January 9, 2008
MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, January 9, 2008 at
Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The
following were present: Bill Rohloff, Gary Roden, Bill Lowery, Bradley Snyder, Kenneth Luttmer, Dornell
Reese, Amanda O’Neal, Eric Hansen, Matt Hall, Scarlett Hovland, Mindi Hurley, Chad Beach, Clay
Phillips and Councilmembers Marvin Franklin and Brianna Hinojosa-Flores.
Call to Order

Bill Rohloff called the meeting to order at 6:05 p.m.
Approval of Minutes: November 7, 2007

It was moved by Bill Lowery and seconded by Eric Hansen that the minutes of the
November 7, 2007 meeting be approved. The motion passed unanimously.
Presentation of Stream-lined Sales Tax

Chad Beach, Assistant Finance Director for the City of Coppell reviewed the history and
progression of the Stream-lined Sales Tax.
?
Chad presented the Sales/Use Tax Analysis report prepared by Kasner & Associates. The
report outlined the effects of Stream-lined Sales Tax Legislation.
?
The City of Coppell has a potential loss of $9 million in sales tax funds.
?
Discussion followed.
?
City staff continues to work with the Coalition for Appropriate Sales Tax Law Enactment
(CASTLE) in preparation for the 2009 Legislation when the Stream-lined Sales Tax issue
will be addressed.

City staff will continue to monitor and provide information to the committee.
Discussion of Retail

Mindi provided a map of the surrounding retail locations.
?
The following retail issues were discussed:
1. Retail Signage
2. Retail opportunities that would not be affected by the Stream-lined Sales Tax.
3. Retail being a place of destination.
4. Hot Spot list for retail opportunities.

Mindi asked that each member of the committee identify any retail building concerns they
may have and email to her before the Feb. 6 meeting.
Discussion of Incentives

Mindi provided a summary of surrounding city incentives offered for retail retention.
?
Mindi reviewed the City of Coppell’s current business incentives.

Discussion followed.
?
Mindi will prepare a draft of stair-step incentives for retail retention. The draft will be
reviewed at the Feb. 6 meeting.

Discussion of January 29 Joint Meeting

Clay Phillips, Deputy City Manager announced that the City Council will meet in a joint
work session with the Planning & Zoning Commission and the Economic Development
Committee on Tuesday, Jan. 29, 2008 at 6 p.m. The meeting will be held at Fire Station
#3, 133 Parkway Blvd.
?
The purpose of the joint session is to link communication with the City Council, Planning
& Zoning Commission and the Economic Development Committee concerning
development and redevelopment issues.
?
The agenda for the meeting will be forthcoming. Mindi will email the agenda to the
committee. Mindi asked that the members email her to rsvp for the meeting.
General Discussion and Update on Commercial and Industrial Projects

Mindi shared an invitation to the groundbreaking for Market Street on January 18 at
2:30 p.m. She asked that members arrive at 2:15 p.m. She asked that the members rsvp to
her by email.

Mindi reviews projects under construction and businesses that are now open or opening
soon.
With no further business to discuss, it was moved by Eric Hansen and seconded by Brad Snyder
that the meeting adjourn. By unanimous vote, the meeting was adjourned at 8:00 p.m.
