AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE
COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF COPPELL, TEXAS, AS
HERETOFORE AMENDED, TO CHANGE THE ZONING ON THE HEREINAFTER DESCRIBED
PROPERTY TO THE NEW ZONING CLASSIFICATION HEREIN STATED; PROVIDING A
REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING PENALTIES
FOR VIOLATION OF THIS ORDINANCE NOT TO EXCEED THE SUM OF ONE THOUSAND
DOLLARS ($1,000.00) FOR EACH OFFENSE; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Zoning Commission and the Governing Body of the City of
Coppell, Texas, in compliance with the laws of the State of Texas with reference to
the granting of zoning changes under the zoning ordinance and zoning map, have given
requisite notices by publication and otherwise, and after holding due hearings and
affording a ful! and fair hearing to all property owners generally, the said Governing
Body is of the opinion that said change of zoning, which is on application of Thoml~s~n
Propertie~, No. PD-104, should be granted and the Comprehensive Zoning Ordinance of
the City of Coppell should be amended in the exercise of its legislative discretion.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the Comprehensive Zoning Ordinance of the City of Coppell,
Texas, be and the same is hereby amended by amending the Zoning Map of the City
of Coppell, to give the hereinafter described property a new zoning district classification,
to-wit:
"PD-SF9 and SF12" Planned Development District Classification.
Said Planned Development shah be conditioned upon the following special conditions:
1. Developed in accordance with the Development Plan attached hereto as
Exhibit "2" with conditions and variances shown on the plan.
2 Property regulated by the development requirements set out in Exhibit "3"
in accordinance with the property designation shown on the plan.
Said property being described as follows:
BEING a tract of land described on Exhibit "1" attached hereto.
SECTION 2. That all ordinances of the City in conflict with the provisions of
this ordinance be, and the same are hereby, repealed and all other ordinances of the
City not in conflict with the provisions of this ordinance shall remain in full force and
effect.
SECTION 3. That the above described property shall be used only in the manner
and for the purposes provided for in the Comprehensive Zoning Ordinance of the City,
as amended herein by the granting of this zoning classification.
SECTION 4. That should any paragraph, sentence, subdivision, clause, phrase or
section of this ordinance be adjudged or held to be unconstitutional, illegal or invalid,
the same shall not affect the validity of this ordinance as a whole or any part or
provision thereof other than the part so decided to be invalid, illegal or unconstitutional
and shal! not affect the validity of the Comprehensive Zoning Ordinance as a whole.
SECTION 5. That any person, firm or corporation violating any of the provisions
or terms of this ordinance shah be subject to the same penalty as provided for in the
Comprehensive Zoning Ordinance of the City, as heretofore amended, and upon conviction
shall be punished by fine not to exceed the sum of One Thousand Dollars ($1,000.00)
for each offense, and that each day such violation shall continue to exist shall constitute
a separate offense.
SECTION 6. It is necessary to give the property described herein the above
mentioned zoning classification in order to permit its proper development and in order
to protect the public interest, comfort and general welfare of the City. Therefore,
this ordinance shall take effect immediately from and after its passage and publication
of its caption, as the law in such cases provides.

There shall be a maximum number of 119 lots total. All lots shall be of the
"SF-12" or "SF-9" type, with specific development requirements as provided
herein. All lots that adjoin Grapevine Creek shall be of the "SF~12" minimum
standard.
"SF-12" SINGLE FAMILY RESIDENTIAL DEVELOPMENT REQUIREMENTS
Permitted U__se__s: A building or premise shall be used only for the following
purposes:
1. Any use permitted in the SF-18 district. Uses permitted by Specific use
permit only, as referenced to City of Coppell Zoning Ordinance.
2. Any use permitted in the SF-18 district, as referenced to City of Coppell
Zoning Ordinance.
3. Such uses as may be permitted under provisions of Specific Use Permits,
Section 29.6 of City of Coppell Zoning Ordinance.
Height ReKulations: No building shall exceed thirty-five (35) feet or two and
one-half (2-1/2) stories in height.
Area Re~ulations:
1. Size of Yards:
A. Front Yard: There shall be a front yard building line as indicated
on the development plan. No required structured parking shall be
allowed within the required front yard.
B. Side Yard: There shall be a side yard on each side of the lot
having a width of not less than ten (10) percent of the lot width.
A side yard adjacent to a side street shall not be less than fifteen
(15) feet. No side yard for allowable non-residential uses shall be
less than twenty-five (25) feet.
C. Rear Yard: There shall be a rear yard having a depth of not less
than twenty (20) feet.
2. Size of Lot:
A. Lot Area: Lots within the "SF-12" area shall average twelve thou-
sand (12,000) square feet.
B. Lot Width: The width of the lot shall be not less than eighty-five
(85) feet at the building line, and not less than fifty (50) feet at
the front building line for lots located on cul-de-sac terminus.
3. Minimum Dwellin~ Size: The minimum floor area of any dwelling shall be
two thousand (2,000) squ~re feet, and two thousand two hundred (2,200)

square feet average throughout the "SF-12" area, exclusive of garages,
breezeways, and porches.
4. Lot Covera~: In no case shall more than thirty-five percent (35%) of
the total lot area be covered by the combined area of the main buildings
and accessory buildings.
5. ParktnK Regulations: Two (2) enclosed spaces behind the front yard line.
Off-street parking spaces shall be provided in accordance with the re-
quirements for specific uses set forth in Section 30 of the Coppell City
Zoning Ordinance, with side or rear facing garages with front access.
6. Type of Exterior Construction: At least eighty percent (80%) of the
exterior walls of the first floor of all structures shall be of masonry
construction exclusive of doors, windows, and the area above the top
plate line. Each story above the first floor of a straight wall struc-
ture shall be at least eighty percent (80%) masonry exclusive of doors,
windows, and the area above the top plate line. Stucco. type construction
is permitted only by a specific use permit.
"SF-9" SINGLE FAMILY RESIDENTIAL DEVELOPMENT REQUIREMENTS
Use Regulations: A building or premise shall be used only for the following

1. Any use permitted in District "SF-18", "SF-12" as referenced to the City
of Coppell Zoning Ordinance.
2. Such uses as may be permitted under the provisions of specific use
permits in the "SF-18", "SF-12" Districts, Section 29.6 of the Coppell
City Zoning Ordinance.
Height Regulations: No building shall exceed thirty-five (35) feet or two and
one-half (2-1/2) stories in height.
Area Regulations:
1. Size of Yards:

percent (40%) of the dwellings to have front facing garages.
B. Side Yard: There shall be a side yard on each side of the lot

cent to a side street shall not be less than fifteen (15) feet. No
side yard for allowable non-residential uses shall be less than
twenty-five (25) feet.
C. Rear Yard: There shall be a rear yard having a depth of not less
than twenty (20) feet.
2. Size of Lot:
A. Lot Area: Lots within the "SF-12" area shall average nine thousand
(9,000) square feet.
B. Lot Width: The width of the lot shall be not less than seventy-five
(75) feet at the building line, and not less than fifty (50) feet at
the front building line for lots located on cul-de-sac terminus.
3. Minimum Dwelling Size: The minimum floor area of any dwelling shall be
sixteen hundred (1,600) square feet minimum, and eighteen hundred (1,800)
square feet average throughout the "SF-9" area, exclusive of garages-,
breezeways, and porches.
4. Lot Coverage: In no case shall more than thirty-five percent (35%) of
the total lot area be covered by the combined area of the main buildings
and accessory buildings.
5. Parking Regulations: Two (2) enclosed off-street spaces behind the front
building line. Off-street parking spaces shall be provided in accordance
with the requirements for specific uses set forth in Section 30 of the
Coppell City Zoning Ordinance.

LANDSCAPE PLANS
The proposed development plan indicates that the entire residential subdivi-
sion consists of a large lot, individually owned single family residences.
Lot sizes vary from approximately 9,000 square feet to well over one acre in
size. Landscaping is anticipated on an individual lot basis, using the archi-
tectural style of the home to direct front yard landscaping treatment. All
streets serving the residential area are considered local streets only, and
are not considered prominent thoroughfares according to the Coppell Street-
scape Plan.
A screening fence is proposed along the south propertly line, to provide a
barrier between the Creek View subdivision lots and the St. Louis and South-
western Railroad.
Efforts will be made to preserve existing trees that do not affect street and
property grading plans. It is the mutual interest of both the developer and
the City that indiscriminate trees removal be avoided.
