BM 2008-02-06 EcDev COPPELL ECONOMIC DEVELOPMENT COMMITTEE February 6, 2008 MINUTES The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, February 6, 2008 at Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following were present: Bill Rohloff, Gary Roden, Bradley Snyder, Kenneth Luttmer, Dornell Reese, Eric Hansen, David Geeslin, Mary Ciminelli, Scarlett Hovland, Mindi Hurley, Clay Phillips and Councilmember Brianna Hinojosa-Flores. Call to Order 1. Bill Rohloff called the meeting to order at 6:05 p.m. Approval of Minutes: January 9, 2008 2. It was moved by Gary Roden and seconded by Brad Snyder that the minutes of the January 9, 2008 meeting be approved. The motion passed unanimously. Follow-up Discussion from January 29, 2008 Joint Meeting 3. ? Mindi reported on the joint meeting between the Economic Development Committee, Planning and Zoning, and the City Council was very productive. ? Upcoming joint meeting dates and times for future joint meetings have not been determined. ? Gary Roden shared that subcommittees for Coppell 2030 would be selected on February 18. He encouraged the members to consider volunteering. Discussion of Incentives 4. ? Mindi presented four different incentive options for proposed changes to the incentive policy. ? Discussion followed. Mindi will draft a proposal of changes to the incentive policy based on discussion. She will present draft at the March meeting. ? Discussion included concerns on the effect the stream-lined sales tax issue would have on Coppell. ? The committee asked Mindi to draft a letter to businesses in Coppell explaining how the stream-lined sales tax would affect the City of Coppell. Mindi will schedule a meeting in the near future with the developers and committee for discussion on the stream-lined sales tax issue. ? The committee asked Chad Beach, Assistant Finance Director for examples of the effects that the stream-lined sales tax would have on the City based on individual businesses. EXECUTIVE SESSION Convene Executive Session (Closed to Public) 5. A. Section 551.087, Texas Government Code – Economic Development Negotiations. 1. Economic Development Prospects on the west side of Coppell. Bill Rohloff convened into Executive Session at 7:00 p.m. as under the above-stated article and discussed Item 1. Rohloff recessed the Executive Session at 7:10 p.m. and opened the Regular Session. Discussion of Retail 6. ? Mindi distributed a news article regarding a sales tax incentive offered by the City of Corpus Christi that attracted developments to the city. ? Mindi reviewed the feedback regarding identified retail building concerns submitted by the committee members. ? Discussion followed. ? Mindi distributed a list of the retail hot spots located in Coppell. ? Discussion followed. ? Mindi distributed a listing of restaurants located in Southlake. Case Study: Coppell Crossing 7. ? Mindi introduced a case study of a retail development for discussion. ? Case studies will be addressed each month regarding retail hot spots. ? Discussion followed regarding Coppell Crossing ? Mindi will review the incentive suggestions that resulted from discussion. General Discussion and Update on Commercial and Industrial Projects 8. ? Mindi reviewed projects under construction and businesses that are now open or opening soon. ? The red team met to offer an incentive for a redevelopment. ? A gas well permit application, north of Bethel Road, east of the city limit line, on the Fellowship Church property will be discussed at the February Development Review Committee. With no further business to discuss, it was moved by Brad Snyder and seconded by Dornell Reese that the meeting adjourn.
