing 36.66 acres and Lot 2R-3 containing
19.36 acres, allow for separate ownership, on property located at the southeast
corner of Sandy Lake Road and Northpoint Drive, at the request of Brandon Luedke,
Halff Associates.

Public Hearina:
Vice Chairman Haas opened the Public Hearing, asking for people who wanted to
speak either in favor or opposition or wanted to comment on this request to come
forward. No one spoke.

Discussion:
There was no discussion.
Action:
Commissioner Fox made a motion to approve the AmberDoint Business Park at
CODDell. Lot 2R-1 R and Lot 2R-3. Block A. ReDlat with no conditions.
Commissioner Reese seconded; motion carried (6-0) with Commissioners
Borchgardt, Frnka, Kittrell, Haas, Fox, and Reese voting in favor; none opposed.
5. Consider approval of the Pecan Creek Addition. Lots 1 & 2. Minor Plat, to
subdivide this property into two (2) lots, Lot 1 containing 1.88 acres and Lot 2
containing 2.49 acres to allow for separate ownerships, on 4.376 acres of
property located on the east side of S. Denton Tap Road, north of the DART
R.O.W., at the request of Cabanne Link, Coldwell Banker Commercial.

Presentation:
City Planner Matt Steer introduced the item to the Commission, showing exhibits
and stated staff recommends approval with no conditions.
The applicant, Mr. Cabanne Link was not present to represent the case during
the presentation. The Planning Director, Gary Sieb stated that the case should
not be heard if the applicant was not present; therefore, Vice Chairman Haas
requested the application be delayed until the applicant arrived to represent his
case.
6. PUBLIC HEARING: Consider approval of Case No. PD-108R9-SF-9. The Chateaus
of CODDell, a zoning change request from PD-1 08R7 -SF-9 (Planned Development-
108 Revlsion-7-Single Family-9) to PD-108R9-SF-9 (Planned Development-108
Revision-9-Single Family-9), to attach a Detail Site Plan, to allow the development
of 56 single-family homes and common/open space lots on 20 acres of property
located at the southwest corner of Bethel and Denton Tap Roads, at the request of
Toll Broth~rs, being represented by Matt Alexander, Dowdey, Anderson &
Associate, Inc.

Presentation:
Assistant Director Marcie Diamond introduced the case to the Commission,
showing exhibits and color board. Staff is recommending approval subject to
three conditions which she read into the record.
Discussio
The Com ission had questions about the no parking condition and the required
width of he fire lane. Ken Griffin, Director of Engineering/PW addressed this
issue, stating the width is 24 feet wide with a minimum of eight (8) feet of
c1earanc~ for the fire truck to maneuver.
Matthew~Alexander, Dowdey, Anderson & Associates, Inc., 5225 Village Creek
Dr., Ste. 00, Piano TX 75093, was present to represent this case before the
Commissi. n and answer any questions. The applicant stated a preference to on-
street parking on both sides of the street instead of one side. Applicant
respectfu Iy disagrees with staff comments concerning the no parking adjacent
to Lots 1, 6, 7, 14, 15, Block C and adjacent to common area 6X.(east side of
Montebelo Drive) Mr. Alexander added that Toll Brothers has every intention on
saving a tree on one of the lots. Other questions from the Commission
concern d the park area with the nature trails and arbor structures. Applicant
also was illing to fund the cost of the "No Parking" signs to prohibit parking on
one side f the street.
Mr. Griffin was asked to expand a little more the issues the Commission had on
the curb eturns and the turn radii of emergency vehicles as it relates to the park
and the cul-de-sacs. These requirements are as follows:
./ Cannot park within 35 feet of an intersection
./ Cars parked on both sides of the street will not allow a ladder truck
to maneuver safely when making this turn on the cul-de-sacs.
./ Mr. Griffin felt that this is an engineering issue and is not for the
Commission to decide.
./ If applicant can show that the emergency vehicle can maneuver
through
the cul-de-sacs, this issue can be negotiated.

Commissi ner Frnka corrected his previous motion of the preliminary plat and
motione to recommend approval of Case No. PD-1 08R9-SF-9. The Chateaus of
CODDell, a zoning change request from PD-108R7-SF-9 to PD-108R9-SF-9, to
attach a etail Site Plan, subject to the following conditions:
1) Re ise Note #7 on the Detail Plan to read as follows, "There shall be no
p rking adjacent to Lots 1, 6, 7, 14, 15 Block C (east side of Montebello
Dive) and adjacent to common area 6X".
2) At ee removal permit is required prior to issuance of a grading permit.
3) Pa k development fees of $1,285 per unit ($71,960) are required.

Develop ent-214 Revision-3-Single Family-9) to attach a Detail Site Plan to allow
the devel pment of two (2) single-family homes, one (1) common area lot and
street rig t-of-way on approximately 0.87 acres of property located north of the
Whisperin Hills Addition and east of the Georgian Place Addition. at the request
of Matt AI xander, Dowdey Anderson & Associates, Inc.

Presentatl n:
Planning irector Gary Sieb corrected the Commission of the P&Z meeting for
August 1 being postponed to August 30. He also mentioned that the item
numbers ere out of sequence due to the withdrawal of two cases before the
August 3 meeting. He then introduced the next agenda item to the
Commissi n, showing exhibits. He stated there were two conditions which he
read into the record. In addition, 21 notices were mailed. No responses in favor
and one ritten response in opposition, no reason stated. The opposition did not
generate 20% opposition, therefore a simple majority vote would grant the
request s bject to the two conditions as stated.

Area.
2) Include graphic example of Exhibit "c" behind legal description in
'write-up.

2) Note that access easement through Lot lOX will be constructed by this
development.

property for Arbor Manors, Phase Two.

Cab Link, 3010 LBJ Freeway, Ste., 1525, Dallas, TX 75234 was present to represent
this case before the Commission and answer any questions. He gave a brief
presentation and stated agreement with staff conditions.

11. General d~scussion concerning planning and zoning issues.
A. Update on Council/Planning agenda actions on July 10, 2007:
a. North Lake College, North Campus Addition, Minor Plat and Replat,
being a replat of Lot 2, Block 2 of the Freeport North Addition, and a
minor plat to allow the development of a college and ancillary uses,
located at the southeast corner of S.H. 121 and W. Sandy Lake Road.
b. Case No. PD-229-L1 Minyard Addition (KTR Capital), zoning change
from LI to PD-229-L1 to allow the retention and expansion of the
existing office/warehouse and office buildings and to allow the
construction of four office/warehouse buildings, located at the
southwest corner of Freeport Parkway and Bethel Road.
c. Minyard Addition (KTR Capital) Lots 1 R, 2R, 3R and 4R, Block 1, Replat,
being a replat of Lots 1 and 2, Block 1, of the Minyard Addition, to
allow the retention and expansion of the existing office/warehouse
and office buildings and to allow the construction of four
office/warehouse buildings, located at the southwest corner of
Freeport Parkway and Bethel Road.
d. Case No. PD-228-HC, Vista Ridge Retail. zoning change from HC to
PD-228-HC to establish a Concept Plan for retail and restaurant uses
and to attach a Detail Site Plan to allow the development of a
grocery store with restaurant, convenience store with fuel sales &
drive-through and retail uses, located at the northeast corner of S.H.
121 and Denton Tap Road.

e. Vista Ridge Retail, Lots 1 AR-7, Block A, Replat, being a replat of Lot
1 A, Block D, Vista Ridge Addition, to establish fire lanes, access and
utility easements to allow the development of retail and restaurant
uses, located at the northeast corner of S.H. 121 and Denton Tap
Road.
f. Case No. PD-1 08R8-H, The Village at Old Coppell, zoning change from
H, PD-108-H and PD-108R5-H to PD-108R8-H to attach a concept plan
for seven lots and a detail plan for two 21 ,050-square- foot two-story
retail/hotel buildings, a 25,141-square-foot two-story
event/conference center, and a 7,812-square-foot pet
bed/breakfast, located along the east side of Coppell Road, south of
Bethel Road.
g. The Village at Old Coppell, Preliminary Plat, to allow the development
of a seven lot, 10.4 acre development, located along the east side of
Coppell Road, approximately 250 feet south of Bethel Road.
h. Professional Services Agreement with Larry O. Hulsey & Company to
provide application review, inspections during construction and drilling
and annual inspections during the operation of oil and gas drilling in the
City of Coppell.
i. Ordinance for Case No. PD-214R2-SF-9 and C, Arbor Manors, zoning
change from C, Rand SF-9 to PD-214R2-SF-9 and C, with a Concept Site
Plan to allow the development of 73 single-family homes located south
of Sandy Lake Road; west of Denton Tap Road.
j. Ordinance for Case No. PD-221 R2-HC, Duke Lesley Addition, zoning
change from PD-221-HC to PD-221 R2-HC to attach a Detail Site Plan to
allow for the construction of an 187,535-square-foot, six-story hotel, with
260 rooms and ancillary uses located along the east side of Point West
Boulevard.
k. Ordinance for Case No. PD-221 R3-HC, Duke Lesley Addition, zoning
change from PD-221-HC to PD-221 R3-HC to attach a Concept Plan for
retail and restaurant uses located at the northwest corner of Belt Line
Road and IH 635.
I. Ordinance for Case No. PD-222R-L1, Duke Lesley Addition, zoning
change from PD-222-L1 to PD-222R-L1 to attach a Detail Site Plan to allow
the construction of an office/warehouse building located west of Belt
Line Road and east of Dividend Drive.
m. Ordinance for Case No. S-1241-C, Fat Daddy's Burger House, zoning
change from C to S-1241-C to allow a restaurant with an outdoor patio
area located at 215 S. Denton Tap Road, Suite 100.
n. Ordinance for Case No. S-11 08R3-A, T-Mobile, zoning change from S-
1108-A to S-ll 08R3-A, to allow for a wireless communication antenna to
be mounted to an existing electric transmission tower, with an
accessory cabinet at the base of the tower, located southwest of
MacArthur Boulevard and the transmission line easement; north of Belt
Line Road.
o. Ordinance for Case No. PD-108R7-SF-9, The Chateaus of Coppell,
amendment of the land use designation on the Comprehensive Land
Use Plan from Public/Institutional to Residential Low Density along
Denton Tap Road and a zoning change from PD-108-L1 to PD-108R7-SF-
9, with a Concept Plan, to allow the development of 56 single-family

homes and common/ open space areas located at the southwest
corner of Bethel and Denton Tap Roads.
During the Pre-Session, Planning Director Gary Sieb advised the Commission of
Council's actions on July 10, 2007, mentioning that all above-mentioned items
were approved by Council.
B. Director's comments:
Planning Director Gary Sieb reminded the Commissioners about the AP A
State Conference in Addison, TX from October 17-20, 2007. If anyone wanted
to attend, let him know by August 3151 at 12:00 noon for the early registration
discount.
