COPPELL ECONOMIC DEVELOPMENT COMMITTEE
April 2, 2008
MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, April 2, 2008 at Coppell
Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following
were present: Gary Roden, Bill Lowery, Dornell Reese, Matt Hall, Bradley Snyder, David Geeslin, Mary
Ciminelli, Scarlett Hovland, Mindi Hurley, Deputy City Manager Clay Phillips and Councilmembers
Brianna Hinojosa-Flores and Marvin Franklin.
Call to Order

Gary Roden called the meeting to order at 6:10 p.m.
Approval of Minutes: March 5, 2008

It was moved by Matt Hall and seconded by Dornell Reese that the minutes of the
March 5, 2008 meeting be approved. The motion passed unanimously.
Discussion of Incentives

Gary Roden welcomed and introduced the following developers who were in attendance:
Dan Tatsch representing Hillwood, Ben Appleby and Blair Oden representing Duke Realty
Corp., Reid Caldwell and Henry Knapek representing Transwestern and Todd Jones
representing Republic Property Co.

Clay Phillips reviewed the history and progression of the Stream-lined Sales Tax and the
effect this would have on the City of Coppell.

Mindi Hurley reviewed the incentives that are now in effect to attract businesses.
?
Discussion followed with input from both the committee and the developers regarding
incentives.
1. Incentives that would benefit the city and the developer / tenant.
2. Sales tax revenue versus property tax revenue.
3. Offer incentives that will attract sales tax revenue.
4. Offer additional abatements for businesses generating sales tax.
5. Offer incentives for retention.
6. Keep open communication between the city and the developer / tenant regarding
the progression of the Stream-lines Sales Tax.
7. No definitive decision was made regarding incentives. Discussion will continue at
future committee meetings.
Coppell 2030 Update

Gary Roden shared with the committee that Coppell 2030 has formed its 5 sub-committees
and that the Economic Development Committee is well represented. The 5 sub-committees
are as follows:
1. Building A Sense of Community
2. Special Place to Live
3. Community Wellness & Enrichment
4. Business Prosperity
5. Sustainable City Government

Coppell 2030 committees meet once a month. Gary will continue to keep the committee
apprised of the progression regarding Coppell 2030.
General Discussion and Update on Commercial and Industrial Projects

Mindi thanked the developers for their attendance and shared information with the
committee.

Mindi shared that the Callejo property may be closed on within the near future.

Mindi shared that Duke Realty and Transwestern are short-listed at this time for a major
office project.

Mindi reviewed projects under construction and businesses that are now open or opening
soon.
With no further business to discuss, it was moved by Matt Hall and seconded by Bradley Snyder
that the meeting adjourn. By unanimous vote, the meeting was adjourned at 7:40 p.m.
