LIBRARY BOARD MINUTES
January 10, 2008
The William T. Cozby Public Library Advisory Board met in regular session on Thursday,
January 10, 2008 in the library program room at the William T. Cozby Public Library.
1. CALL TO ORDER: The meeting was called to order by Chair, Marcia Raines at 7:03
p.m. Other board members present were Meme Collins- Tabuena, Mahesh Gaduru, Jennifer
Johnson, Eric Ratcliff, Thomas Trahan, Nancy Maurer, Kathy Ross, Nancy Tao, Whitney Sun
and Paul Chung. Staff in attendance were Assistant Library Director, Connie Moss, Librarian
Supervisor Public Services, Ellen Ko and Sf. Administrative Technician, Janet Lance.
2. OPEN MEETINGS ACT CERTIFICATES: The City Secretary's Office has received
the Open Meetings Act Certificates from all new board members.
3. APPROVAL OF MINUTES FROM THE NOVEMBER 8, 2007 REGULAR
BOARD MEETING: Meme Collins- Tabuena moved to approve the minutes and Tom Trahan
seconded the motion. All were in favor and the minutes were approved.
4. REAFFIRMATION OF APPROVAL OF OCTOBER 11, 2007 MINUTES: Jennifer
Johnson moved to approve the minutes and Tom Trahan seconded the motion. All were in favor
and the minutes were approved.
5. CITIZENS APPEARANCES: None
6. LIBRARY DIRECTOR'S REPORT:
. Comments/Suggestions: Suggestions relating to the acquisition of new books,
movies and periodicals were given to Public Services staff for evaluation and follow-
up. Staff personally contacts those who leave contact information for all suggestions.
Staff responded to the request regarding usage of Internet while fines are on patron's
record.
. Workload Indicators & Year End Statistics: In December, gate count increased
3% and overall circulation increased 4% with book circulation up 10%, including a
6% increase in children's.
. October Project Update: Fiscal Year to December 31,2007, 65 non-reciprocal non-
comparable cards were sold. Connie Moss reported that items lost due to project are
low with 13 individuals not returning 28 items.
. Texas State Library Report 2007 - Board Chair Signature: Signature of Chair,
Marcia Raines required on the TSL and Archives Commission Annual Report.

7. MATERIALS SELECTION PROCESS: Ellen Ko presented to the board information
on selecting materials for the library. Board members reviewed a variety of catalogs that are
used in selecting materials for the library. Media demonstration showing best sellers, review and
order materials by using Brodart BIBZ, sign up for Book News, and Dear Reader. com were
presented by Ellen Ko and Connie Moss.
8. LIBRARY ANECDOTES: Connie Moss shared with the board members recent
anecdotes related to the library.
9. 501 C-3 FOUNDATION: Tom Trahan stated that the non-profit Coppell Library
Foundation has been renewed with the State of Texas and the franchise taxes have been paid.
Awaiting the IRS letter recognizing the foundation and granting its 501 C-3 non-profit status.
10. COPPELL 2030 UPDATE: Meme Collins-Tabuena reported that the Coppe1l2030
Steering Committee has created five sub-committees:
Building a Sense of Community
Special Place to Live
Community Wellness & Enrichment
Business Prosperity
Sustainable City Government.
Meme stated that she was taking names of anyone that would be interested in serving on one of
the sub-committees.
11. ADJOURNMENT: Chair, Marcia Raines adjourned meeting at 8:05 p.m.

SUBJECT: December Director's Report for Library Advisory Board
We will not meet in December. November continued the trend observed in October with the
non-reciprocallnon-resident library card fee. We are a little less busy and the pace is less harried.
We had only a single suggestion!
Workload Indicators. In November, several workload indicators decreased slightly. Fiscal
Year to date, 61 library cards ($2440) have been sold. Slight decreases in workload were as
follows: gate count 2.17%, overall circulation 4.89%, book circulation 1.31 % and Internet/WiFi
3.58%. You may notice that the number of new patrons increased considerably. This is due to
the fact that prior to October 1 when we changed borrowing policies, library patrons both
resident and non-resident, were deleted from the patron database if they did not have anything
checked out and if they had not used the library in one year. If you recall, we had to verify
identification for all cardholders. Cleaning out the database was the most practical way to do
that. In normal operations, this is done on a lesser scale every year.
Loan Star Libraries SFY 07/08: The funds have been received from the State. We are
evaluating quotes for the display cubes and will order in December. Given the success of the
displays, we have decided to order four sets of cubes and place two sets in children's, one in Y A
and one in adult. Staff have once again rearranged Young Adult and placed some reading chairs
in that area to see if there is sufficient room for the love seat.
Open Meetings Act training: As a reminder, new board members have until December 31,
2007 to complete the Open Meetings Act training. Training can be completed any place
where you have access to the internet at

follow the instructions for the completion certificate and send a copy of the certificate to
Janet Lance. Janet will send to the City Secretary's Office where they will be kept on file.

11/04/07 - Faster computers please. My emailed response to the suggestor: Thank you for
taking the time to complete a Compliments and Suggestions Survey at the William T. Cozby
Public Library form at the library. You have requested faster computers. We recently installed
MS Office Professional Suite on the public computers in response to citizen requests as the
Coppell Independent School District expects students to be familiar with the Publisher software.
Publisher is included in the Professional Suite. The down side of the installation is that the
computers are slower. We considered this before we upgraded but decided to upgrade to help
students with their school work. We have requested that the public computers be replaced as a
part of the City Five-Year Planning process. Since all computers are configured with the same
software, we will replace all of them at the same time. The city considers all such requests at the
budget time and funds these requests based on revenue and needs. Thanks again for your input.
Update on August 16,2007 suggestion regarding increasing the availability of Live Homework
Help and extending evening hours - we are finalizing negotiations with the vendor. We will be
paying substantially more for the service for FY 07/08. For FY 08/09 we will budget as an
exceptional item for the city to review if the cost increases at a rate higher than inflation.
Please put January 10, 2008 on your new calendar for the next meeting. Happy Holidays and a
safe and healthy New Year to the best Board in the City.

SUBJECT: January's Director's Report for Library Advisory Board
I hope you all have had a safe and healthy holiday season. The New Year's first Board meeting
will be on Thursday, January 10, 2008 and will be held in the Library Program Room.
Workload Indicators. In December, workload indicators performed well with the reduced
demand from non-resident borrowers which continues to show up in reduced Internet demand.
Gate count increased 3% and overall circulation increased 4% with book circulation up 10%,
including a 6% increase in children' s. We believe the increases can be attributed to the
wonderful book displays that public services staff have been creating. They have been very
popular. Program attendance was down slightly which we attributed to the later Santa Claus
program. We will try and schedule earlier, depending on the availability of our Santa Claus (Jim
Witt, City Manager). We continue to see a decrease in Internet usage which for us is welcomed
as we do not have the waiting queue that we have had in the past. Fiscal Year to December 31,
2007, 65 non-reciprocallnon comparable cards were sold.
Loan Star Libraries SFY 07/08: The funds have been received from the State. Four sets of
custom display cubes and the love seat for the Y A area were ordered. Weare still evaluating
poster vertical display units for the lobby.
Open Meetings Act training: As a reminder, new board members had until December 31,
2007 to complete the Open Meetings Act training.

12/08/07 - I think we should be able to be on while we have fines. I need the Internet to do my

Thank you for your comment about internet access while carrying fines on your account.
Although we don't allow users to check out an internet station if they owe fines on their
account, we have info stations available that give you limited internet access and don't
require a library card for checkout. The info stations link to our internet databases, which
would be excellent resources for completing your homework. Microsoft Word and Excel
are also available on the info stations, so you could type and print a paper. Stop at the
Information Desk next time you are in the library, they will be happy to show you how to
use the info stations.
Did you know that you can payoff your fines a little at a time? You don't have to make
one big payment. Anyone at the Library Accounts desk can help you with that.
