LIBRARY BOARD MINUTES
May 14, 2009
The William T. Cozby Public Library Advisory Board met in regular session on Thursday, May
14, 2009 in the library program room at the William T. Cozby Public Library.
1. CALL TO ORDER:
The meeting was called to order by Chair, Jennifer Johnson at 7:05
p.m. Other board members present were Meme Collins-Tabuena, Marcia Raines, Nancy Tao,
Thomas Dwyer, Eric Ratcliff and Geetika Rao. Staff in attendance were Library Director,
Kathleen Edwards, Assistant Library Director, Vicki Chiavetta-Reinert, Librarian, Betsy Merrill
and Sr. Administrative Technician, Ramona Woods.
2.APPROVAL OF MINUTES FROM THE MARCH 6, 2009 SPRECIAL SESSION
BOARD MEETING:
Marcia Raines moved to approve the minutes and Eric Ratcliff seconded
the motion. All were in favor and the minutes were approved.
3. CITIZENS APPEARANCES:
None
4.SUMMER READING CLUB PROGRAM
– Elizabeth Merrill, Librarian gave an overview
of the 2009 Summer Reading Club. Over 80 Volunteens are signed up. Summer Reading Club will run
for 7 weeks beginning June 8, 2009. This year’s theme will be Camp Cozby. A master calendar will be
posted on the web site and Summer Reading Club will be advertised in the city’s water bill, on school
websites and in the local newspapers.
5.LIBRARY DIRECTOR’S REPORT

Workload Indicators:
Circulation continues to rise with a 3% increase, including a
12% increase in print materials. We had an interruption in Internet service on April

29. WiFi was down all day as well. The “Swine flu” may have impacted traffic at
the end of the month. We did see a decrease in the Gymboree program held on
Friday, May 1. Still we had four more programs and a 32% increase in program
attendance. WiFi use increased 49% in spite of the one day’s downtime. Internet
computer use is down reflecting the movement to WiFi. The library filled 227
interlibrary loans; 5,805 holds were pulled. Self-check usage increased 9%.

The library’s FY10 budget has been preliminarily reviewed with no changes. An
enhancement was included for an Engineering/Architectural review of the facility.

The library was the recipient of a Northeast Texas Library System award for 2008’s
Festival of Nations. This year’s Festival of Nations celebration will be Sept. 12 on the
Plaza.

The library has been invited to the Rolling Oaks Memorial Center’s grand opening
and has been requested to do crafts.

Comments/Suggestions:
Suggestions relating to the acquisition of new books,
movies and periodicals were given to Public Services staff for evaluation and follow-

up. Staff personally contacts those who leave contact information for all suggestions.
Staff left a message for the author request visit. Staff will follow-up with the request
for additional lobby exhibits.
6YOUTH ADVISORS INTERVIEWS
. : August 10, 2009 was chosen as the date to
interview Youth Advisors. Thomas Dwyer, Eric Ratcliff and Marcia Raines volunteered to
interview, Meme Collins-Tabuena will be an alternate. Adult interviews will be held on August
6, 2009. Jennifer Johnson, Nancy Tao, Eric Ratliff and Nancy Mauer’s terms expire September
30, 2009.
7. Publicizing Library Resources
: Jennifer opened up for discussion. Kathy re-iterated
that staff can go out to schools to make presentations. Board members will take information to
PTO’s and offer presentations. Will put on August agenda for push in September.
8. 501 C3 Foundation:
Tom gave an update; no filing with the State is required. Current
Foundation Board members Kathy Edwards and Melissa Hall need to meet and amend bylaws.
Recommended changes include expanding the Foundation Board to include the Library Director,
four Library Board members and two Community members. Tom will follow up with specific
instructions so that Kathy and Melissa can meet. Tom, Stephan, Jennifer and Meme are
interested in the Library Board member positions, Erick and Melissa are interested in the
Community member positions.
9. Public Libraries 2008 National Characteristics and Trends Study:
Kathy went over
the results of the national study which shows that: Coppell’s citizens use the library 37.38%
higher than the national average; the library’s collection is half that of comparable libraries; the
library’s collection turns over twice as often; And, the library’s income per capita is less than
half the national average. These statistics show that while the citizens heavily use the library and
its resources, its cost of operation is well below the national average.

The Library Board meets at 7:00pm, Thursday, May 14, 2009, in the Board Room.

: We need a Youth Advisor interview date and
we need two board members plus a backup to conduct the interviews. Both Youth Advisors’
terms expire September 2009. Interview date must be within the first three weeks of August.
The Council will interview adult board members on Thursday, August 6, 2009. The following
adult members’ terms expire: Jennifer Johnson, Nancy Tao, Eric Ratliff, and Nancy Maurer.

: This is the last meeting before the Summer recess. I am
leaving this on the agenda for final discussion.

4-18-09 – I would like to it if you guys got an author to visit here. Staff left a voice mail message. There
was no name and the phone number is not in Horizon so we cannot further contact.
4-16-09 – Possible affordable summer travel display, example: Houston Museum of Natural
Science is having the Clay Soldier Statues from Imperial China. I’m sure there are local (Dallas
–
area) tie ins. Randal A. Staff contacted requestor with a positive response. FYI During the

month of May, the Library is hosting in the lobby an exhibit of "Cartooning Texas: One Hundred
Years of Cartoon Art in the Lone Star State".Please take a minute to look at it.
Public Libraries 2008 National Characteristics and Trends study
: I wanted to share with you
some data from the March/April 2009 Public Libraries in its 2008 national Characteristics and
Trends study. The data (from fiscal year 2007) illustrate what was touched on in the Joint Work
Session and in many of the Board discussions re: using city resources wisely. Library staff are
continuously looking for ways to improve customer service without increasing costs. It is our
goal to maximize the precious resources that are earmarked for library services. The Study
confirms that in Coppell, the resources translate into high use. I would like to take a minute to
discuss.
Circulation Per Capita by Population of Legal Service Area (Figure 3): The national average for
a library in the 25,000 – 49,999 service population for per capita use is 10.46 (circulations).
Coppell citizens used the library at a rate of 14.37 or 37.38% higher than the national average.
Holdings Per Capita by Population of Legal Service Area (Figure 5): The average national
number of holdings (books, DVDs, audios etc) per capita is 4.19. Coppell owns 2.16 which is
almost half the national average. Coppell is limited by its size as we have discussed. Expanding
the library will allow the collection to grow.
Collection Turnover by Population of Legal Service Area (Figure 7): This statistic relates to
holdings and the number of times the collection “turns over”. While Coppell’s collection is
smaller than average, the citizens use the collection twice a much as the national average
(Coppell – 5.85 vs. national 2.92).
Income Per Capita by Population of Legal Service Area (Figure 8): The national income average
for a library in Coppell’s population size is $80.79 per capita. Coppell’s income per capita is
$38.73. The Library received less than half the national average for library services, yet, in
citizen usage, the library rates high. Staffing comprises the highest percentage of any library’s
budget. This statistic illustrates that Coppell’s staff are wisely used. We continuously look for
ways to improve service and to be more effective. It is good to have data to support what we are
trying to accomplish.
