MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, August 1, 2007 at
Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The
following were present: Gary Roden, Bill Lowery, Bradley Snyder, Kenneth Luttmer, Larry Kingsbury,
Matt Hall, Mary Ciminelli, Jason Crawford, Mindi Hurley, Clay Phillips and Councilmembers Marvin
Franklin and Brianna Hinajosa-Flores.
Call to Order

Gary Roden called the meeting to order at 6:01 p.m.
Approval of Minutes

It was moved by Larry Kingsbury and seconded by Ken Luttmer that the minutes of the June 6,
2007 meeting be approved. The motion passed unanimously.
Consideration of a Request by KTR Coppell LLC for a tax incentive for four (4) buildings

consisting of approximately 500,000 sq. ft. of space for office/warehouse space on 79.5 acres,
located at the southwest corner of Freeport Parkway and Bethel Road.

Mick from O’Brien Architects represented KTR Coppell LLC. He shared the following
information.

The proposed project includes four speculative buildings consisting of approximately
500,000 sq. ft. of office/warehouse space.
?
In addition, KTR Coppell LLC will be making improvements to the existing Minyard’s
building.
?
KTR Coppell LLC also asked for a 50% waiver of Roadway Impact and Building Permit
fees.
?
Discussion followed.
?
The group asked for a breakdown of Roadway Impact fees and Building Permit fees to be
presented at the September meeting at which time a waiver will be considered.

It was moved by Jason Crawford and seconded by Jason Bradley that a 5-year, 75% tax
abatement be granted for KTR Coppell LLC with a deadline of three years for completion
of all four speculative buildings. The motion passed unanimously.
Retail Discussion

Mindi presented traffic counts for major thoroughfares in the city of Coppell.
?
The group has asked for retail brokers and developers to attend the next several meetings
to discuss the potential for retail in Coppell. The committee would like to find out how to
attract tenants as well as how to identify the correct tenants for Coppell.

Discussion followed.
?
Mindi will try to find speakers for the next several meetings, and the Committee will then
follow-up with a stakeholders meeting.
General Discussion and Update on Commercial and Industrial Projects

Mindi reviewed the projects under construction and the upcoming openings of businesses.
?
Hard Eight BBQ is open. The Committee will take a tour in the near future.

The Kolberg Project (The Village at Old Coppell) located along the east side of Coppell
Road was approved by Planning and Zoning at the July 19, 2007 Planning and Zoning
Commission meeting.
With no further business to discuss, it was moved by Larry Kingsbury and seconded by Matt Hall
that the meeting adjourn. By unanimous vote, the meeting was adjourned at 7:46 p.m.
