A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COPPELL,
TEXAS, CREATING THE COPPELL ECONOMIC DEVELOPMENT COMMITTEE;
ESTABLISHING MEMBERSNIP; PROVIDING DUTIES AND RESPONSIBILITIES;
PROVIDING FOR THE REPEAL OF ANY AND ALL RESOLUTIONS IN CONFLICT;
PROVIDING FOR SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City of Coppell promotes economic development within the City of
Coppell; and
WNE~REAS, the City of Coppell desires to include the Coppell Independent School
District and the Coppell Chamber of Commerce.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COPPELL,
TEXAS:
SECTION 1. That the City Council hereby creates the Coppell Economic Development
Committee.
SECTION 2. That the Committee shall be comprised of nine (9) members to be selected
as follows:
Four (4) members and one (1) alternate shall be selected by the CoppeH
Chamber of Commerce and appointed by the Coppell City Council for two
(2) year terms;
Four (4) members and one (1) alternate shall be appointed by the Coppell
City Council for two (2) year terms;
One (1) member and one (1) alternate shall be selected by the Coppell
Independent School District and appointed by the Coppell City Council for
a one (1) year term;
The Coppell City Manager, Coppell Director of Planning & Community
Services, the President of the Chamber of Commerce and any other
appropriate person shall be non.voting ex officio members of the
Committee.
SECTION $. That the duties and responsibilities of the Committee shall be as follows:
A. Act in an advisory capacity only to the City Council in matters that pertain
to economic development and shall not have any responsibility or authority
over the public officials or employees of the City in the implementation of
policies or programs for economic development for the City.
B. Act in a an advisory capacity to the City Council regarding applications for
tax abatement, sales tax rebate or economic development incentives under
§ 380.001 of the Tex. Local Gov't Code.
C. The Committee shall receive suggestions and recommendations from
citizens relating to economic development.
D. Create and stimulate public support for the economic development
activities of the City.
E. Recommend to Coppell City Council economic development programs.
F. Review the effectiveness of Coppell Economic Development programs and make
appropriate recommendations for improvement or change.
G. The Committee shall investigate and recommend to the Coppell City Council
various methods of advertising and promoting the growth and development of
Coppell.
H. Adopt by-laws for the Committee.
I. Recommend a City-wide economic and business development strategy including,
but not limited to:
1. A City assessment.
2. Goals and objectives.
3. Development targets.
4. Marketing plan.
5. Implementation plan.
J. Recommend to the City Council economic and bus'mess development priorities on
a City-wide basis.

K. The Committee will consult with any potential or existing business requiring
assistance in the preparation of a business plan or any other assistance needed for
their satisfactory relocation, expansion, or retention.
L. The Committee will maintain contact with economic development allies in the
metroplex and the State of Texas. Visibility for the City will be maintained
through attendance at economic development professional association meetings,
conference, etc.
M. The Committee will keep the City Manager informed of major activities.
N. The Committee will insure the maintenance of a statistical data base for use in
responding to economic development inquiries.
O. The Committee will insure the maintenance of an inventory of land sites and
available facility space including building specifications and contact persons.
SECTION 4. All resolutions of the City of Coppell heretofore adopted which are in
conflict with the provisions of this resolution be, and the same are hereby repealed, and aH
resolutions of the City of Coppell not in conflict with the provisions hereof shall remain in full
force and effect.
SECTION 5. If any article, paragraph, subdivision, clause or provision of this resolution, as
hereby amended, be adjudged invalid or held unconstitutional for any reason, such judgment or holding
shall not affect the valich'ty of this resolution as a whole or any part or provision thereof~ as amended
hereby, other than the part so declared to be invalid or unconstitutional.
SECTION 6. This resolution shall take effect immediately from and after its passage, and
it is accordingly so resolved.
