AN ORDINANCE OF THE CITY OF COPPELL, TEXAS,
AMENDING THE COMPREHENSIVE ZONING ORDINANCE AND MAP
OF THE CITY OF COPPELL, TEXAS, AS HERETOFORE AMENDED, BY
GRANTING A CHANGE IN ZONING FROM "PD-C" (PLANNED
DEVELOPMENT, COMMERCIAL) TO "PD-C-S.U.P." (PLANNED
DEVELOPMENT-COMMERCIAL, SPECIAL USE PERMIT) TO ALLOW A
PRIVATE CLUB FOR A RESTAURANT DESCRIBED IN EXHIBIT "A"
ATTACHED HERETO; PROVIDING FOR THE APPROVAL OF THE SITE
PLAN, FLOOR PLAN/EQUIPMENT SCHEDULE, AND SIGN CRITERIA
ATTACHED HERETO AS EXHIBITS "B", "C" AND "D", RESPECTIVELY;
PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY
OF FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS
($2,000.00) FOR EACH OFFENSE; AND PROVIDING AN EFFECTIVE
DATE.
WHE~S, the City Planning and Zoning Commission and the governing body of the City of
Coppell, Texas, in compliance with the laws of the State of Texas and pursuant to the Comprehensive
Zoning Ordinance of the City of Coppell, have given requisite notices by publication and otherwise,
and after holding due hearings and affording a full and fair hearing to all property owners generally, and
to all persons interested and situated in the affected area and in the vicinity thereof, the said governing
body is of the opinion that Zoning Application No. S-1116 should be approved, and in the exercise of
legislative discretion have concluded that the Comprehensive Zoning Ordinance and Map should be
amended.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELI,, TEXAS:
SECTION 1. That the Comprehensive Zoning Ordinance and Map of the City of Coppell,
Texas, duly passed by the governing body of the City of Coppell, Texas, as heretofore amended, be
and the same is hereby amended to grant a change in zoning from "PD-C" (Planned Development,
Commercial) to "PD-C-S.U.P." (Planned Development-Commercial, Special Use Permit) to allow a
private club for a restaurant use with special conditions for property described in Exhibit "A" attached
hereto and made a part hereof for all purposes.

SECTION 2. That the above change in zoning for Special Use Permit to allow for private
club use is hereby granted, subject to the following spedal conditions.
1. Maximum total indoor seating capacity of 156 and maximum total outdoor patio
seating capacity of 60.
2. Compliance with all the conditions spedfied in Section 30-16 of the Zoning Ordinance
relative to Special Use Permits for restaurants.
3. The property shall be developed and used only in accordance with the Site Plan, Floor
Plan/Equipment Schedule, and Sign Criteria attached hereto as Exhibit "B", "C", and
"D" respectively, and made a part hereof for all purposes.
SECTION 3. That the Site Plan, Floor Plan/Equipment Schedule, and Sign Criteria attached
hereto as Exhibits '~", "C", and "D", respectively, and made a part hereof for all purposes, is hereby,
approved.
SECTION 4. That the above property shall be used only in the manner and for the purpose
provided for by the Comprehensive Zoning Ordinance of the City of Coppell, as heretofore mended,
and as amended herein.
SECTION 5. That all provisions of the Comprehensive Zoning Ordinance of the City of
Coppell, Texas, in conflict with the provisions of this ordinance be, and the same are hereby, repealed,
and all other provisions not in conflict with the provisions of this ordinance shall remain in full force
and effect.
SECTION 6. That should any sentence, paragraph, subdivision, clause, phrase or section of
this ordinance be adjudged or held to be unconstitutional, illegal or invalid, the same shall not affect the
validity of this ordinance as a whole, or any part or provision thereof other than the part so decided to

be unconstitutional, illegal or invalid, and shall not affect the validity of the Comprehensive Zoning
Ordinance as a whole.
SECTION 7. An offense committed before the effective date of this ordinance is governed by
prior law and the provisions of the Comprehensive Zoning Ordinance, as amended, in effect when the
offense was committed and the former law is continued in effect for this purpose.
SECTION 8. That any person, firm or corporation violating any of the provisions or terms of
this ordinance shall be subject to the same penalty as provided for in the Comprehensive Zoning
Ordinance of the City of Coppell, as heretofore amended, and upon conviction shall be punished by a
fine not to exceed the sum of Two Thousand Dollars ($2,000.00) for each offense; and each and every
day such violation shall continue shall be deemed to constitute a separate offense.
SECTION 9. That this ordinance shall take effect immediately from and after its passage and
the publication of its caption, as the law and charter in such cases provide.

GENE~__,L.L - The sign Criteria as set forth herein shall govern all outdoor signage to be
used or displayed by the Tenants of"Valley Ranch Plaza". This will insure quality signage
throughout the center while maintaining architectural standards pleasing to all Tenants.
Consideration will be given to allow maximum flexibility of sign designs, individualiw and
creativity within the limits described below:
1. COPY PE.R~...~D
Sign copy shall be limited to the name under which Tenant is doing business.
When Tenant has a logo or trademark used in conjunction with his name, he
may seek Landlord's approval for its use on his signage. Such lo§os will be
required to meet location, color and other specifications defined herein unless
approved in writing by Landlord. Logos will be permitted only as an inte~al
part of the lettering of the sir. No product iogos are permitted.
2. SIGN CRITERIA / SPECIlelCATIONS
All Tenant signs must be designed, fabricated and installed to comply with the
following criteria and specifications:
A. Sign Types: Ali signs must be individual internally illuminated neon
channel letters with plastic translucent fac, es. Painted faces are not
acceptable.
B. Letter Styles: No particular style has been specified, however, the
Tenant must secure the Landlord's prior written approval.
C. Number of Signs: Each Tenant will be allowed one sip per storefront
not to exceed 70% of storefront width.
D. Area: The sign areas are limited to one (1) square foot of sign area of
each lineal foot of lease space fi-ontage.
E. Letter Size: The maximum height of any letter or logo shall be 30". A
maximum of two lines of copy shall be permitted. All si~m~age shall
comply with the attached elevations with regard to size and placement.
All letters shall be a uniform 5" in depth. Signage shall be located so as
to align the center line of the signage with the center line of the
Tenant's storefi'ont width, or centered on building tower.
F. Letter Colors: The plastic (acry. li.c'l face color of all letters and
approved logos shall be the following:
1. White: Rohm& Haas plexiglass
-Fhe aluminum retainer ring shall be "Awlgrip" 325 Black Urethane

The aluminum channel shall be Black Anodized Finish or "Awlgrip"
325 Black urethane Paint (I-12008).
3. SIGN CONSTRUCTION
A. Letter channels (Returns): All letter returns shall be formed from
aluminum in minimum thickness of.063 inches. Depth of channels shal)
be 5 inches.
B. Letter Backs: Letter backs and retainer rings are to be made of
aluminum in minimum thickness of.090 inches. Armorply, ply'metaL
foam, styrene, or any other inflammable material sh~ not be used
under any circumstances.
C. Letter Faces: Ali letter faces are to be Rohm& Haas pigmented
plexiglass, thickness of. 1875 inches.
D. Drain holes shall be placed at the bottom of each letter.
4. ELEC _TRI_ C_AL~ ~QU_IREMEN~_.S
A. White faoed letters shall be illuminated with 13mm 60MA neon - ~500
white. Letters with stroke width greater than 4 inches shall have two
/ tubes of neon. Transformers shall be ali copper wound "France"' or
· "Jefferson" transformers, with no more than 50 feet of neon loaded per
transformer. All transformers to be installed in transformer boxes for
fire protection. Transformer boxes to be located behind signband
fascia.
B. No secondary wiring running between individual letters shall be
permitted. Amp load shall be computed and shown on drawings.
5. 1~..STALLATION
A. Individual letter shall be pin-mounted or keyhole bracket mounted such
that the letter is held against the spandrel brick. All letters shall be
mounted to meet U.L. Standards.
B. All mounting and electrical connections shall be made ~
C. No exposed raceways or transformers axe permitted.
6. STORI~_FRQNT A_ND SERVICE DOOR SIGNAGE
A. Storefront Sigr~age: Permanently painted or attached door signs are
not permitted. Refer to attached drawing for s~orefront signage
criteria.
B SeaMce Door Signs: Signage at these doors will be limited to the
Tenant's name and suite number, in white Helvetica style, a maximum
of' 6" high, centered on door face, 5' - 6" above bottom of door.
However, m ail cases a check must be made with the City of Coppell
