LIBRARY BOARD MINUTES
September 10, 2009
The William T. Cozby Public Library Board met in regular session on Thursday, September 10,
2009 in the library board room at the William T. Cozby Public Library.
1. CALL TO ORDER:
The meeting was called to order by Chair, Jennifer Johnson at 7:05
p.m. Other board members present were Meme Collins-Tabuena, Nancy Tao, Thomas Dwyer,
Eric Ratcliff, Wendy Dunn, Nancy Maurer, and Stephen Smith. Youth Advisors Diane Feldman
and Geetika Rao were also present. Staff in attendance were Library Director, Kathleen Edwards,
Assistant Library Director, Vicki Chiavetta-Reinert and Sr. Administrative Technician, Ramona
Woods.
2.APPROVAL OF MINUTES FROM THE AUGUST 13, 2009 BOARD MEETING:
Eric Ratcliff moved to approve the minutes and Wendy Dunn seconded the motion. All were in
favor and the minutes were approved.
3. CITIZENS APPEARANCES:

4.LIBRARY DIRECTOR’S REPORT
:

Workload Indicators/Summer Reading Club.
August’s circulation continued the
year’s trend. For the three summer months, circulation increased 7% over FY2008.
Increases were also seen in the following: program attendance - 29%, Internet usage -
6.5%, WiFi usage a whopping 82% and self-check usage - 17.3%.

Comments and Suggestions
: Suggestions relating to the acquisition of new books,
movies and periodicals are given to Public Services staff for evaluation and follow-up.
Appropriate items are ordered for the collection or interlibrary loan is offered for those
not appropriate for the collection. Staff personally contact those who leave contact
information for all suggestions.
5.FESTIVAL OF NATIONS:
Update was given on status of Festival of Nations that will
take place on Saturday, September 12, 2009. The Festival will run from 11:00 a.m. to 2:00 p.m.
The Festival will be preceded by an Oath of Allegiance ceremony for children becoming United
States citizens at 10:00 a.m. The Mayor will give opening remarks.
6.BUDGET STATUS AND 5 YEAR PLAN INPUT:
The FY2010 Budget was approved
on September 8, 2009. The Library will receive $20,738 from State for Lone Star Library. Funds
will be used to replace public computers. Staff is working on the Five Year Plan which is due by
the end of October. Five Year Plan targets will be very conservative.
7.Board Chair report to Council
: Jennifer Johnson distributed a written copy of the
report that was presented to the Council on September 6, 2009. (Attachment A)

8. BOARDS AND COMMISSIONS COUNCIL RECEPTION SEPTEMBER 22,
2009:
Letters will be mailed this week notifying current board members who re-applied of their
status. All Board Members are invited to the reception.
9.501 C3 Foundation:
Kathleen Edwards and Melissa Hall met on Monday, August 17,
2009. Bylaws were modified to increase the number of directors to 7 until changed. Melissa
presented potential Board Director candidates: Stephen Smith, Jennifer Johnson, Meme Collins-
Tabuena, Thomas Dwyer, Eric Ratliff, Melissa Hall and Kathleen Edwards and were approved as
presented. Board is now official and can meet at any time. Discussion ensued and it was agreed
that the first meeting will be in February. It was also agreed that the main purpose of the
Foundation is for the library to accept grants that are only given to 501 C-3 Foundations.
Outgoing Board members gave parting remarks. Kathy asked if they would “tell our story”.

September Director’s Report for Library Advisory Board
Since it’s the last Board meeting of the fiscal year, we will have supper out beginning at
6:30pm. Meeting will start at 7:00pm.

and self-check usage - 17.3%.
Festival of Nations:
The Festival of Nations is shaping up to be a wonderful event. Mayor
Peters will give the opening remarks for the children’s citizenship ceremony. Council member
Hinojosa-Flores will give the keynote remarks. We hope to see you at Town Center Plaza on
Saturday, September 12, 2009. The citizenship ceremony starts at 10:00am followed by the
Festival at 11:00am. Keep your fingers crossed on the weather.
Budget Status and 5 Year Plan Input:
As per the discussion at last month’s meeting, this item
has been added to the agenda for additional discussion. The budget should be adopted on

September 8. We are gathering information for the Five Year Plan. As with the budget, the
plan will be flat. If you have any thoughts or suggestions on programs, please be ready to
discuss.
Board Chair report to Council:
Jennifer’s report to the Council was well received. I had
positive comments after the meeting and later from others who heard the report. Jennifer
focused on the busy summer reading program. Our children and teens are well supported and
have many opportunities. I am particularly proud of how the library has been able to increase its
programming to the challenging Young Adult sector. Jennifer also updated Council on the plans
for the Festival of Nations.
Boards and Commissions Reception:
You will receive a letter from the City Secretary’s
Office inviting you to the annual Boards and Commissions Reception which will be held at
6:30pm to 7:30pm on Tuesday, September 22, 2009 in Town Center.
501 C-3 Foundation:
Melissa Hall and I met on Monday, August 17, 2009. Bylaws were
modified to increase the number of directors to 7 until changed. Melissa also presented a slate of
potential Board Directors candidates as discussed in the May 14, 2009, Library Board minutes.

8-1-09 – Too cold. I heard several other people complain as well. Anonymous. We cannot
respond to anonymous complaints. We continuously monitor the EMS, however, the
temperatures in the public side of the library cannot be controlled as they are in the offices. We
will continue to work with Facilities but without a major redesign, there are limited options. If
the expansion goes through, the HVAC and the sound are two issues that need to be addressed.
8-2-09 – I really appreciate how great this library is! You have all of the books in the Mary Jane
Davidson series except the first two books. Please buy the first two books: “Undead & Unwed”
& “Undead & Unemployed”. TracyT. This is a material’s suggestion, but I thought you’d
appreciate seeing a positive comment.
8-28-09 – DVDs are always scratched. It’s hard to watch when they skip or freeze every other
second. AsadR. Response from Librarian Supervisor Jane Darling:
Thank you for your comment about scratched DVDs. I understand how frustrating that can be.
The DVDs in our collection are used heavily by our borrowers. They are subject to the wear and tear of
being watched multiple times by many different borrowers using them in a wide variety of players. The
library staff checks in an average of 2,000 items per day. Because of that high volume we are unable to
check each returned DVD for playability before returning it to the shelf. When someone tells us that a
particular DVD is scratched or unplayable, we remove it from the collection. If the number of checkouts of
a DVD warrants it, we purchase a replacement copy if one is available.
The next time you experience a DVD skipping or freezing while you are watching it, please return it to the
Library Accounts desk and let us know what happened. Then we can take the appropriate action to correct
the situation.
8-30-09 – Compliment received by a staff member re: Librarian Amber Carter: While working
on the desk today, Jill Epperson asked that I send along a thank you with her name, with
compliments about Amber. She said Amber was so very helpful and nice and how much she
appreciated it and wanted someone to know, Stephanie.

4
