PLANNING AND ZONING COMMISSION
The Planning and Zoning Commission of the City of Coppell met in pre-session at 6 p.m., and in
regular session at 6:30 p.m., on Thursday, December 20, 2007, in the Council Chambers of Coppell
Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following members were present:

Also present were Planning Director, Gary Sieb; Assistant Planning Director, Marcie Diamond
Graduate Engineer, Michael Garza and Secretary, Juanita Miles.
Chair Eddie Haas and Vice Chair John Fox were absent.
PRE-SESSION (Open to the Public)
1. Briefing on the Agenda.
Staff briefed the Commission on the cases. Planning Director Gary Sieb mentioned that there
will be a joint meeting of the City Council, Planning & Zoning Commission and the Economic
Development Committee scheduled for January 29,2008 at 6:00 p.m.
REGULAR SESSION (Open to the Public)
2. Call to Order.
Commissioner Kittrell called the meeting to order.
3. Approval of minutes dated November 15, 2007.
Commissioner Shipley made a motion to approve the minutes of November 15, 2007, as
written. Commissioner Shute seconded; motion carried (4-0) with Commissioners Shute,
Sangerhausen, Shipley and Kittrell voting in favor; none opposed. Commissioner Frnka was
absent for this meeting; therefore his vote was not counted.
4. PUBLIC HEARING: Consider approval of Case No. PD-228R-HC. Bank of America zoning
change request from PD-228-HC (Planned Development-228-Highway Commercial) to PD-
228R-HC (Planned Development-228 Revised-Highway Commercial) to attach a Detail Site
Plan to allow the development of a 4,634-square-foot bank with five drive-thru lanes on 1.028
acres of property located at the northeast corner of S.H. 121 and Denton Tap Road at the
request of Mike Clark, Winkelmann and Associates, Inc.

Presentation:
Planning Director Gary Sieb introduced this item to the Commission, showing exhibits,
elevations and color board. Mr. Sieb stated that staff recommends approval with nine
conditions which he read into record. He added that four notices were sent to property
owners within 200' of this request; no responses returned for or against. There was one phone
call in which the adjacent property owner stated no problems with the proposed plan.

Discussion
Questions and comments from the Commission to the applicants were as follows:
o Increasing the amount of landscaping area by removing the bypass lane.
o Better defined the enhanced paving materials for the sidewalk on the east side of
the building.
o Color of ATM's (will be a neutral gray).
o A TM lighting requirements, and if the site lighting would affect adjacent sites.
o The need for five drive-thru lanes instead of three or four lanes.
o Meeting the conditions from staff concerning the sign requirements.
o The logo on the monument sign should not be more than 20% of total sign area.
o The landscaping shortages.
o Meeting the landscaping requirement by removing the non-required parking spaces
and replacing them with landscaping.
Public Hearing:
Commissioner Kittrell opened the Public Hearing, asking for people who wanted to speak either
in favor or opposition or wanted to comment on this request to come forward. No one spoke.
Commissioner Kittrell closed the public hearing.
Discussion:
There was no additional discussion.
Action:
Commissioner Kittrell made a motion to approve Case No. PD-228R-HC. Bank of America.
zoning change request from PD-228-HC (Planned Development-228-Highway Commercial) to
PD-228R-HC (Planned Development-228 Revised-Highway Commercial) and to attach a Detail
Site Plan with the following conditions:
1. Show distance between drive-thru lanes on Site Plan.
2. Note on Site Plan that pedestrian paved area will be in five foot grids. and change
paving surface.
3. Dimension total width and length of landscape area in front of drive-thru lanes.

4. Exterior Finish Schedule Attachment exhibit needs to change elevation titles to indicate
direction of elevation. not right, front. left. back.
5. Dimension copy size on monument sign including logo.
6. Overall signage is 12 feet greater than allowed. Reduce signage to comply with code.
7. Site Plan needs to reflect a landscape island at west entry parking lot, in front of
building.
8. Landscaping is 2900 to 3300 square feet short. Additional landscaping needs to be
provided more in line with code requirements.
9. Paving total width of north and east circulation lanes will be accomplished with
development of this property.
10. That the applicant look to reduce the landscaping shortage to within 500 feet of code by
using the following range of options:
./ a lane reduction from five to four lanes,
./ as agreed. the bypass lane will be eliminated and.
./ reducing some of the parking space overage.
Commissioner Frnka seconded; motion carried (5-0) with Commissioners Shute. Frnka.
Sangerhausen. Shipley and Kittrell voting in favor. None opposed.
5. General discussion concernino plannino and zoning issues.
A. Update on Council planning agenda actions on December 11,2007:
a. Case No.PD-232-C, Chicken Express, zoning change from C to PD-232-C and Minor Plat to
allow the construction of a 3.348-square-foot freestanding restaurant with drive-thru, drive-
in and eat-in service on property located on the north side of E. Belt Line Road.
approximately 175 feet east of S. Denton Tap Road.
b. Ordinance for Case No. PD-231-H, Oroza Office Addition, Lots 1 & 2. Block A. zoning
change from H to PD-231-H to allow the construction of a two-story. 3.620-square-foot
office building and the retention of the existing residence on property located at 528 and
532 Coppell Road.
c. Ordinance for Case No. S-1244-L1. Rolling Oaks Memorial Center zoning change from LI to
SUP-1244-L1 to allow the development of a Municipal Cemetery and ancillary uses.
including a Mortuary. Columbarium, Pavilion and burial areas on property located at the
northeast corner of Ruby Road and Freeport Parkway.
During the Pre-Session. Planning Director Gary Sieb advised the Commission of Council's
actions on December 11, 2007, mentioning that all above-mentioned items were approved by
Council.
