BM 2008 11-13 LB WILLIAM T. COZBY PUBLIC LIBRARY LIBRARY BOARD MINUTES November 13, 2008 The William T. Cozby Public Library Board met in regular session on Thursday, November 13, 2008 in the administrative board room at the William T. Cozby Public Library. CALL TO ORDER: 1. The meeting was called to order by Jennifer Johnson at 7:05 p.m. Other board members present were Marcia Raines, Meme Collins-Tabuena, Nancy Tao, Eric Ratliff, Thomas Dwyer, Wendy Dunn, Stephen Smith, Nancy Maurer, and Diane Feldman. Staff in attendance was Library Director Kathleen Edwards. APPROVAL OF MINUTES DATED October 8, 2008: 2. Meme Collins-Tabuena moved to approve the minutes and Wendy Dunn seconded the motion. All were in favor and the minutes were approved. CITIZENS APPEARANCES: 3. None. LIBRARY DIRECTOR’S REPORT: 4. Open Meetings Act Training : Reminder to have Open Meetings Act training certificate to Kathy Edwards by December 31, 2008. Festival of Nations : The Festival of Nations was a great success with 198 in attendance. The program room was constantly full of participants coming in to look at the beautiful display tables, art demonstrations, and performances. This first time program exemplifies the spirit of sharing and community. Responses were very positive, and many people asked if we were going to put on a Festival next year. The Coppell Gazette was on hand to take pictures, and there is a short video clip on the Gazette's website. The program's success could not have been possible without the support of the Board, the CISD students and the community. Workload Indicators : October was a very busy month with a 10% increase in circulation, a 7% increase in gate count, a 22% in reference questions and a 55% increase in WiFi usage. This was the first full month with the new self check machines. Self check usage increased 11%. The school district initiated two high school programs, neither of which offers on-site library services. The statistics support that these students are using the public library. Staffing Update: The assistant director recruitment process is nearly complete with an offer out. The library’s senior administrative technician position was re-advertized when the selected candidate did not accept the position. HR will send screened applications for library review by November 17, 2008. The community service and volunteer program will remain suspended until the position is filled. Loan Star Libraries Plan: The library will update the NetLibrary eBook collection initiated by the State several years ago. Several eBook subject sets among them Business, Business Technology, Math & Statistics, Contemporary Social Issues, Info Technology will be added. eBooks will be approximately $13,000 with the remaining funds, $2,862, for updating children's print fiction collection. Coppell Clips: To stay informed of all City events, please consider signing up for Coppell Clips on the City’s website www.ci.coppell.tx.us click MyCoppell. Coppell Rotary: Coppell Rotary is looking for Board members who would consider serving in the Rotary. Contact Dr. Peter Lecca if interested. Comments and Suggestions: Suggestions relating to the acquisition of new books, movies and periodicals were given to Public Services staff for evaluation and follow- up. Staff personally contacts those who leave contact information for all suggestions. Kathy Edwards responded to a comment complimenting a staff member on extraordinary service at the Information Desk. Discussion of FY 08/09 Library Board Goals and Objectives: 5. After discussion, the board agreed to the following: Complete creation of the Library’s 501 C3 Foundation; Remain engaged with Coppell 2030 Vision Process implementation; And Integrate library presence with Coppell community activities. Meme Collins-Tabuena moved to approve the Goals and Objectives as discussed and Eric Ratliff seconded the motion. Carried. Stephen Smith will check with the CISD Foundation and the New Tech PTO on their 501 C3. Tom Dwyer will check with his company’s general council on advice in forming a 501 C3. Kathy will send copies of the foundation paperwork to Tom and Stephen. Library Support of students: 6. Kathy passed out a list detailing programming stth (birth to 5, 1 grade through 12 grade and adult), curriculum support, resources and school portals. The statistics for Live Homework Help (tutor.com) and an annotated list of all city-funded databases were also distributed. Discussion ensued. Board will see a demonstration of the eBranch in January highlighting the online resources. Comments were favorable and the board discussed how they could assist the library is getting the word out. They will continue discussion in January after the demonstration. Adjournment: 7. Metz Edwards, Library Director DATE: November 7, 2008 SUBJECT: November Director’s Report for Library Advisory Board 12/31/08 As a reminder new board members have until to complete the Open Meetings Act training. The training can be completed any place where you have access to the internet. The website is: http://www.oag.state.tx.us/opinopen/og_training.shtml. At the end of the training please follow the instructions for the completion certificate and send a copy to me. Festival of Nations : From Amy Pittman-Hassett’s report: This year's Festival of Nations was a great success. We had 198 people attend the Festival, and the room was constantly full of citizens coming in to look at the beautiful display tables, art demonstrations, and performances. One of the many exciting things that happened was when a young woman from India volunteered to perform a song, even though she had not previously signed up to do so. I really feel this exemplifies the spirit of sharing and community that we hoped would come out of the Festival of Nations. Responses from those who attended were very positive, and many people asked if we were going to put on a Festival next year. Everyone seemed to welcome the chance to learn more about the rich cultural diversity of our city. The Coppell Gazette was on hand to take pictures, and there is a short video clip of the Festival available to watch on the Coppell Gazette's website. I want to thank the Library Board for your enthusiasm regarding the Festival of Nations. Our program's success could not have been possible without the support of our community members. We have not seen these kinds of increases since the building renovation was completed in FY2005! This is the first full month with the new self check machines. Self check usage increased 11%. The school district initiated two programs, neither of which offers on-site library services. The New Tech High School currently has approximately 250 ninth and tenth grade students. The high school will be filled within two years to 500 students. The students are expected to use the public library for on-site services. Each student was issued a new lap top and they meet at the library after school for their non-traditional assignments. The other program is through the Coppell Campus of the Dallas County Community College District, North Lake. It is a dual enrollment program. The Community College will page items from the North Lake campus; however, students simply may choose to come here. The library’s 28,000 square feet is inadequate for its 40,000 population and the high use per capita. The Long-Range plan recommended the library be expanded to 40,000 to 50,000 square feet. The library supports a community with a strong belief in education, both for children and adults. They also expect access to the eBranch when we are closed. Adding the eBook subject collections will support all of these needs. The LSL plan supports the Library's Long Range Plan completed in 2003 and updated each year through the City's Five Year Plan . Coppell Rotary Invitation: The Coppell Rotary Club has been very supportive of the library. The Club donated the “Treasure Island” custom love seat in the children’s area in support of the renovation project completed in April 2005. Peter Lecca is the contact person and he has asked if we would pass on his contact information for any Board member who might want to consider Rotary service. His number is 972 304 0968. Discussion of FY 08/09 Library Board Goals and Objectives: Last month the Board requested that the discussion of goals and objectives be moved to the November meeting. The FY 07/08 Library Board Goals & Objectives were to finalize formation of the 501 C- 3 Foundation and provide support of the two library board members who were serving on the Coppell 2030 Steering Committee, focusing on library services and the critical need for space. Library support of students: The library has a long history of supporting Coppell students from birth to senior adults. Our print collections support through the first year of College with the eBranch providing access to databases that support students through all four years of college. The eBranch will be highlighted at the January 2009 meeting. The presentation has been a favorite of board members as we have an incredible array of resources. At the November meeting we will discuss how we support students in general. Comments and Suggestions: Suggestions relating to the acquisition of new books, movies and periodicals are given to Public Services staff for evaluation and follow-up. The book he wanted, Windows XP was checked out. After a discussion with Kara she showed him how to change some security settings on his computer. Bluebonnet Program – done in conjunction with CISD librarians ? Project alerts from schools – informal but it works. Allows us to prepare and pull materials for a rush. ?
