MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, August 6, 2008 at
Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The
following were present: Bill Rohloff (via Conference Call) Gary Roden, Bill Lowery, Amanda O’Neal, Eric
Hansen, Matt Hall, Kenneth Luttmer, Bradley Snyder, David Apple, Scarlett Hovland, and Mindi Hurley.
Call to Order

Gary Roden called the meeting to order at 6:05 p.m.
Approval of Minutes: June 4, 2008

It was moved by Ken Luttmer and seconded by Amanda O’Neal that the minutes of the
June 4, 2008 meeting be approved. The motion passed unanimously.
Project Pathology

Project Meat

Mindi introduced Dean Jacobs with Project Meat
?
Mr. Jacobs explained that Project Meat is Cargill Meat Solutions, which is a processor
and distributor of fresh beef, pork and turkey, cooked and marinated meats.

Cargill’s proposed facility will be located at 777 Freeport Crossings, Suite 120 (Minyard’s
Building). They will lease approximately 100,000 sq. ft. of the existing building. Cargill
plans to lease the building for 20 years. The existing facility will be improved from a dry
warehouse to a food-grade production facility.

KTR Capital Partners currently owns the real property at 777 Freeport Crossing. The real
property value is estimated to be $25,714,280. KTR will be adding approximately
$16,000,000 in real property improvements for Cargill, Inc.

Construction would begin the end of August with a completion date of early 2009. The
company employs 14 salaried employees and 130 hourly employees with 95% or more of
the employees will be drawn from the metroplex.

Cargill will make their decision in 2 weeks for their location.

Mindi reviewed Cargill’s and KTR Capital Partners tax abatement application.

It was moved by Bradley Snyder and seconded by Kenneth Luttmer that Cargill be granted
a 50% waiver on their building permits. A 5-year, 75% tax abatement on the business
personal property be granted to Cargill with a 20 year lease. A 5-year, 75% tax abatement
on the real property for the improvements to the building be granted to KTR. The motion
passed unanimously.
5. Discussion of Collateral Materials

Mindi informed the committee that a budget is available for the printing of collateral
materials.

Mindi reviewed information to be included in materials.

The following suggestions were made by the committee.
1. Information that would not have to be changed frequently.
2. Add CISD information.
3. Add aerial map
4. Add incentives
5. Proximity Coppell has to the DFW Airport, Love Field, and the metroplex.
6. Add business names on map
7. Add web links for City and Chamber
8. Designate “hot spots”

Mindi will review pricing for the materials at a future meeting.
6. Old Coppell Update
?
The Economic Development Foundation met on July 23 to authorize Clay Phillips to enter
into a development agreement between the City of Coppell and the Coppell Economic
Development Foundation, and any related documents for purposes of historic preservation
in order to enhance Economic Development in Old Coppell and authorize Clay Phillips to
sign.

Mindi informed the committee that $250,000 was donated to the Coppell Historical
Society.

Mindi shared with the committee that the old Minyard grocery store was gifted to the City
from the Minyard family. The store will be relocated to the southeast corner of W. Bethel
and S. Coppell Road in old downtown Coppell.

Mindi shared that the old Kirkland house will be moved to the southeast corner of W.
Bethel and S. Coppell Roads. The Kirkland house will face W. Bethel Rd. and the
Minyard store will face S. Coppell Road.
7. General Discussion and Update on Commercial and Industrial Projects
?
Mindi reviewed projects under construction and businesses that are now open or opening
soon.
?
Mindi advised the committee that the Kolberg project planning was still active.
?
Mindi shared that Market Street is hoping for a mid-October opening.
?
Mindi advised that the Albertson’s space has a potential tenant for the west half of the
building.
?
Gary Roden informed the committee that Coppell 2030 will submit their vision plan for
Coppell’s future to City Council on August 18.
?
Mindi provided copies of the Dallas Business Journal article stating that Texas was still
the top state for business.
With no further business to discuss, it was moved by Matt Hall and seconded by Bradley Snyder
that the meeting adjourn. By unanimous vote, the meeting was adjourned at 7:30 p.m.
