GRANTING A CHANGE IN ZONING FROM PROPERTY ZONED
PLANNED DEVELOPMENT FOR RESIDENTIAL USE BY AMENDING
THE DEVELOPMENT CONDITIONS, EXHIBIT "B" OF PD-145,
ORDINANCE NO. 91500-A-104 TO ADD SPECIFIC PROVISIONS
REGARDING THE CONSTSRUCTION OF STORAGE BUILDINGS,
CARPORTS AND GARAGES ON A 24.6 ACRE TRACT OF LAND, BEING
MORE PARTICULARLY DESCRIBED IN EXHIBIT "A"; PROVIDING FOR

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPEI,I,, TEXAS:
SECTION 1. That the Comprehensive Zoning Ordinance and Map of the City of Coppell,
Texas, duly passed by the governing body of the City of Coppell, Texas, as heretofore amended, be
and the same is hereby amended to grant a change in zoning for property zoned Planned Development
for single-family residential use by amending the Development Conditions, Exhibit "B' of PD-145,
Ordinance No. 91500-A- 104 to add specific provisions regarding the construction of storage buildings,

carports and garages on a 24.6 acre tract of land being more particularly described in Exhibit "A"
attached hereto and made a part hereof for all purposes.
SECTION 2. That Ordinance No. 91500-A-104 is hereby amended by amending the
Development Conditions, Exhibit "B" attached thereto by adopting the Development Conditions as set
forth in Exhibit "B" attached hereto. The property shall be developed and used only in accordance
with Ordinance No. 91500-A-104 as amended herein including the amended Development Conditions
attached hereto as Exhibit "B", and made a part hereof for all purpose. The property shall be subject to
all other provisions of Ordinance No. 91500-A-104 not amended herein.
SECTION 3. That the Amended Development Conditions attached hereto as Exhibit "B"
and made a part thereof for all purposes, be, and the same is hereby approved.
SECTION 4. That the above property shall be used only in the manner and for the purpose
provided for by the Comprehensive Zoning Ordinance of the City of Coppell, as heretofore amended,
and as amended herein.
SECTION 5. That all provisions of the Comprehensive Zoning Ordinance of the City of
Coppell, Texas, in conflict with the provisions of this ordinance be, and the same are hereby, repealed,
and all other provisions, including Ordinance No. 91500-A-104, not in conflict with the provisions of
this ordinance shall remain in full force and effect.
SECTION 6. That should any sentence, paragraph, subdivision, clause, phrase or section of
this ordinance be adjudged or held to be unconstitutional, illegal or invalid, the same shall not affect the
validity of this ordinance as a whole, or any part or provision thereof other than the part so decided to
be unconstitutional, illegal or invalid, and shall not affect the validity of the Comprehensive Zoning
Ordinance as a whole.

SECTION 7. An offense committed before the effective date of this ordinance is governed by
prior law and the provisions of the Comprehensive Zoning Ordinance, as mended, in effect when the
offense was committed and the former law is continued in effect for this purpose.
SECTION 8. That any person, firm or corporation violating any of the provisions or terms of
this ordinance shall be subject to the same penalty as provided for in the Comprehensive Zoning
Ordinance of the City of Coppell, as heretofore amended, and upon conviction shall be punished by a
fine not to exceed the sum of Two Thousand Dollars ($2,000.00) for each offense; and each and every
day such violation shall continue shall be deemed to constitute a separate offense.
SECTION 9. That this ordinance shall take effect immediately from and after its passage and
the publication of its caption, as the law and charter in such cases provide.

COMMENCING at the Northeast corner of Phase II Northlake Woodlands East
Addition, an addition to the City of Coppell as recorded in Volume 83112, Page 4208,
of the Map Records of Dallas County, Texas, said corner being within the right-of-way

WOODRIDGE SECTION FIVE, PLANNED DEVELOPMENT DISTRICT
A. Use Regulations: A building or premise shall be used only for the following purposes:
1. Any use permitted in the "SF-7" District of the Coppell Comprehensive Zoning
Ordinance.
2. Home occupations.
3. Such uses as may be permitted under the provisions of special use permits in
Sections 30-5 and 30-6 of the Coppell Comprehensive Zoning Ordinance.
B. Height Regulations: Thirty-five (35) feet, nor more than two and one-half (2~h) stories
high.
C. Area Regulations:
1. Minimum Size of Yards:
(A) Front Yard: Twenty-five (25) feet.
03) Side Yard: No interior side yard is required, however, a building
separation of ten (10) feet shall be observed between structures.
A side yard adjacent to a street shall not be less than fifteen (15) feet.
Side yard for non-residential structures shall not be less than twenty-five
(25) feet. Any required off-street parking within the side yard area on a
comer lot shall observe a twenty (20) foot side building line.
(C) Rear Yard: Twenty (20) feet.
(D) Lot Width: Forty-five (45) feet.
(E) Lot Depth: One hundred fifteen (115) feet.
D. Minimum Dwelling Size: One thousand (1,000) square feet, exclusive of garages,
breezeways, and porches.
E. Lot Coverage: In no case shall more than seventy percent (70%) of the total lot area
be covered by the combined area of the main buildings and accessory buildings.

F. Parking Regulations: Two (2) off-street spaces per unit located behind the front yard
line. Off-street parking spaces shall be provided in accordance With the requirements
for special uses set forth in Section 31 of the Coppell Comprehensive Zoning
Ordinance. Where lots are adjacent to an alley, the parking area must be accessed off
the alley only. No parking shall be allowed within the front yard. Enclosed parking
and covered parking shall comply with the requirements of Paragraph $, Special
Accessory Building Regulations, and Paragraph K, Revised Detail Site Plans, which
follow.
G. Type of Exterior Construction: At least eighty percent (80%) of the exterior walls of
all structures shall be of masonry construction (see Section 42-80 of the Coppell
Comprehensive Zoning Ordinance) exclusive of doors and windows, and the area
above the top plate line. Each story above the first floor of a straight wall structure
shall be a least eighty percent (80%) masonry exclusive of doors, windows, and the
area above the top plate line.
H. Outside storage areas shall be enclosed and screened from public view.
I. Mechanical Equipment: Mechanical equipment shall be constructed, located and
screened so as not to interfere with the peace, comfort and repose of the occupant(s) of
any adjacent building or residence.
J. Special Accessory Building Regulations: Because of existing space limitations, the
provisions of Section 35 regarding the rear setback of garages and carports~ and the
provisions of Section 35 regarding the side setback of garages and carports, with side
alley access on that side2, shall not apply to Planned Development District 145-R.
Also, because of existing buildings with roof pitches in excess of 6:12 built prior to
current requirements for type of exterior construction, the provisions of Section 35
regarding materials3, and the provisions of Section 35 regarding maximum height of
accessory buildings that are 150 square feet in area or more4 shall not pertain. In lieu
of those requirements, the following regulations shall apply:
1. For All Accessory Structures:
a. Accessory structures shall consist of buildings constructed on the lot. No
building shall be moved on to a lot.
b. Only one accessory storage building shall be permitted in addition to a
carport or garage.

c. Roofs of accessory structures shall be gabled. The minimum pitch shall
be 4:12 (4 units of vertical rise for each 12 units of horizontal span). For
detached structures, the maximum pitch shall be 6:12 (6 units of vertical
rise for each 12 units of horizontal span). For attached structures, the
height may be greater, provided that the height and pitch shall not exceed
that of the roof on the existing principal structure.
d. Roofing material on accessory structures shall closely resemble, both in
color and type, the roofing material on the existing principal structure.
e. Masonry used on accessory structures shall closely resemble in color,
size, mortar and joinfing, masonry used on the existing principal structure.
On lots where the principal building was constructed prior to December 8,
1983, 80% masonry shall not be required. The addition of an accessory
structure, however, shall not reduce for all structures combined, the
percentage of exterior walls consisting of masonry construction.
f. With the exception of glass, paving and foundation materials, all other
exterior materials used on accessory structures shall be primed and painted
to match the color scheme of the exterior paint on the existing principal
structure.
2. For Garages and Carpo_ rts:
a. Garages and carports, either attached or detached, are permitted but not
required.
b. All garages constructed shall be fully enclosed, shall be equipped with
garage doors adequate to accommodate two automobiles side by side, and
shall enclose a minimum concrete pavement area of 18 feet of clear Width
and 19 feet of clear depth. The required garage doors, when facing an
alley and located less than fifteen (15) feet from the near side of the alley
right-of-way, shall be equipped with electronic garage door opening and
closing devices.
c. All carports constructed shall have a finished ceiling and soffit, and shall
cover a minimum concrete pavement area of 18 feet of clear width and 19
feet of clear depth.
d. All garages and carports constructed shall be set back from the rear
property line a minimum of 3 feet.

e. Without submission of a Detail Site Plan revision in accordance with
Section 28 of the Comprehensive Zoning Ordinance and Paragraph K
which follows, a Building Permit may be issued for a garage or carport
which complies with all four of the following specifications:
i. the structure, in plan, is rectangular;
ii. the sides of the structure are parallel and perpendicular to the sides
of the principal structure;
iii. the automobile entrance to the garage or carport is from the rear of
the structure; and
iv. the structure is located no nearer to a rear property line than ten
(10) feet.
f. Prior to the issuance of a Building Permit for any other garage or carport,
a minor revision to the Detail Site Plan shall be submitted in accordance
with Section 28 of the Comprehensive Zoning Ordinance and Paragraph K
which follows.
K. Revision~ to Detail Site Plans: The Director of Planning is designated as the approval
authority for a minor revision to a Detail Site Plan for Planned Development District
145-R. In addition to the site plan submission requirements of Section 28 of the
Comprehensive Zoning Ordinance, a minor revision to a Detail Site Plan shall show:
1. In plan view, the turning radii for two cars to enter from the alley and back into
the alley, with a minimum turning radius of 24 feet.
2. Architectural elevations sufficient to show
a. Adjacent fences, landscaping and other obstructions to visibility when
backing a vehicle into the alley.
b. Roof pitch and roofing material.
c. Exposed column and beam sizes and materials, with columns no less than
3~A inches wide for each 7 feet of clear height.
d. Materials and color specifications, including cave and gable trim, gutters
and downspouts.
e. Garage doors, with height and width dimensions.

If the Director of Planning disapproves the proposed minor revision to a Detail Site
Plan, the applicant may seek approval of the proposal from City Council through the
procedures for site plan review specified in Section 28 of the Comprehensive Zoning
Ordinance.
