The City Council of the City of Coppell met in Special Called Session on
Tuesday, April 7, 2009, at 5:00 p.m. in the City Council Chambers of Town
Center, 255 Parkway Boulevard, Coppell, Texas. The following members were
present:
Doug Stover, Mayor
Marvin Franklin, Mayor Pro Tem
Tim Brancheau, Councilmember
Jayne Peters, Councilmember
Brianna Hinojosa-Flores, Councilmember
Marsha Tunnell, Councilmember
Billy Faught, Councilmember (late arrival)
Karen Hunt, Councilmember
Also present were City Manager Clay Phillips, City Secretary Libby Ball and
City Attorney David Dodd.
1. Call to order.
Mayor Stover called the meeting to order and determined that a quorum
was present.
SPECIAL SESSION

2. Convene Special Session.
3. Invocation.
Councilmember Tunnell led those present in the Invocation.
4. Pledge of Allegiance.
Mayor Stover led those present in the Pledge of Allegiance.
5. Continuation of an evidentiary hearing pursuant to § 212.904
of the Texas Local Government Code and consider the appeal
of Mira Mar Development, LLC to apportion the costs of

municipal infrastructure improvements in accordance with __
applicable law for the Alexander Court Subdivision
Development; the City Council may convene into closed
executive session with the City Attorney to seek legal advice
pursuant to § 551.071(2) of the Texas Government Code on a
matter that the Code of Professional Responsibility requires to
be kept confidential.
Mayor Stover reconvened the evidentiary hearing which had been
continued from March 31, 2009 and evidence was heard from attorneys
and witnesses for both the City of Coppell and Mira Mar Development.
The hearing will continue on Monday, April 13, 2009 at 5:00 p.m.
There being no further business to come before the City Council, the
meeting was adjourned.
